Cabinet clears Greater Bengaluru Bill for preparation of voters' list in each of 5 corporations

The Hindu2 days ago
The State Cabinet on Thursday approved the Greater Bengaluru Governance (Amendment) Bill, 2025, for preparation of voter list for each of the five corporations in the city and ensure early conduct of polls.
The government notified five corporations carved out of the existing city civic limits. The Bill proposed to prepare the voter list for each corporation under the guidance and supervision of the State Election Commission (SEC).
The Bill will be placed in the monsoon session of the State legislature, commencing from August 11.
The five corporations are Central, North, East, West, and South, of varying sizes in terms of area, population and population density.
The Greater Bengaluru Authority (GBA) was officially established on May 15, 2025, replacing the Bruhat Bengaluru Mahanagara Palike (BBMP) as the city's primary governing body. This change was enacted through the Greater Bengaluru Governance Act, 2024.
The Bill will introduce some amendments to substitute a few words in the original Act (2024).
Briefing reporters on the Cabinet decisions, Law and Parliamentary Affairs Minister H.K. Patil said amendments would enable early completion of electoral rolls and holding polls to all the five corporations. It would also give more clarity to the original Act and demarcation of boundaries between the five corporations, he said.
SC directive
The Supreme Court on Monday directed the Karnataka government to strictly adhere to the timeline as mentioned in its affidavit and complete the process of ward delimitation and issuance of notification by November 1, 2025.
The SEC also filed an additional affidavit, stating that it would require 60 to 90 days after the final notification was issued by the State government for preparing and finalising electoral rolls for the city corporations.
The court scheduled the matter for further hearing on November 3, 2025.

Private school fee Bill to improve transparency, accountability: Delhi CM

Delhi government is committed to ensuring quality education for every child in the national capital, and the recently-passed Bill to regulate fees in private schools will bring greater transparency and accountability in the institutions, Chief Minister Rekha Gupta said on Saturday. Addressing a press conference, Gupta said the Delhi School Education (Fee Determination and Transparency in Regulation) Bill, 2025, which was passed in Delhi Assembly on Friday, seeks to prevent arbitrary fee hikes and make private schools accessible to children from all sections of society, including those from underprivileged backgrounds. "There are 1,733 private schools in Delhi, nearly 300 of which were given land at concessional rates by the Delhi Development Authority (DDA)," Gupta said. "Under the new law, the director of education will have powers equivalent to those of a sub-divisional magistrate to take action against schools violating norms, including freezing bank accounts and attaching property," she added. The chief minister said the provisions will apply to all the private schools in Delhi, not just those allotted DDA land, and that fines ranging from Rs 1 lakh to Rs 10 lakh will be imposed for unauthorised fee hikes, with the penalty doubling in case of delayed payment. Gupta said the Bill was drafted after consultations with education experts and parents, with a focus on protecting parents' interests without putting undue pressure on the schools. Criticising the previou AAP government, she alleged that despite tall claims of an education revolution, the sector was plagued by corruption and inefficiency. "If you were truly concerned about education, why didn't you create a legal framework to control school fees in the past 27 years," she asked the AAP and the Congress, which were in power during that period. The chief minister also said that schools will now have to justify any proposed fee hike based on factors such as location, facilities, expenditure, and teaching quality, and that parents will have the veto power over such increases. "This Bill is a shield for the dreams of Delhi's children. No one will be allowed to put a price on their aspirations," she added. Dalit forum condemns attack on YouTubers

Mangaluru: The Karnataka Dalit Horata Samiti condemned the attack on YouTubers and a reporter from a private Kannada news channel in Dharmasthala recently. Samiti district leader SP Anand told reporters on Saturday, that while the Dakshina Kannada police arrested one person in connection with the incident, around 50-60 individuals were involved in the attack. "All those responsible must be arrested and booked under stringent laws," he demanded. Anand pointed out that one of the injured, cameraman Abhishek, belongs to the Dalit community. "The FIR should also include provisions of the Scheduled Castes and the Scheduled Tribes (Prevention of Atrocities) Act, along with sections related to robbery," he said. The Samiti plans to petition the DK superintendent of police and home minister on the matter. According to Anand, the miscreants alleged that false propaganda was being spread on social media about Dharmasthala's sacred place. "We too respect Dharmasthala and are not against it. We only want the police to identify those who orchestrated the attacks," he said. He welcomed the Special Investigation Team's probe into the alleged mass burial case in Dharmasthala and urged it to bring out the truth. "It is an attack on the democratic process, which is aimed at uncovering the truth," he said. Samiti leader Anil Kumar alleged that the assault was a deliberate conspiracy to suppress facts. "All wrongdoers must be punished. Law is equal for all in this country," he asserted. Stay updated with the latest local news from your city on Times of India (TOI).
