China, Africa push implementation of FOCAC Beijing Summit outcomes

Representatives of China, 53 African countries and the African Union Commission gathered in Changsha on Wednesday to advance the full implementation of the outcomes achieved at the Beijing Summit of the Forum on China-Africa Cooperation (FOCAC).
At the opening ceremony of the Ministerial Meeting of Coordinators on the Implementation of the Follow-up Actions of the FOCAC, Chinese Foreign Minister Wang Yi and his counterpart of the Republic of the Congo Jean-Claude Gakosso read out the congratulatory letters from their heads of state. The Republic of the Congo is the African co-chair of the FOCAC.
Chinese President Xi Jinping expounded in the letter the significance of China-Africa solidarity and cooperation and announced important measures for further opening up and cooperation with Africa, which Wang said provide important guidance for both sides as they seek to jointly promote modernization and build an all-weather China-Africa community with a shared future for the new era.
The FOCAC has grown rapidly in the 25 years since its establishment, leading China-Africa relations to achieve leapfrog development and enter the best period in history. Both sides have made solid progress in the implementation of the 10 partnership actions for modernization announced at the FOCAC Beijing Summit held last September, according to Wang.
China and Africa, as the largest developing country and the continent with the highest concentration of developing countries, are emerging as pivotal forces of the Global South, Wang said.
"Faced with an international situation marked by changes and turmoil, China and Africa should uphold solidarity and self-reliance more than ever," he said, calling on both sides to respond to uncertainties in the world with a stable and resilient China-Africa relationship.
Both sides should preserve solidarity of the Global South, champion international free trade, support global development cooperation, defend a just international order and promote civilizational diversity, he said.
Wang said the 21st century is as much Asia's century as it is Africa's, adding that as long as the more than 2.8 billion people of China and Africa work together, they will surely achieve brilliant progress in the path to modernization.
On behalf of the African countries, Gakosso said African countries thank China for supporting their development, welcome the 10 partnership actions for modernization, and support the China-Africa Cooperation Vision 2035. He added that the African countries are willing to implement the outcomes of the Beijing Summit to help the African people realize their aspiration for a better life.
The African side opposes the act of abusing tariffs and unilateral sanctions and will stand with China to jointly deal with challenges, Gakosso said.

China Opens Cultural Dialogue with Arab World at Cairo Civilizations Forum
H-Tayea The Nishan Forum on Classical Civilizations Between China and the Arab World was officially launched in Cairo, with prominent participation from scholars and intellectuals representing both regions. The announcement was made by Guo Qingyan, Deputy Director of the Nishan Center for Confucian Studies, during the opening of this high-level cultural forum held as a parallel session to the Nishan World Forum on Civilizations. This year's edition is hosted in the Egyptian capital under the theme of promoting dialogue between Chinese and Arab classical civilizations. In her address, Guo expressed gratitude to the Egyptian hosts and participants, praising Cairo as a city of profound historical and cultural legacy. She emphasized that selecting Egypt as the host reflects China's deep respect for Arab civilization and its commitment to building enduring bridges of intellectual and cultural understanding with the Arab world. Guo described the forum as a global platform for civilizational dialogue initiated by China out of a strong belief in the power of mutual understanding. She recalled the inaugural Nishan Forum held in September in Shandong Province, the birthplace of Confucius, which welcomed over 300 scholars from 51 countries. The first parallel forum was held in South Korea in May, and the second now takes place in Egypt—"the heart of the Arab world"—highlighting the deep historical ties between the two civilizations. She noted that Chinese-Arab cultural exchange spans over a thousand years, rooted in active knowledge-sharing, trade, and scientific collaboration along the Silk Road. This included contributions in medicine, astronomy, mathematics, and travel, as documented by historic figures such as Ibn Battuta. Guo stressed that both civilizations have significantly advanced humanity by upholding shared values such as ethics, knowledge, tolerance, and the dignity of the individual. Guo stated that one of the forum's primary goals is to counter the notion that civilizations must clash. Instead, she emphasized that dialogue and coexistence lead to integration and harmony, and that mutual respect is essential for building a peaceful and prosperous global future. She called for expanded institutional partnerships, including reciprocal translations of classical texts, joint research, and academic exchanges between Chinese and Arab institutions. These efforts, she said, would deepen mutual understanding and foster a new era of cross-cultural cooperation. She noted that the forum is supported by a broad alliance of Chinese and Arab institutions, including the Nishan Center for Confucian Studies, the Chinese Institute for Classical Civilization, Cairo University, the Supreme Council of Culture, and the Chinese Embassy in Egypt—enhancing its cultural and diplomatic impact. In his remarks, Professor Feng Jikang, President of Shandong Normal University, introduced the Confucian concept of 'shared beauty' as a vision for global harmony. He explored the ancient idea of Datong—"Great Unity"—as described by Confucius in the Book of Rites, where a just society is governed by virtue, honesty, and peaceful coexistence. Feng quoted Confucius's vision of a world without division or fear, where capable and ethical leaders are chosen, and neighbors live in trust and mutual respect. He noted that this concept has shaped Chinese thought for over two millennia and remains relevant today, forming part of China's modern vision for a shared future for humanity. He cited Chinese sociologist Fei Xiaotong's phrase: 'Each has its beauty, and by appreciating each other's beauty, we achieve harmony.' Feng stressed that such values are not abstract ideals but practical principles rooted in ancient wisdom, offering real solutions to today's divided world. He recalled President Xi Jinping's speech at the United Nations in 2015, where peace, justice, equality, democracy, and freedom were identified as shared human values. Feng concluded by urging the global community to adopt the philosophy of shared beauty, overcome isolationism, and work collectively to build a fairer, more ethical world grounded in respect and cooperation. The opening session was attended by leading academics, cultural figures, and Chinese experts in Arab studies, enriching the forum with intellectual diversity and depth. Xi Jinping and Congolese President Send Congratulatory Messages to FOCAC Ministerial Meeting
Nada Mustafa On June 11, 2025, President Xi Jinping and President of the Republic of the Congo Denis Sassou Nguesso respectively sent congratulatory letters to the Ministerial Meeting of Coordinators on the Implementation of the Follow-up Actions of the Forum on China-Africa Cooperation (FOCAC), and extended warm congratulations to the convening of the meeting. Xi Jinping pointed out that since its establishment 25 years ago, the FOCAC has strongly driven the flourishing development of China-Africa cooperation and become a model for solidarity and cooperation in the Global South. Xi Jinping recalled that in September last year, at the FOCAC Beijing Summit, he and African leaders unanimously agreed to jointly advance modernization that is just and equitable, open and win-win and eco-friendly, puts the people first, features diversity and inclusiveness, and is underpinned by peace and security, and to take ten partnership actions, steering China-Africa relations into a new stage of building an all-weather China-Africa community with a shared future for the new era. Thanks to the concerted efforts of both sides, the implementation of the outcomes of the Summit has already yielded a number of encouraging early harvests. The two sides have also reached a consensus on organizing the China-Africa Year of People-to-People Exchanges in 2026. Xi Jinping expressed the belief that this will inject new vitality into China-Africa friendly cooperation. Xi Jinping emphasized that the current international landscape is marked by intertwined changes and turbulence. China remains committed to creating new opportunities for the world through the new achievements in Chinese modernization, and providing new momentum for Africa and other Global South partners through China's big market. Through the entry into agreements on economic partnership for shared development, China implements zero-tariff measures of granting 53 African countries having diplomatic relations with China zero-tariff treatment for 100 percent tariff lines, and facilitates greater access for exports from Africa's least developed countries to China. China is ready to work with the African side to further implement the ten partnership actions, strengthen cooperation in key areas such as green industries, e-commerce and payment, science and technology, and artificial intelligence, deepen cooperation in such fields as security, finance, and the rule of law, and jointly promote high-quality development of China-Africa cooperation. Xi Jinping pointed out that openness and cooperation are the right path forward, and mutual benefit is the shared aspiration of the people. Joint efforts by China and Africa to advance modernization will strongly promote solidarity and cooperation in the Global South and open up brighter prospects for the cause of peace and development around the world. He expressed hope that both sides will continue to advance the implementation of the outcomes of the Summit with solid efforts, carefully plan the future development of the FOCAC, and work hand in hand to build an all-weather China-Africa community with a shared future for the new era, contributing the strength of China and Africa to the building of a community with a shared future for mankind. In his congratulatory letter, President Denis Sassou Nguesso said that since the convening of the FOCAC Beijing Summit, Africa-China strategic and practical cooperation has yielded fruitful results. This Ministerial Meeting of Coordinators coincides with the 25th anniversary of the establishment of the FOCAC. He pledged to make all-out efforts and work unwaveringly with President Xi Jinping to make greater progress in building an Africa-China community with a shared future and to enhance the well-being of the people on both sides.
