House: Almost 700 proposed bills filed on Day 1 of 20th Congress

Nearly 700 bills were filed on the first day of the 20th Congress at the House of Representatives.
In a statement, the House said that 683 measures were filed on Monday, June 30. Of this number 666 were House bills, 16 were House Resolutions (expressing the sense of the House) and one Joint Resolution.
The first bill filed on record, filed by Leyte Representative and expected 20th Congress House Speaker Martin Romualdez, was the House Bill 1 or the Rice Industry and Consumer Empowerment (RICE) Act which grants the National Food Authority (NFA) additional regulatory powers aimed at lowering rice prices and protecting farmers.
Other bills filed by Romualdez during Day 1 were:
Bill exempting Overseas Filipino Workers' (OFWs) from paying premium contributions to the Philippine Health Insurance Corporation (PhilHealth)
Bill establishing the Philippine Centers for Disease Prevention and Control (CDC)
Bill updating the system on providing private school educational assistance and creation of Eastern Visayas Development Authority.
Romualdez co-authored all the abovementioned bills numbered House Bills 1 to 5 with Tingog Party-list Representatives Jude Acidre and Andrew Julian Romualdez, who is Romualdez's son.
Neophyte Valenzuela City Representative Gerald Cloyd Alexis Galang, meanwhile, filed seven bills on Monday, including Magna Carta for Senior Citizens, Social Pension of Senior Citizens Act and bill seeking to amend the Sangguniang Kabataan Reform Act of 2015.
Another neophyte lawmaker, Kabataan party-list Representative and lawyer Renee Co and comebacking Antonio Tinio of ACT Teachers party-list also filed the Delivery of Accessible Services in Universities (DASURV) bill, which seeks to provide housing, health, and food assistance to public school students. —VAL, GMA Integrated News
"The DASURV Bill is our answer to the continuing financial barriers that prevent Filipino youth from accessing quality higher education. Hindi pa rin totoo ang free education kung marami pang kailangang bayaran ng mga estudyante at kanilang mga pamilya," Co said.
In addition, Tinio and Co also refiled the Sexual Orientation, Gender Identity, Gender Expression, or Sex Characteristics (SOGIESC) Equality measure, which seeks to prohibit discrimination among the members of the Lesbian, Gay, Bisexual, Transgender, Queer, Intersex, and Asexual (LGBTQIA) community.
"For too long, the SOGIESC Equality Bill has been delayed despite overwhelming public support. Hindi na dapat maghintay pa ang LGBTQIA+ community para sa equal protection under the law," Co added. —VAL, GMA Integrated News

House Deputy Speaker Ronaldo "Ronnie" Puno said Thursday one of the reasons he is calling for a constitutional convention to revise the 1987 Constitution is to be able to clarify the territorial limits of the Philippines, including the West Philippine Sea. The Antipolo City 1st District Representative told Super Radyo dzBB that there is no mention of the term "West Philippine Sea" in the Constitution, thus the waters west of Luzon should be legally named as such. "Maraming gulo ngayon sa West Philippine Sea, mukhang mapapasok tayo sa malaking gulo diyan. Eh ni walang banggit sa West Philippine Sea sa ating Saligang Batas eh," said Puno, also a former secretary of the interior and local government. (There's a lot of issues regarding the West Philippine Sea right now, and it looks like we might get dragged into big trouble there. However, there is no mention of the West Philippine Sea in our Constitution.) "Pangalawa, 'yung… 200 [nautical mile exclusive] economic zone, wala ring banggit du'n. Eh nandiyan na sa international law kasi 'yan eh. Siguro dapat maihabol 'yan para may base lahat ng pinag-uuspaan dito sa West Philippine Sea," he added. (Secondly, there's no mention of our 200- nautical mile exclusive economic zone either. That is already in international law. Maybe we should also put that in our own law so that everything that we're saying regarding the West Philippine Sea has basis.) The Philippine government sued China before an international arbitral tribunal in The Hague in 2013. It ruled in favor of the Philippines in July 2016 when it junked China's nine-dash claim over the South China Sea. China, however, rejected the Philippines' call to comply with the 2016 arbitration ruling, calling the decision "illegal and invalid." 'Ambiguity' When he called for a constitutional convention (con-con) on Monday, Puno said the Charter contained certain provisions that were "marked by ambiguity and procedural deficiency." Under a con-con, the electorate elects delegates who will propose amendments, which will be subject to ratification in a plebiscite. Gov't contractors prohibited from contributing funds to candidates — Comelec

Contractors in government projects are prohibited from contributing funds to candidates, the Commission on Elections (Comelec) said Thursday. Interviewed on GMA Integrated News' Unang Balita, Comelec chairperson George Garcia said this is a violation of the Section 95 (c) under the Omnibus Election Code. Article Xi of the Omnibus Election Code states: "SECTION 95. Prohibited contributions. – No contribution for purposes of partisan political activity shall be made directly or indirectly by any of the following:" "(c) Natural and juridical persons who hold contracts or sub-contracts to supply the government or any of its divisions, subdivisions or instrumentalities, with goods or services or to perform construction or other works." 'Sila ay bawal mag-contribute sa isang kandidato yun pong mga contractors ng pamahalaan at kahit na anong political subdivision o kung sinuman yung may kontrata sa pamahalaan lalo na po kung ito ay public works,' he said. (Those government contractors are not allowed to contribute to a candidate and any political subdivision or anyone who has a contract with the government, especially if it is public works.) 'Election offense po ito na may isa hanggang anim na taon na pagkakakulong at maaari rin pong maging dahilan ng pagkakakansela po ng mga lisensya o permit noong atin pong mga kumpanya na ito,' he added. (This is an election offense that carries a one to six year prison sentence and can also be a reason for the cancellation of the licenses or permits of the companies.) Asked about the punishment for election officials, Garcia refused to answer as some people may question and file a complaint before the Commission due to 'these developments.' 'Hindi ko po muna sasagutin dahil alam na alam ko maaaring may magkuwestiyon at mag-file ngayon sa Comelec dahil sa mga development na ito,' Garcia said. (I won't answer for now because I know very well that someone might raise questions and file a complaint with the Comelec now because of these developments.) On Monday, President Ferdinand ''Bongbong'' Marcos Jr. disclosed that 20% of the total P545 billion budget of flood control projects was awarded to only 15 contractors.
