Weaker Habagat Brings Brief Break from Rains

The Philippines will experience a temporary respite from the southwest monsoon or habagat, although a new weather disturbance may form east of the country in the coming days. ABS-CBN News meteorologist Ariel Rojas said the habagat has weakened and is now only affecting extreme Northern Luzon. It is expected to weaken further and retreat by midweek. Meanwhile, a Low Pressure Area (LPA) is expected to develop east of the country and may enter the Philippine Area of Responsibility (PAR) by Monday or Tuesday. It is projected to move northwest and be east of Northern Luzon by Friday, before curving northeast away from land. With the weaker habagat, most parts of the country will experience sunny and warm weather through midweek. However, localized thunderstorms are likely over Palawan, Negros, and Mindanao on Monday, expanding to parts of Visayas and Luzon by Tuesday and Wednesday. By Thursday, the trough or outer band of the approaching disturbance could bring scattered rains to Bicol and the Visayas. These rains may spread to the rest of Luzon by Friday and Saturday. Northern Luzon may continue to experience scattered rains by Sunday due to the same trough. Metro Manila will remain mostly sunny and dry, especially in the morning and around midday, with chances of afternoon or evening thunderstorms from Wednesday through the weekend.

The Southwest Monsoon or Habagat continues to affect several areas in the country as a Tropical Depression is being monitored outside the Philippine Area of Responsibility (PAR). According to PAGASA's daily weather forecast, the cyclone was seen at 1,365 kilometers east northeast of extreme Northern Luzon, with maximum sustained winds of 45 kph and gustiness of up to 55 kph. The Monsoon, on the other hand, is expected to bring cloudy skies with scattered rains and thunderstorms over Ilocos Norte, Ilocos Sur, Abra, Batanes, and Babuyan Islands, and partly cloudy to cloudy skies with isolated rain showers or thunderstorms over Metro Manila and the rest of Luzon. Visayas and Mindanao will be having partly cloudy to cloudy skies with isolated rain showers or thunderstorms caused by localized thunderstorms. Flash floods or landslides may occur in some areas as a result of said weather conditions. Meanwhile, moderate to strong winds with moderate to rough waters may be anticipated over the northern and western sections of Northern Luzon. The rest of the country will be having light to moderate winds with slight to moderate coastal waters. Sunrise will be at 5:40 a.m. on Saturday. — BAP, GMA Integrated News

Courtesy: Philippine Coast Guard/ Facebook Some 167,000 customers of the Manila Electric Company (Meralco) have been hit by power outages due to the southwest monsoon or habagat, most of whom are located in flooded areas, as the distribution utility works to restore services. In an advisory, Meralco said most of the affected customers were in Metro Manila, Bulacan, and Cavite, with the rest in Rizal, Laguna, Batangas, and Quezon as of 7 a.m. on Tuesday, July 22. Nearly 98% or over 163,000 are located in flooded areas. Meralco said 11,000 customers affected by power cuts as of 12 noon on Monday, July 21. "We ask our customers for patience and understanding as heavy floods have triggered disruptions in power services," Meralco vice president Joe Zaldarriaga said. "Rest assured that the safety of our customers and line crews is our top priority and we will immediately restore power in the affected areas once the floodwaters recede and it is safe to do so," he added. Meralco also called on the public to practice safety measures during floods—ensure that the main electrical power switch or circuit breaker is off; unplug appliances; remove mud and dirt from service equipment using rubber gloves and rubber-soled shoes; and ensure that all electrical wires, connectors, and other wiring devices are completely dry. Meralco constructs, operates, and maintains electric distribution systems in the cities and municipalities of Bulacan, Cavite, Metro Manila, and Rizal, as well as certain areas in the provinces of Batangas, Laguna, Pampanga, and Quezon. The firm counts as subsidiaries and associates Vantage Energy Solutions and Management Inc. and MeridianX Inc., acting as retail electricity suppliers in Luzon and the Visayas. State weather bureau PAGASA has issued a red rainfall warning for Metro Manila, Bataan, and parts of Cavite, indicating the possibility of serious flooding in flood-prone areas. An orange rainfall warning was also raised over Rizal, Laguna, Batangas, Zambales, Pampanga, Bulacan and Cavite (Alfonso, Amadeo, General Emilio Aguinaldo, Indang, Magallanes, Maragondon, Mendez, Silang, Tagaytay, Ternate, Trece Martires, Carmona, Gen. Mariano Alvarez, Naic, Tanza). A yellow rainfall warning was likewise raised on Nueva Ecija, Tarlac, and Quezon. The southwest monsoon or habagat is expected to continue to bring cloudy skies and rains over parts of the country. Batanes will have cloudy skies with scattered rains due to the trough of the Low Pressure Area (LPA) as the southwest monsoon or Habagat and easterlies bring scattered rains over the western section of Northern Luzon and the rest of the country on Friday, PAGASA reported. As of 2 a.m., the weather bureau reported that Tropical Depression Auring has weakened into an LPA and is now outside the Philippine Area of Responsibility (PAR). It has an "unlikely" chance of redeveloping into a Tropical Cyclone within the next 24 hours. Batanes will have cloudy skies with scattered rains and thunderstorms due to the trough of the LPA as flash floods or landslides may occur due to moderate to at times heavy rains. Ilocos Region and Babuyan Islands will have cloudy skies with scattered rains and thunderstorms due to the southwest monsoon with the possibility that flash floods or landslides will occur due to moderate to at times heavy rains. Surigao del Sur and Davao Oriental will have cloudy skies with scattered rains and thunderstorms due to the easterlies with flash floods or landslides occurring due to moderate to at times heavy rains. Metro Manila and the rest of the country will have partly cloudy to cloudy skies with isolated rain showers or thunderstorms due to the easterlies with flash floods or landslides possibly occurring during severe thunderstorms. The wind speed forecast for northern and western sections of Northern Luzon is moderate to strong moving in the southwest to south direction as coastal waters will be moderate to rough. The rest of Luzon will experience light to moderate wind speed moving in the southeast to south direction with slight to moderate coastal waters. Visayas and Mindanao will have light to moderate wind speed moving in the east to southeast direction with slight to moderate coastal waters. The Southwest Monsoon (Habagat) and low pressure area (LPA) will continue to bring rains over parts of Luzon in the next 24 hours, PAGASA said Thursday afternoon. Pangasinan, Zambales, and Occidental Mindoro will experience occasional rains due to the Habagat, according to the state weather bureau. Meanwhile, the LPA monitored inside the Philippine Area of Responsibility (PAR) will bring cloudy skies with scattered rains and thunderstorms over Batanes and Cagayan. These moderate to heavy rains may trigger flash floods or landslides. PAGASA earlier said the LPA has a "high" chance of developing into a tropical depression within the next 24 hours. At 3 p.m., it was located 200 kilometers north of Itbayat, Batanes. The same weather conditions will be observed over Western Visayas and the rest of Luzon due to the Habagat. Possible flash floods or landslides may persist in affected areas due to moderate to at times heavy rains. The rest of the country will see partly cloudy to cloudy skies with isolated rain showers or thunderstorms due to localized thunderstorms. These severe thunderstorms may cause flash floods or landslides. State meteorologists also said winds will be moderate to strong, while coastal waters will be moderate to rough in the northern and western sections of Luzon. Meanwhile, the rest of the country will experience light to moderate wind conditions and slight to moderate coastal water conditions.
