
Saudi Arabia Tops In E-Government Services In MENA Region For 3rd Year In A Row
Saudi Arabia emerged topper among the Middle East and North African (MENA) countries in the 2024 Government Electronic and Mobile Services Maturity Index, issued by the United Nations Economic and Social Commission for Western Asia (ESCWA). This was for the third consecutive year Saudi Arabia is securing the top position in the MENA region with a high maturity rate of 96 percent in the overall assessment.
Digital Government Authority Governor Eng. Ahmed Alsuwaiyan affirmed that this achievement reflects the significant support and interest that the wise leadership has given to the digital government ecosystem, which has contributed to enhancing Saudi Arabia's position in international rankings. He also highlighted the pivotal role of integration among government agencies, their reliance on emerging technologies and artificial intelligence, and the launch of initiatives and digital products aimed at improving the beneficiaries' experience.
Saudi Arabia has made significant progress since 2020, starting in fourth place, advancing to second in 2021, then taking the lead in 2022 and maintaining it in the 2023 and 2024 editions. This progress is attributed to substantial improvements in digital services across vital sectors such as health, education, and smart cities.
Electronic healthcare solutions, such as digital prescriptions, appointment bookings through government platforms, and telehealth services, have improved access to services and increased beneficiary satisfaction. Additionally, digital educational services, including remote learning platforms and electronic university admissions, have enhanced users' ability to access government services with flexibility and high quality.
Saudi Arabia outperformed 16 countries in the index, which was based on the maturity assessment of 100 priority government services provided to individuals and the business sector through electronic portals and smart applications. This was measured across three sub-indicators: a score of 99 percent in the Service Availability and Development indicator, 93 percent in the Service Usage and Beneficiary Satisfaction indicator, and 99 percent in the Public Outreach indicator.

Riyadh: The Kingdom of Saudi Arabia ranked first among Middle East and North African countries in the 2024 Government Electronic and Mobile Services Maturity Index, issued by the United Nations Economic and Social Commission for Western Asia (ESCWA), achieving the top position for the third consecutive time with an overall maturity rate of 96%. According to Bahrain News Agency, the index reflects the strong support of the Saudi leadership for the digital government ecosystem. Ahmed bin Mohammed Al Suwaiyan, Governor of the Digital Government Authority, emphasised that integration among government entities, the use of artificial intelligence and emerging technologies contributed to advancing the Kingdom's global position and enhancing the beneficiary experience. Since 2020, Saudi Arabia has made notable progress, rising from fourth place to second in 2021 and leading the index in 2022, 2023, and 2024, driven by advancements in digital services in the health and education sectors. These included digital prescriptions, appointment bookings, telehealth services, and remote learning platforms, which improved service quality and beneficiary satisfaction. The Kingdom outperformed 16 countries in the index, which assessed the maturity of 100 government services delivered via electronic portals and smart applications. Saudi Arabia scored 99% in service availability and development, 93% in service usage and beneficiary satisfaction, and 99% in public outreach. Saudi Arabia advanced 25 places in the 2024 United Nations E-Government Development Index, becoming one of the world's leading countries. It ranked fourth globally and first regionally in the Digital Services Index, and seventh globally in the E-Participation Index.

UN treaty to protect elderly from abuse and neglect
TDT | Manama Older people are increasingly vulnerable to violence, neglect, and abuse, particularly in areas struck by wars and disasters. This alarming reality has sparked a call for a United Nations treaty to ensure their protection. Dr Jehad Al Fadhel, Second Deputy Chairperson of the Shura Council, appealed for global action during the Arab Parliamentary Dialogue Session on Elderly Protection, hosted by ESCWA. Dr Al Fadhel pressed for a shared Arab database to pool expertise and practical examples in elderly care. She also urged parliamentarians to spearhead efforts for a UN convention, akin to those for women, children, and people with disabilities. Social support In her address, she drew attention to Bahrain's example, citing Article 5 of the Constitution, which guarantees social support for the elderly, alongside state-provided healthcare and insurance. She also noted Bahrain's pioneering step in creating a National Committee for the Elderly in 1984, a body that continues to function under the Ministry of Social Development. Dr Al Fadhel described the 2009 Elderly Rights Law as a landmark achievement, ensuring care services and strict penalties for neglect or abuse. Additional legal measures, such as the 2006 Social Security Law, provide financial aid to seniors without family support. Retirees Bahrain has allocated BD43 million for social security in 2023–2024 and BD355 million to improve the living standards of retirees — steps she said reflect Bahrain's dedication to its older population. She called on Arab and global lawmakers to step up protections, particularly for those caught in conflicts or crises, where the plight of the elderly is often overlooked. By working together, she argued, countries can establish a meaningful framework to protect the dignity and rights of older people worldwide.
