
Gov't contractors prohibited from contributing funds to candidates — Comelec
Interviewed on GMA Integrated News' Unang Balita, Comelec chairperson George Garcia said this is a violation of the Section 95 (c) under the Omnibus Election Code.
Article Xi of the Omnibus Election Code states:
"SECTION 95. Prohibited contributions. – No contribution for purposes of partisan political activity shall be made directly or indirectly by any of the following:"
"(c) Natural and juridical persons who hold contracts or sub-contracts to supply the government or any of its divisions, subdivisions or instrumentalities, with goods or services or to perform construction or other works."
'Sila ay bawal mag-contribute sa isang kandidato yun pong mga contractors ng pamahalaan at kahit na anong political subdivision o kung sinuman yung may kontrata sa pamahalaan lalo na po kung ito ay public works,' he said.
(Those government contractors are not allowed to contribute to a candidate and any political subdivision or anyone who has a contract with the government, especially if it is public works.)
'Election offense po ito na may isa hanggang anim na taon na pagkakakulong at maaari rin pong maging dahilan ng pagkakakansela po ng mga lisensya o permit noong atin pong mga kumpanya na ito,' he added.
(This is an election offense that carries a one to six year prison sentence and can also be a reason for the cancellation of the licenses or permits of the companies.)
Asked about the punishment for election officials, Garcia refused to answer as some people may question and file a complaint before the Commission due to 'these developments.'
'Hindi ko po muna sasagutin dahil alam na alam ko maaaring may magkuwestiyon at mag-file ngayon sa Comelec dahil sa mga development na ito,' Garcia said.
(I won't answer for now because I know very well that someone might raise questions and file a complaint with the Comelec now because of these developments.)
On Monday, President Ferdinand ''Bongbong'' Marcos Jr. disclosed that 20% of the total P545 billion budget of flood control projects was awarded to only 15 contractors.
Marcos called the situation "disturbing."

Torreon, Bondoc ask Senate to probe Eleksyon 2025 'irregularities'
Defeated senatorial candidates of the Duterte-backed PDP Laban called on the Senate to probe the supposed "irregularities" during Eleksyon 2025. Israelito Torreon, lawyer of former senatorial candidate Apollo Quiboloy, and Jimmy Bondoc went to the Senate and filed a petition for the upper chamber and its concerned committees, especially the Senate Blue Ribbon Committee, to investigate the supposed 'direct and blatant involvement of the Commission on Elections (Comelec) in the widespread and well-documented irregularities in the 2025 National, Local, and Bangsamoro Elections.' In the letter addressed to Senate President Francis 'Chiz' Escuderom, Torreon enumerated several alleged 'anomalous and irregular' instances involving Comelec during the midterm polls. Among them are the alleged mishandling of election paraphernalia, online voting irregularities, questionable procurement activities, and mismatches between ballot contents and voter receipts. 'Indeed, the 2025 Elections revealed the vulnerabilities and statutory gaps in our current automated elections system,' the letter read. Of the 12-man PDP Laban senatorial slate, five candidates won in the last elections, namely Senators Ronald dela Rosa, Bong Go, Rodante Marcoleta, Camille Villar, and Imee Marcos. "While we celebrate the victory of our peers here in the new Senate, we also cannot in good conscience turn a blind eye to the frustrating realities that diminish the faith of the Filipino People in our democratic process," added the petitioners in the letter. Comelec, meanwhile, said it welcomes the possible probe of the Senate. 'We believe a prompt and thorough Senate inquiry will greatly assist the public in understanding the gravity of these issues, and allow the legislature to explore remedial or regulatory measures to ensure that the next elections are secure, transparent, and genuinely reflective of the will of the People,' said Comelec in a statement. To recall, the PDP Laban in June also filed a petition before the Supreme Court seeking for a manual recount of senatorial votes in the 2025 elections. Comelec chairman George Garcia previously noted that the random manual audit of the automated elections indicated a 99.997% accuracy by the machines used. Macalintal asks SC to declare BSKE postponement 'unconstitutional'
Election lawyer Romulo Macalintal on Friday asked the Supreme Court (SC) to declare the law postponing the Barangay and Sangguniang Kabataan Elections (BSKE) as unconstitutional. In a 34-page petition, Macalintal asked the Court to declare Republic Act (RA) 12232 unconstitutional, or to the extent that it pertains to the postponement of the election on December 1, 2025. This came after President Ferdinand 'Bongbong' Marcos Jr. signed into law the measure seeking to postpone the BSKE to November 2026. Macalintal also sought a temporary restraining order and/ or status quo ante order directing the respondents to cease and desist from implementing RA 12232 or to observe the status quo before its passage. He also asked the Court to direct the Commission on Elections (Comelec) to continue preparing for the December elections. The respondents are the Senate of the Philippines, the House of Representatives, the Office of the President, through Executive Secretary Lucas Bersamin, and the Comelec. When sought for comment, Comelec chairperson George Garcia welcomed the filing, saying that the 'cloud of uncertainty should be removed outright.' 'Early filing of petition means early determination whether to proceed or not with our preparations,' Garcia said in a statement. In his petition, Macalintal argued that the postponement is a violation of the people's right to suffrage and a violation of their right to information, affecting their constitutional right. Marcos to St. Timothy: Explain failed flood control project in Bulacan
President Ferdinand ''Bongbong'' Marcos Jr. is seeking explanation from St. Timothy Construction Corporation as regards to its supposed failed flood control project in Calumpit, Bulacan. This, as Marcos conducted a site inspection of the Rehabilitation of the River Protection Structure following his revelation last that Bulacan province has the most flood control projects, with 668 projects. ''St. Timothy ang kontratista dito kaya titingnan natin, kailangan pasagutin natin kung bakit ganito ginawa nila... mas mabuti pa dapat pumunta sila rito, makita nila gaano kahirap ang buhay na binigay nila sa mga kababayan natin,'' a furious Marcos said. (This is St. Timothy, St. Timothy is the contractor so we will look into it. They need to answer why this happened... They should go here to see how this affects the lives of our kababayans.)
