KYIV — Kyiv observed a day of mourning Friday after a Russian missile and drone barrage killed 31 people, including five children, and injured more than 150 in the Ukrainian capital.
Officials said it was the deadliest attack on the city since July last year and the highest single-day toll of child casualties since Russian aerial strikes on Kyiv began in October 2022.
The youngest victim was 2 years old. Ukrainian President Volodymyr Zelenskyy said 16 children were among the wounded.
The assault destroyed part of a nine-story residential building and damaged more than 100 other structures, including schools, medical facilities, and universities.
Emergency crews continued digging through rubble overnight as the death toll climbed.
Authorities said Russia's escalating campaign of strikes on urban centers ignores Western calls, including from U.S. President Donald Trump, to stop targeting civilians after more than three years of war.Zelenskyy said Russia fired more than 5,100 glide bombs, 3,800 Shahed drones, and nearly 260 missiles — 128 of them ballistic — in July alone.He urged stronger economic sanctions on Moscow, arguing they work despite Kremlin denials. His comments followed Trump's remark Thursday that he wasn't sure sanctions 'bother' Russian President Vladimir Putin.Putin on Friday reaffirmed that Moscow's ceasefire conditions remain unchanged and said recent prisoner-exchange talks in Istanbul were 'valuable' despite no broader progress.He also announced production had begun on Russia's newest hypersonic missile, the Oreshnik, capable of carrying multiple warheads at speeds up to Mach 10.Ukraine has called for an urgent U.N. Security Council meeting to press for 'a full, immediate and unconditional ceasefire.'On the battlefield, Ukrainian forces are under pressure in the strategic eastern city of Chasiv Yar in Donetsk, where Russia is pushing to break through after 18 months of fighting.Zelenskyy rejected Russian claims the city had fallen, though the Institute for the Study of War said Ukraine's hold is weakening and warned the loss could open multiple routes for Russian advances into Ukraine's defensive fortress belt.Russia's Defense Ministry said its forces shot down 60 Ukrainian drones overnight, more than half over the Belgorod region bordering Ukraine. Russia and China, which signed a 'no-limits' strategic partnership shortly before Russia went to war in Ukraine in 2022, conduct regular military exercises to rehearse coordination between their armed forces and send a deterrent signal to adversaries. Trump said his submarine order on Friday was made in response to what he called 'highly provocative' remarks by Russia's Medvedev about the risk of war between the nuclear-armed adversaries. Russia and the United States have by far the biggest nuclear arsenals in the world. It is extremely rare for either country to discuss the deployment and location of its nuclear submarines. Trump's comments came at a time of mounting tension with Moscow as he grows frustrated at the lack of progress towards ending the Ukraine war.

Further north, authorities in the Voronezh region reported that four people were wounded in another Ukrainian drone strike. Russia's Defense Ministry said its air defenses shot down 93 Ukrainian drones over Russia and the Black Sea overnight into Sunday. Meanwhile, in southern Ukraine, a Russian missile strike hit a residential area in the city of Mykolaiv, according to the State Emergency Services, wounding seven people. The Ukrainian air force said Sunday Russia launched 76 drones and seven missiles against Ukraine. It said 60 drones and one missile were intercepted, but 16 others and six missiles hit targets across eight locations. The reciprocal attacks came at the end of one of the deadliest weeks in Ukraine in recent months, after a Russian drone and missile attack on Thursday killed 31 people, including five children, and wounded over 150. The continued attacks come after US President Donald Trump gave on Tuesday Russian President Vladimir Putin a shorter deadline — Aug. 8 — for peace efforts to make progress. Trump said Thursday that special envoy Steve Witkoff is heading to Russia to push Moscow to agree to a ceasefire in its war with Ukraine and has threatened new economic sanctions if progress is not made.

US officials have opened an investigation into Jack Smith, the former special counsel who led two federal criminal cases against President Donald Trump, US media reported Saturday. The Office of Special Counsel told The New York Times it was investigating Smith for potentially violating the Hatch Act, which prohibits federal workers from engaging in political activity while on the job. Republican Senator Tom Cotton had reportedly asked the agency to investigate whether Smith's actions had been designed to influence the 2024 election. The agency, which monitors the conduct of federal employees, did not immediately respond to request for comment by AFP. Smith was appointed special counsel in 2022, and charged Trump with plotting to overturn the results of the 2020 election and mishandling classified documents after leaving the White House. Trump denied both charges and sought to frame them as politically motivated, accusing the Justice Department of being weaponized against him. Neither case ever came to trial, and the special counsel -- in line with a Justice Department policy of not prosecuting a sitting president -- dropped them both after Trump won the November 2024 presidential election. Smith then resigned before Trump could fulfil his campaign pledge to fire him. The Office of Special Counsel operates separately from special counsel offices at the Department of Justice, such as the one headed by Smith. The prosecutorial decisions made by Smith do not typically fall under its remit, according to the Times. It cannot lay criminal charges against Smith but could refer its findings to the Department of Justice, which does have that power. The most severe penalty under the Hatch Act is termination of employment, which would not apply to Smith as he has already resigned. Since taking office in January, Trump has taken a number of punitive measures against his perceived enemies. He has stripped former officials of their security clearances and protective details, targeted law firms involved in past cases against him and pulled federal funding from universities. Last month the FBI opened criminal investigations into its former director James Comey and ex-CIA chief John Brennan, two prominent Trump critics. Days later Comey's daughter Maurene -- a federal prosecutor who handled the case of notorious sex offender Jeffrey Epstein, who has been repeatedly linked to Trump -- was abruptly fired.
