Urban governance today demands leadership, adaptability and community-centric thinking along with technical proficiency, says official

As urban landscapes evolve, the administrative capabilities governing them should also evolve, said Municipal Administration & Urban Development (MA&UD) Department Principal Secretary S. Suresh Kumar.
Speaking at a workshop on 'Capacity Building for Urban Local Bodies' Officials' at the School of Planning and Architecture in Vijayawada on June 3, Tuesday, Mr. Suresh Kumar said urban governance today demands leadership, adaptability and community-centric thinking along with technical proficiency.
The workshop, organised by the State government in collaboration with the Capacity Building Commission (CBC) and Government of India, brought together Municipal Commissioners of 123 ULBs and key State urban departments, including MEPMA, Public Health and Municipal Engineering, and Town and Country Planning.
'Our vision is to create a future-ready municipal workforce equipped with competencies to serve a fast-urbanising Andhra Pradesh,' Mr. Suresh Kumar said, adding that 40- 45% of the State population is now living in urban areas, which calls for a shift from traditional administrative models to agile and digitally empowered urban governance.
Under the Mission Karmayogi (that aims to create a future-ready civil service) framework, the State is initiating comprehensive gap assessments to evaluate existing capacities within ULBs and identify key functional, domain and behavioral competencies required at various roles. Based on these findings, minimum annual training hours will be prescribed for municipal officials, he said. The training will not be limited to technical domains, he added.
He said the State is promoting holistic development, with certificate courses offered in areas such as leadership, communication, ethics, digital literacy, and even personality development—ensuring that public servants are equipped not just with professional skills, but with the confidence and emotional intelligence needed to engage meaningfully with citizens.
To encourage active participation, the government is considering a framework for non-monetary incentives, such as certificates of recognition, preference in transfers, postings, visibility in performance appraisals, linked to training milestones.
Mr. Suresh Kumar announced that each ULB in the State will be supported in developing its own capacity development roadmap, aligned to the city's vision and citizen needs. This will be implemented through blended learning models, combining digital courses with classroom training, field exposure, and peer-to-peer mentoring, he added.

He also highlighted the need to consider suggestions from Prime Minister Narendra Modi to enhance the green cover in Amaravati, instructing officials to focus on developing Miyawaki gardens—a dense planting method inspired by practices in Malaysia, Singapore, South Korea, Japan, and the United States. The Chief Minister has mandated that a comprehensive report on the recycling policy be submitted every 15 days, in collaboration with the Panchayati Raj, Urban Development, Pollution Control Board, and other relevant departments. Additionally, he called for the establishment of exhibitions on recycling across three areas, along with awareness campaigns for college students utilizing mobile units. At the event, CM Naidu and Deputy CM Pawan Kalyan explored stalls set up by the Pollution Control Board that highlighted various aspects of environmental protection. The occasion was also attended by Minister Narayana and several other ministers and senior officials. In line with these green initiatives, the coalition government is dedicated to developing the Amaravati capital to international standards, aiming for 30 percent of the area to be designated as blue and green spaces. The administration is taking proactive measures to ensure future temperatures are maintained at least 2 to 3 degrees lower, drawing on successful plantation strategies from countries like Singapore and Japan.

Last Updated: The court invoked an emotional letter by late Justice Leila Seth and said not every parent is like her who could acknowledge and accept her son's sexual orientation The Madras High Court recently ordered the release of a 25-year-old woman from the illegal custody of her natal family, declaring that no adult can be detained against their will merely for choosing a same-sex partner. A habeas corpus petition was filed by MA, seeking the release of her partner, D, who her father and other family members had allegedly confined. D's (the detenue's) mother, who accompanied her, accused the petitioner of leading her daughter astray and claimed she was addicted to drugs—allegations the court found baseless after observing the detenue's composure and clarity. The bench comprising Justices GR Swaminathan and V Lakshminarayanan interacted with the detenue in private, as per Supreme Court guidelines in Devu G Nair v State of Kerala, to ascertain her true wishes. The woman, a well-qualified adult, told the court that she is a lesbian and in a consensual relationship with the petitioner. She described being forcibly taken home, subjected to rituals intended to 'cure" her, and even beaten by her family members. Highlighting India's evolving legal recognition of LGBTQIA+ rights, the bench referenced landmark Supreme Court decisions, including NALSA v. Union of India, Navtej Singh Johar v. Union of India, and the recognition of 'chosen families" in Deepika Singh v. CAT. The judges emphasised that sexual orientation and identity fall squarely within the protective ambit of Article 21 of the Constitution, guaranteeing personal liberty and dignity. 'We feel a certain discomfort in employing the expression 'queer'," the bench observed. 'To a homosexual individual, his/her/their sexual orientation must be perfectly natural and normal. There is nothing strange or odd about such inclinations. Why then should they be called as queer?" the court said. The judgment concluded with a continuing mandamus directing jurisdictional police to provide protection to the couple if required and restrained the woman's family from interfering with her liberty. 'We endeavoured in vain to impress upon the mother that her daughter, being an adult, is entitled to choose a life of her own," the court noted, while expressing empathy for the parent's social conditioning. The bench invoked a letter by the late Justice Leila Seth, who had once written emotionally about the criminalisation of homosexuality and the pain it caused families. 'What makes life meaningful is love. The right that makes us human is the right to love," she wrote. 'Not every parent is like Justice Leila Seth. She could acknowledge and accept her son's sexual orientation," the bench emphasised. Referring to the Supreme Court's ruling in Supriyo @ Supriya Chakraborty Vs Union of India (2023), the high court stressed that it may not have legalised marriage between same sex couples, but they can very well form a family. 'Marriage is not the sole mode to found a family. The concept of 'chosen family' is now well settled and acknowledged in LGBTQIA+ jurisprudence. The Greater Hyderabad Municipal Corporation (GHMC) has terminated the services of a total 17 employees appointed through outsourcing, reportedly holding them responsible for issue of fake birth and death certificates. Previous GHMC Commissioner and the present secretary, Municipal Administration, K. Ilambarithi, issued the orders for termination on March 29, which the chief medical officer, Health, implemented on June 3, duly communicating the same to the two outsourcing agencies concerned. As per the orders, nine computer operators from Kapra, Uppal, Hayatnagar, LB Nagar, Goshamahal, Khairatabad, Ramachandrapuram, & Patancheru, Qutbullahpur, and Gajularamaram Circles, and eight health assistants from Malakpet, Santhoshnagar, Charminar, Falaknuma, Rajendranagar, Goshamahal, Ramachandrapuram & Patancheru, and Qutbullahpur Circles have been removed from the services. Further, two birth and death registrars have been repatriated, and two more are in the pipeline, Additional Commissioner, Health, S. Pankaja informed at Wednesday's Council meeting, responding to members' questions as to why officials have been spared while outsourcing staff were punished. The computer operators have been approving the applications using the passkey of the birth & death registrars, and to stop this practice, OTP generation has been introduced to the mobiles of the registrars, officials informed under the condition of anonymity. Even after this, irregularities have not stopped, and recently it has been revealed that four home births were approved against the norms. Corporator Thokala Srinivas Reddy alleged that the employees removed in one circle are joining another circle to continue their illegal operations, which came to fore when the respective recipients of birth certificates applied for passports. Ms. Pankaja said in order to prevent irregularities, efforts are being made to move to the Civil Registration System of the central government.
