
Commuters on trains' footboards at Mumbra were just 0.75 m apart when they fell: preliminary findings
The entire incident, which occurred in a matter of seconds, is likely to have been sparked by a commuter on the Chhatrapati Shivaji Maharaj Terminus (CSMT)-Karjat fast local falling off the footboard, the reason for which is still unknown, officials added.
'Prima facie, it seems that the hand of the said commuter, who was carrying a shoulder bag, was hanging outside the coach since he was on the footboard,' said a CR official, requesting anonymity. 'It seems that as the train was passing Mumbra, he somehow fell from the footboard, taking another passenger—a GRP (Government Railway Police) cop—standing behind him down with him. There is no understanding on how he fell.'
Before he fell, the man with the shoulder bag was apparently flung onto the adjacent CSMT-bound fast local and hit a few passengers standing on the footboard of that train, the official said. Six passengers from the Kasara-CSMT local fell on the tracks.
'The entire episode unfolded in a matter of a second or two,' said the official, adding that the bag of the commuter on the Karjat-bound train left a black gash on one of the coaches of the Kasara-CSMT local.
The distance of 0.75 metres between commuters on the two crossing trains assumes significance, said officials, since the distance between the coaches was 1.8-2 metres, which is as per norms. While the Kasara-CSMT fast local was overcrowded with office-going commuters during the morning rush hour, the Karjat-bound train was not packed, officials said.
Over two weeks since the incident, which also left nine commuters injured, CR authorities are finding it hard to piece together the series of events, including the reason behind the man with the shoulder bag falling off the footboard. CCTV cameras installed at the Mumbra station, where the collision occurred, shows the two trains but does not cover the portion at the centre of the two rail lines where commuters fell off.
The inquiry committee, consisting of senior CR officers from the security, safety, operations, engineering and electrical departments, will submit a final report within a week.

New Delhi: Air India has denied allegations from British law firm Stewarts Law that it forced families of the AI 171 crash victims to disclose financial dependency on the deceased to get compensation. Over 40 families represented by Stewarts Law have accused the airline of coercion and intimidation as they pursue claims related to the crash of the London-bound Boeing plane crash at Ahmedabad in which over 241 passengers and crew were killed. "Air India categorically rejects these allegations and refutes them as both unsubstantiated and inaccurate," the Tata Group airline said in a statement. The airline clarified that a questionnaire circulated among certain passengers was intended solely to verify familial relationships, ensuring the rightful distribution of interim payments. 'Understandably, there are some formal processes that must be followed, but we are giving families all the time and flexibility they need. We want to support however we can,' Air India said in a statement. "In order to facilitate payments, Air India has sought basic information to establish family relationships to ensure that the advance payments are received by those entitled to them. Family members have been issued with a questionnaire to allow Air India to gather the information required to process compensation payments. This can be submitted in person at our Facilitation Centre at the Taj Skyline hotel in Ahmedabad, or by e-mail, and families have been given time and flexibility to complete these. Air India has certainly not made any unsolicited visits to families' homes," Air India said. Air India executives said that an interim compensation of Rs 25 lakh has been paid to 47 families, while interim compensation for another 55 families is in process and will be disbursed soon. UK-based law firm Stewarts, which is representing over 40 bereaved families, has alleged that Air India has been 'coercing' families into submitting legally significant financial disclosures before receiving advance compensation. "This tactic has deeply distressed families already dealing with an immense loss," the firm said. The allegations come weeks after the June 12 disaster, in which 241 people on board and many on the ground died when the plane crashed into a medical college hostel seconds after take-off from the Ahmedabad airport. Peter Neenan, an aviation lawyer and partner at UK law firm Stewarts, has represented families in a number of large airline disasters around the world, including the high-profile MH17 and MH370 crashes. He claimed the airline's treatment of grief-stricken families could save it at least £100m by under-compensating families. 'This is the real horror of what they're potentially looking to do,' he said, calling for an investigation into the airline's behaviour. Neenan said the families were not given any warning, legal advice, or a copy of the documents. Some families have told him that Air India officials went round to their homes and asked why they had not yet completed the forms, he added. Neenan claimed families were falsely told they would not receive any payments unless they completed the forms, even though airlines are required under international law to make immediate advance payments to families entitled to compensation. Families are not required to do anything more than provide proof of identity and sign a receipt.

(Raju Shinde/HT Photo) 'This is going to be an example for all buildings and high-rises,' said a division bench of justices GS Kulkarni and Arif Doctor, days after observing that the upper 18 floors of the 34-storey building were occupied illegally as they don't have an occupancy certificate (OC). The court on June 30 had also flagged other violations related to fire safety regulations and unauthorised changes to approved building plans. Remarking that such situations seem to be out of the BMC's control, the court on Thursday questioned the civic body's intent, saying, 'Whether this issue be taken up casually by the corporation? Whether these people continue to reside in the building? These are the most important questions.' The court also reiterated that if the authorities fail to highlight the steps it would take to curtail such cases, it will assume that the BMC is allowing people to live in the building without an OC, putting their lives at risk. In its closing remarks on Thursday, the bench said that it will approach the matter objectively, as mandated by the law. 'We will not allow any illegality in any building,' it said. The bench posted the matter for further hearing on July 10, after the BMC requested more time to file certain clarifications requested by the court. The civic body has been asked to clarify if the high-rise had a valid OC or partial OC, and what action it proposed to take if it found that the building was occupied illegally. On June 30, the court had noted that Willingdon View only had a partial OC for the ground-plus-16 floors, but all storeys in the building were occupied. It also observed that the high-rise did not have a fire no-objection certificate (NOC)—a document confirming that adequate fire prevention and protection measures are in place. 'We are of the clear opinion that those flat purchasers who are occupying flats from 17 to 34 floors, which have no occupancy certificate, are illegally occupying these flats,' the bench had said. 'They are required to consider their position.' The court has also directed the BMC to clarify its stand on certain allegedly illegal additions and changes made to the approved building plans. It said that some of the unauthorised changes were very serious in nature, like removing part of the slab between the 26th and 27th floors to convert the flats on the two floors into a duplex apartment. The court is hearing a bunch of petitions concerning Willingdon View Cooperative Housing Society in Tardeo, constructed by Satellite Holdings. Construction of the building commenced in 1990, and flat owners started occupying their respective premises in 2008. As of now, 50 of the 62 flats in the high-rise are occupied.
