Habagat hits power services of 167,000 Meralco customers
Some 167,000 customers of the Manila Electric Company (Meralco) have been hit by power outages due to the southwest monsoon or habagat, most of whom are located in flooded areas, as the distribution utility works to restore services.
In an advisory, Meralco said most of the affected customers were in Metro Manila, Bulacan, and Cavite, with the rest in Rizal, Laguna, Batangas, and Quezon as of 7 a.m. on Tuesday, July 22. Nearly 98% or over 163,000 are located in flooded areas.
Meralco said 11,000 customers affected by power cuts as of 12 noon on Monday, July 21.
"We ask our customers for patience and understanding as heavy floods have triggered disruptions in power services," Meralco vice president Joe Zaldarriaga said.
"Rest assured that the safety of our customers and line crews is our top priority and we will immediately restore power in the affected areas once the floodwaters recede and it is safe to do so," he added.
Meralco also called on the public to practice safety measures during floods—ensure that the main electrical power switch or circuit breaker is off; unplug appliances; remove mud and dirt from service equipment using rubber gloves and rubber-soled shoes; and ensure that all electrical wires, connectors, and other wiring devices are completely dry.
Meralco constructs, operates, and maintains electric distribution systems in the cities and municipalities of Bulacan, Cavite, Metro Manila, and Rizal, as well as certain areas in the provinces of Batangas, Laguna, Pampanga, and Quezon.
The firm counts as subsidiaries and associates Vantage Energy Solutions and Management Inc. and MeridianX Inc., acting as retail electricity suppliers in Luzon and the Visayas.
State weather bureau PAGASA has issued a red rainfall warning for Metro Manila, Bataan, and parts of Cavite, indicating the possibility of serious flooding in flood-prone areas.
An orange rainfall warning was also raised over Rizal, Laguna, Batangas, Zambales, Pampanga, Bulacan and Cavite (Alfonso, Amadeo, General Emilio Aguinaldo, Indang, Magallanes, Maragondon, Mendez, Silang, Tagaytay, Ternate, Trece Martires, Carmona, Gen. Mariano Alvarez, Naic, Tanza).
A yellow rainfall warning was likewise raised on Nueva Ecija, Tarlac, and Quezon.
The southwest monsoon or habagat is expected to continue to bring cloudy skies and rains over parts of the country. PAGASA is also monitoring two low pressure areas (LPAs) inside the Philippine Area of Responsibility, with one having a high chance of developing into a tropical depression within the next 24 hours. — VDV, GMA Integrated News

Gorio slightly weakens as it exits PAR
Typhoon Gorio has slightly weakened as it exited the Philippine Area of Responsibility, PAGASA said late Wednesday afternoon. In its 5 p.m. bulletin, PAGASA said at 4 p.m., Gorio was located 325 km northwest of Itbayat, Batanes, and moving west northwestward at 25 km/h. It has maximum sustained winds of 140 km/h and gustiness of up to 230 km/h. Moderate to at times heavy rains may cause flash floods or landslides. Meanwhile, Metro Manila and the rest of the country will experience partly cloudy to cloudy skies with isolated rain showers or thunderstorms due to localized thunderstorms. Severe thunderstorms may trigger flash floods or landslides. Winds will be moderate to strong, while coastal waters will be moderate to rough in extreme Northern Luzon. The rest of Luzon will experience moderate wind and coastal water conditions. Winds will be light to moderate, while coastal waters will be slight to moderate in Visayas and Mindanao. Signal No. 2 up in Itbayat as Typhoon Gorio nears Taiwan
Tropical Cyclone Wind Signal No. 2 has been raised over Itbayat, Batanes while the rest of Batanes remains under Signal No. 1 as Typhoon Gorio further intensified and moved closer to Taiwan, PAGASA said Wednesday. In its 11 a.m. bulletin, PAGASA said Gorio is expected to make landfall over the eastern coast of southern Taiwan this morning before exiting the Philippine Area of Responsibility (PAR) by late afternoon or evening. Signal No. 2 warns of minor to moderate impacts from gale-force winds, while areas under Signal No. 1 may experience minimal to minor impacts from strong winds. PAGASA noted that winds could be slightly stronger in coastal and upland areas exposed to the prevailing wind direction. As of 10 a.m., the typhoon was moving west-northwestward with maximum sustained winds of 120 kilometers per hour and gustiness of up to 150 kph. PAGASA said Gorio will likely remain a typhoon before making landfall in Taiwan and then gradually weaken as it moves inland. Southwest monsoon effects The enhanced Southwest Monsoon will continue to bring strong to gale-force gusts today over the Babuyan Islands, the northern portion of mainland Cagayan, the eastern portion of Isabela, and the northern portion of Ilocos Norte. While no storm surge warning has been issued, PAGASA said high waves near the coast may increase the risk of coastal flooding. Hazardous sea conditions A gale warning remains in effect over the seaboard of Extreme Northern Luzon. Very rough seas reaching up to 8.5 meters are expected over the seaboards of Batanes, making sea travel risky for all vessels. PAGASA urged all mariners to stay in port or seek shelter until conditions improve. PAGASA: Itbayat, Batanes still under Signal No. 2 as Gorio slightly intensifies
Tropical Cyclone Wind Signal No. 2 remains hoisted over Itbayat in Batanes, while the rest of the island province is under Signal No. 1 as Typhoon Gorio (international name: Podul) slightly intensified approaching the eastern coast of Southern Taiwan. In its cyclone bulletin, PAGASA said heavy rains with gusty winds are expected over the province. "While no storm surge warning is hoisted, there may be an increased potential for coastal flooding due to high waves near the coast, especially if the track forecast shifts further south," the state weather bureau added. The center of the eye of Typhoon Gorio was estimated at 165 kilometers Northeast of Itbayat, Batanes. It has maximum sustained winds of 140 kilometers per hour near the center and gustiness of up to 170 kph. It is moving west northwestward at 25 kph. Based on its current track, Gorio may make landfall over the eastern coast of southern Taiwan Wednesday and exit the Philippine Area of Responsibility in the afternoon of the same day. PAGASA said Gorio is forecast to remain as a typhoon prior to its landfall over Taiwan, before weakening throughout the remainder of the forecast period.
