34 Chennai Councillors silent despite over 370 speaking slots across 37 Council meetings
Since May 2022, the GCC has conducted 37 Council meetings and three Budget sessions with Zero Hours. If a minimum of 10 speakers were permitted during Zero Hour every meeting, there were at least 370 speaking opportunities available. This would have given every Councillor a chance to speak, and roughly 170 more slots available for repeated speakers.
Ward and zonal meetings
The Councillor of Ward 2, S. Gomathi Santhosh Kumar, who has not spoken at the Council meetings, said that there were no issues in the ward, and that the Chennai Corporation was resolving matters efficiently at the ward and zonal committee meetings.
A resident of Ward 140, R. Thiagarajan, raised concerns about traffic congestion during peak hours near a private school by Kittu Park, along with roadside encroachments by vegetable vendors, posing risks to pedestrians. He also noted the absence of a nameboard for Arangappan Street, recently renamed, which has led to confusion.
DMK Councillor M. Sridharan of this ward responded that after these matters were flagged at the ward and zonal committee meetings, GCC assured to install 84 new nameboards and hold a mass eviction drive of roadside vendors. 'Since solutions for the problems were resolved, there was no need to speak at the Council meetings,' he added.
Ward 173 Councillor D. Subashini of the INC, another Councillor who has not spoken at the Council meetings, said she had not officially spoken, but raised queries in written form to the Corporation and received replies for the matters.
On Gandhi Nagar residents pointing out a sunken road and an unauthorised shed beside a temple in her Ward that can be raised at the Council meetings, she said residents of these areas usually approached officials directly. 'As I inspect slum areas mostly, I was not aware of this issue, and will check on it,' she added.
Meanwhile, AIADMK Councillor J. John of Ward 84, who has spoken multiple times at the Council meetings, alleged that several ward-level issues remained unresolved and were therefore raised in Council meetings.
Party heads
Council floor leader for the INC and Ward 6 Councillor M. Samuel Diraviam stated that all 13 party Councillors should be given chances, at least once a year. He said some INC Councillors submitted grievances to him, which were addressed during Zero Hour at the meetings. He said, 'All those who requested to speak had been accommodated, but those who did not submit requests could not be encouraged, as the intention behind their remarks would be unknown i.e. may be not related to ward's problems.'
AIADMK floor leader and Ward 7 Councillor K. Karthik said there are 15 Councillors from the party and all were offered a fair chance to speak. 'The matter did not come to my attention so far. Maybe Ward 190 Councillor [P. Sivaprakasam], did not want to speak. I will look into the matter,' he said.
He added that the usual process involved submitting a speaking request to the Council department, which then forwarded it to the ruling party leader for vetting. Finalisation of speakers often takes place at the last minute, and this left many Councillors of other parties are unprepared, he mentioned.
DMK floor leader and Ward 106 Councillor N. Ramalingam stated that those who had not spoken were being encouraged often to take a chance.
He said that those who have not spoken so far would be considered for speaking at the Council meeting Zero Hour in the coming months. He added that there was no conflict or other issues for some Councillors not speaking, and the matter was only circumstantial.

NEW DELHI: Union Law Minister Arjun Ram Meghwal has said that Rahul Gandhi should present his grievances about the polling process before the Election Commission, as he accused the Congress MP and his party of overlooking facts and defaming the constitutional institutions of the country. In an interview with PTI Videos, Meghwal said while the government is constantly requesting the Opposition to let the Parliament function smoothly, the aim of the Congress and its leader in Lok Sabha, Rahul Gandhi, is beyond understanding. Responding to a question on Rahul Gandhi's demand for a discussion in Parliament on the Special Intensive Revision (SIR) of electoral rolls in Bihar, Meghwal said, "I think the Opposition should look at the precedent of former Lok Sabha speaker Balram Jakhar in this regard." "Jakhar had turned down a demand for a discussion in the House on the Election Commission's functioning given that the poll panel is conceived as an independent entity. It is on record, so they better check it and then talk," Meghwal said. On Goa government's renewed push for a Bill to reserve Assembly seats for Scheduled Tribes in the state, Meghwal said, "The population of Scheduled Tribes has increased in Goa but currently there is not a single MLA from the community in the state Assembly. Under the Bill which we are bringing, seats for the ST category will increase in the Assembly." "We are talking about the interests of the ST community, for which we are bringing the Bill. But the Opposition, including the Congress, does not want to discuss this issue. Their objective is not understandable," he added. Asked about the objections raised by Congress president Mallikarjun Kharge and leaders of some opposition parties on CISF deployment in Rajya Sabha's Well, Meghwal, who is also the minister of state for parliamentary affairs, said an incident had happened in the Lok Sabha where two men jumped off the visitors' gallery. "This was a decision taken by the Lok Sabha speaker and Rajya Sabha chairman. What does the government has to do with it? They (Opposition) should talk to the Chair about this," Meghwal said. There was a major security breach during Zero Hour in Lok Sabha in December 2023 when two men, both carrying canisters emitting yellow smoke, jumped off the visitors' gallery and ran into the Lok Sabha chamber. Asked about the status of the ongoing process regarding the removal of Justice Yashwant Verma over the alleged recovery of a large sum of unaccounted cash from his official residence in Delhi, the law minister said the matter is pending with the Lok Sabha speaker.

BJP's Kerala, Chhattisgarh units divided over arrest of nuns; Chandrasekhar hopeful of ‘justice'
The recent arrest of two Catholic nuns from Kerala on charges of human trafficking and forced religious conversion in BJP-ruled Chhattisgarh has led to a disagreement between the party's State units in Kerala and Chhattisgarh, prompting the senior leadership to step in and facilitate a resolution. On Friday (August 1, 2025), Kerala BJP chief Rajeev Chandrasekhar said that the Chhattisgarh government will not oppose the bail applications of the two nuns who were arrested at Durg railway station on July 25. 'We hope that they get bail in the coming days because the State government has agreed not to oppose their bail,' he said, adding that both Prime Minister Narendra Modi and Union Home Minister Amit Shah had clearly said that justice would be given to the nuns. Amid protests by the Christian community and political parties in Kerala demanding release of the nuns, the State unit continued its effort to mend bridges with Church leaders. Through its X handle, the unit on Friday posted a message from its former chief Kummanam Rajasekharan saying that it had been completely honest in its intervention in the issue. 'Shri George Kurien as Union Minister and Shri Rajeev Chandrasekhar as State President have intervened in this issue,' he said. 'There is nothing to hide in this matter, the party is intervening in this issue with sincerity and honesty. The Christian community should understand this. The Congress and the Communist Party have deceived the Christian community the most,' said Mr. Rajasekharan. Earlier, as voices grew stronger demanding the release of the nuns, the matter drew wider attention. Chhattisgarh Chief Minister Vishnu Deo Sai on July 28 – via his X handle – had said that 'through inducement, an attempt was being made to engage in human trafficking and conversion' and that it was 'a serious matter related to women's safety', adding that the investigation in this case was still on. Hours later, Mr. Chandrasekhar termed the arrests as a case of 'misunderstanding', stating that the unit had contacted the Home Minister of Chhattisgarh and the State government, and the Union Home Ministry. 'We received tremendous support from the authorities... the accompanying girls are adults, and they had parental consent...,' he said. The same day, the party's Kerala State general secretary Anoop Antony reached Chhattisgarh and met the State's Deputy Chief Minister and Home Minister Vijay Sharma. 'Our State general secretary is currently in Chhattisgarh, and we are committed to ensuring that all necessary assistance is provided to secure justice for the nuns under arrest. While Chhattisgarh, being a tribal state, has an anti-conversion law in place, we are convinced that the allegations of conversion against the Malayali nuns are not true,' posted Mr. Chandrasekhar on X, adding: '...the BJP is determined to stand by the nuns until they are released and justice is delivered.' However, the next day, BJP MP from Durg, Vijay Baghel, spoke during Zero Hour in Lok Sabha on the issue. Alleging a conspiracy by the Congress MPs to disturb communal harmony, he came out in support of the Chhattisgarh government for arresting the nuns. 'Around 8:30 a.m., one of the girls was seen crying, which drew the attention of some responsible citizens. When asked, she said she was brought there forcibly and wanted to return home,' Mr. Baghel said. 'This is a conspiracy to malign the image of the well-governed, sensitive government in Chhattisgarh and create tension between two religions. Are we not supposed to protect our daughters in Chhattisgarh?' he asked.

In the morning session, Deputy Chairman Harivansh said he received 30 adjournment notices under Rule 267 for discussion on SIR, alleged discrimination against Bengali migrant workers in other states, impact of the US decision to impose 25 per cent tariff on Indian imports, and mass layoffs in Indian IT sector, among others. Harviansh said that since the notices do not conform to the detailed directions imparted by the Chair, the same were declined. The Opposition was up on their feet protesting the Chair's decision, and several of them raised slogans and stood on the aisle. The Chair allowed Manoj Kumar Jha (RJD) to speak, who urged the Chair to allow discussion on SIR. Harivansh said since the matter is sub judice, he cannot allow discussion on it. "This is a sub judice matter and the rules of this House are very clear. I cannot allow (discussion)," he said, and urged the protesting members to return to their seats and called Ashok Kumar Mittal (AAP) to raise his Zero Hour mention. However, the protests continued. The Chair's repeated efforts to ensure smooth functioning went in vain, and the proceedings were adjourned within 11 minutes. According to the agenda for Friday, besides the private members' business, the House was to take up statutory resolution for continuance of President's rule in Manipur for another six months and The Carriage of Goods by Sea Bill, 2025.
