Budget: JI assails govt for ‘neglecting' Karachi

KARACHI: Jamaat-e-Islami (JI) Karachi Chief, Monem Zafar Khan has strongly criticised the budget 2025-26, claiming it demonstrated a clear neglect of Karachi — the economic hub of the country.
Speaking at a press conference held at Idara Noor-e-Haq, he said that Karachi was conspicuously missing from the list of federal priorities.
Flanked by several town chairmen, Monem Zafar Khan demanded an allocation of Rs 500 billion for Karachi's development, along with Rs 2 billion for each town and Rs 2.5 million for every Union Council (UC), in order to address the city's pressing issues.
Highlighting the severe water crisis in Karachi, he said the K-IV water supply project — vital for the city's future — appears to have been sidelined by the federal government. Although Rs 40 billion were requested, the budget allocates just Rs 3.2 billion for the project, despite its scheduled completion by June 2026.
He pointed out that while the Water Resources Division was allocated Rs 133 billion, the K-IV project's share amounts to only 2.5 percent of that total.
The JI Karachi chief denounced the federal budget as a 'jigsaw puzzle of statistics' that ignores the city's core issues. He noted that the Karachi IT Park, launched in 2022 and expected to complete by 2026, received only Rs6 billion — a figure he described as 'peanuts' in relation to the scale and importance of the project.
He further criticised the reduction in the Higher Education Commission's budget from Rs 65 billion to Rs 39.5 billion, and condemned the 18 percent tax imposed on the solar energy sector, calling it a severe blow to an emerging industry.
Monem Zafar Khan lambasted the federal government for failing to complete several critical transport projects in the city, including the Green Line Bus, 20-bus Orange Line, and the Red Line.
He stressed that Karachi has long been deprived of its fair share in resources, despite being the financial lifeline of Pakistan. Referring to historical trends, he said that while Sindh received Rs 178 billion from the federal government in 2007-08, the allocation has now increased to Rs 1,853 billion. Yet, the provincial government continues to centralise power, ignoring the urgent need for administrative and fiscal devolution.
Monem Zafar Khan also turned his attention to what he described as rampant corruption and poor governance in solid waste management, particularly under the Pakistan Peoples Party (PPP). He accused the Sindh government of outsourcing Karachi's waste management to inefficient and corrupt contractors, leading to severe issues during Eid-ul-Azha.
He shared specific examples, including the case of a JI-run town that submitted its Eid waste management plan well in advance. The Solid Waste Management Board (SWMB) responded only two days before Eid, disregarding all local recommendations and issuing outdated instructions.
In another case, while the SWMB committed to sending 15 pickup vehicles, only 10 were dispatched on the day — raising questions about the misuse of funds allocated for vehicles, staff, and fuel.
The JI leader also narrated an incident where a town chairman lodged a complaint with the mayor about waste management failures. Instead of holding the contractor accountable, the mayor suspended the town's Deputy Director of Solid Waste, he said.
In a scathing indictment, Monem Zafar Khan also accused the MQM, PPP, and PML-N of complicity in a 'fake census', which, according to him, cut Karachi's population in half. This undercounting, he said, has serious consequences for resource allocation and representation.
He also highlighted the disparity between the government's treatment of the poor and lawmakers.
'On one hand, 100 million Pakistanis live below the poverty line. On the other, the government has approved a six hundred percent increase in the speaker's allowances and over 140 percent salary hikes for lawmakers,' he stated.
Monem Zafar Khan urged the federal government to revise its approach and recognise Karachi's pivotal role in the national economy. He called for transparent governance, fair distribution of resources, and greater autonomy for local administrations to ensure the city's problems are addressed effectively.

LAHORE: While the budget 2025 continues to present agriculture as the backbone of Pakistan's economy - contributing 24% to the national GDP - experts and stakeholders expressed concerns that real growth and resilience in the sector remain uncertain. The government has introduced several policy initiatives aimed at improving agriculture and strengthening climate resilience. These include an increase in agricultural loans from Rs 1,785 billion to Rs 2,066 billion, digital refinancing of up to Rs 100,000 for small farmers without collateral, and the establishment of the National Seed Development and Regulatory Authority to support climate-compatible seed systems. In addition, the National Agriculture Biotechnology Policy and National Seed Policy 2025 are in the final approval stages, aiming to improve innovation, seed quality regulation, and private sector involvement in research and development, according to Aamer Hayat Bhandara, a progressive farmer and co-founder of Agriculture Republic. A National Agriculture Committee is also being formed to improve coordination between federal and provincial governments - acknowledging that agricultural execution primarily falls under provincial jurisdiction. However, the Economic Survey of Pakistan reported just a 0.56% growth rate in the agriculture sector which is considered 'disheartening' for a country where millions depend on farming. 'Despite agriculture being frequently mentioned in policy debates, the lack of a long-term, consistent strategy continues to hold back meaningful progress. Relying solely on policy announcements is risky - especially when climate change, water inefficiency, and weak farmer support remain unresolved,' said Bhandara. He emphasized that real change will come only when policies are implemented effectively and reach the grassroots level. Meanwhile, the Kissan Board Pakistan (KBP), a small farmer advocacy group, criticized the budget for ignoring the agricultural community. They argued that inadequate subsidies for crop procurement and indirect taxes on farming inputs would further strain farmers. KBP President Sardar Zafar Hussain Khan, General Secretary Dr. Abdul Jabbar Khan, and Secretary Information Haji Muhammad Ramzan, in a press conference, pledged to continue advocating for farmers' rights. They warned that unless agriculture is placed at the top of the national agenda, economic progress will remain limited. Pakistan Kissan Ittehad (PKI) President Khalid Khokhar and Aamer Hayat Bhandara also pointed out inconsistencies in tax policies. They called for the removal of the 18% GST on local cotton, arguing that it creates an unfair advantage for imported, tax-free cotton. Removing the tax would support local growers and help revive domestic cotton cultivation. Experts noted that climate change featured prominently in both the Economic Survey and the federal budget speech. The government has secured $1.4 billion through the IMF's Resilience and Sustainability Facility (RSF) to invest in climate-resilient infrastructure, seed systems, and risk management. Encouragingly, no new taxes have been imposed on fertilizers and pesticides, protecting farmers from additional costs amid ongoing IMF reforms. However, the imposition of GST on solar energy technologies has drawn widespread criticism for threatening clean energy access in agriculture. For many smallholders, solar-powered tube wells, cold storage units, and off-grid irrigation systems remain the only viable options amid high electricity costs and climate challenges. LAHORE: Punjab Information Minister Azma Bokhari has said the Chief Minister Maryam Nawaz Sharif is completing all developmental projects using provincial resources, with no federal project currently ongoing in Punjab. 'All development work is being carried out using the provincial budget,' she said, while addressing a joint press conference with Education Minister Rana Sikandar Hayat, here at DGPR on Thursday. Azma said the Punjab government had set a new precedent with exemplary cleanliness arrangements during Eid, which had been widely appreciated by the public. She announced that Punjab's annual budget would be presented in the Provincial Assembly on June 16. Making an important announcement, she said that the Chief Minister of Punjab had rejected any proposal for new taxes, and the upcoming budget would be tax-free. In order to expand the tax net, those who previously evaded taxes would now be brought into the system to increase state resources, she clarified. Praising the Chief Minister's initiatives, Azma Bokhari said 'her effective actions are causing envy in several circles.' She added that the Chief Minister was utilising all provincial resources to complete developmental projects, aiming for equal progress in all provinces so that every citizen can benefit. Azma Bokhari maintained that 'Gandapur is trying to become a cheap Maula Jatt, and that even Aleema Baji herself says they don't want to come to Islamabad, so they should consult their advisers before making any statements.' She further stated that the federal budget attempted to provide relief to the people, and due to the strict IMF programme, the federal government presented a balanced budget, while Punjab's tax-free budget will be presented on June 16. Azma criticized the Sindh government, saying 'they don't do their own work but express their frustration at Punjab.' She remarked that the Karachi Mayor hadn't even managed to lift garbage yet. Provincial Education Minister Rana Sikandar Hayat stated that Punjab has increased the education development budget by a record 400 percent, raising it from Rs 32 billion to Rs 110 billion. Similarly, the higher education budget was also being increased by up to 500 percent, he said. He said 'Chief Minister Maryam Nawaz believes education should have no boundaries, yet the KP government is showing hostility to students by instructing their Higher Education Department not to cooperate with students. If Khyber Pakhtunkhwa cannot provide laptops and scholarships to its students, it should at least allow them to receive support from other provinces,' he said. Copyright Business Recorder, 2025

JI chief Hafiz Naeem has strongly rejected the federal budget, branding it a "pro-elite document" that exacerbates poverty, inflation, and inequality. Addressing a press conference, he said the government has failed to provide relief to the common man, choosing instead to favor the ruling class and privileged segments of society. "The budget imposes a heavy tax burden on the salaried and middle-income groups while offering no meaningful concessions or structural reforms," he said. He termed claims of poverty reduction by the government as "delusional" and "contrary to ground realities," noting that over 110 million Pakistanis continue to live below the poverty line.
