'Maritime security is a cornerstone of economic growth as critical trade routes, energy supplies, geopolitical interests are tied to the oceans. India, having a long coastline, extensive seafarer community, and capable maritime forces, is actively pursuing its role as a responsible maritime power to safeguard its interests and address emerging threats. India's maritime security strategy is broad and multifaceted, addressing both traditional threats from state actors and non-traditional threats from piracy, contraband smuggling, illegal human migration, IUU fishing, maritime incidents, hybrid threats and maritime terrorism,' he said.
Harish said that Greece has taken up the issue which was highlighted by Prime Minister Narendra Modi at the first ever open maritime debate during India's Security Council Presidency in 2021.
'We are happy that Greece has taken on the baton of this very topical debate. The importance of maritime security was highlighted by the Prime Minister of India Narendra Modi at the first ever open maritime debate during India's Security Council Presidency in 2021,' he said.
He reiterated the five basic principles that indicate the holistic manner of India's approach to maritime security.
These include- 'Removal of barriers from legitimate maritime trade, peaceful settlement of disputes as per international law, jointly addressing the natural disasters and maritime threats created by non-state actors, preservation of the marine environment and resources, encouragement of responsible maritime connectivity,' he said.
Harish said that India believes that any dispute should be resolved by peaceful means and adheres to international pronouncements with regards to rules-based order.
'India is a party to the United Nations Convention on the Law of the Sea (UNCLOS), adopted on 10 December 1982, which provides the legal framework governing activities in the world's oceans, including efforts to combat unlawful activities at sea. India believes that States should resolve disputes in the maritime security domain through peaceful means, including by adhering to pronouncements of international institutions that are established in accordance with rules-based framework,' he said.
'India is committed to promoting a free, open, and rules-based maritime order in accordance with the principles of UNCLOS. In furtherance of this objective, India is committed to an effective role in the region by undertaking various capacity building initiatives that focus on addressing contemporary security challenges, forging the way ahead to strengthen combat capability and addressing strategic, operational and governance aspects of maritime security,' he added.
Harish said that India's maritime security strategy is guided by Prime Minister Modi's vision of MAHASAGAR (Mutual and Holistic Advancement for Security and Growth Across Regions) for ensuring security of India's long coastlines.
'India's maritime security strategy focuses on strong surveillance, effective coordination and quick response capabilities to protect its long coastline and sea routes. This strategy is also guided by our Prime Minister's vision of MAHASAGAR (Mutual and Holistic Advancement for Security and Growth Across Regions), which promotes safety and cooperation in the seas and can be applied globally,' he said.
'India is actively involved in numerous maritime security missions and takes part in joint naval exercises with a multitude of partners at regional and global levels. These efforts focus on non-traditional threats--like piracy, natural disasters, and other illicit maritime activities--that affect peace and security in the region. Inclusiveness and cooperation are key principles of India's maritime approach,' he added.
Following the rising incidents of shipping attacks in the Arabian sea, Indian Navy has taken steps to tackle the piracy issues. India actively engages in SAR (Search and Rescue) and Humanitarian Assistance and Disaster Relief (HADR), especially in the Indian Ocean Region.
'Over the last one year, in response to shipping attacks and rising incidents of piracy in the Western Arabian Sea, the Indian Navy has deployed more than 35 ships in the region, carried out more than a 1,000 boarding operations and has responded to over 30 incidents. The credible and swift actions of Indian Navy saved more than 520 lives, irrespective of the nationality of the crew. Indian Navy has safely escorted over 312 merchant vessels, carrying over 11.9 million metric tons of cargo, valued at more than 5.3 billion USD. India actively engages in SAR (Search and Rescue) and Humanitarian Assistance and Disaster Relief (HADR), especially in the Indian Ocean Region,' he said.
Harish also talked about Operation Sadbhav where India extended aid to Myanmar in the wake of Operation Yagi.
'During September 2024, India launched Operation Sadbhav for extending emergency humanitarian assistance in the wake of the floods caused by Typhoon Yagi in Laos, Vietnam and Myanmar. Last month, India undertook a large scale multilateral maritime engagement exercise with ten African countries, titled as 'Africa India Key Maritime Engagement' ('AIKEYME') which means 'Unity' in Sanskrit. This initiative aims to develop collaborative solutions to regional maritime challenges, enhance interoperability, and strengthen the friendly relations between India and African nations,' he said.
Harish said that maritime security and countering terrorism is crucial to India's security interests and it continues to evolve its strategy as per the needs in the Indo-Pacific region.
'In conclusion, India views maritime security and countering terrorism as central to its national security and economic interests. Its approach balances robust defense capabilities, regional diplomacy, international cooperation and domestic infrastructure development. It continues to evolve its strategy in response to new threats and geopolitical shifts in the Indo-Pacific region,' he said. (ANI)

From The Hindu, June 4, 1975: Namibia: India demands sanctions against S. Africa

New York, June 3: India's Permanent Representative at the U.N., Mr. Rikhi Jaipal, has told the Security Council that 'there is a clear case' for imposing mandatory measures under the Charter against South Africa for its refusal to quit Namibia. Intervening in the Council's discussions on Namibia yesterday, he said the U.N. was fully justified to take these measures since all other steps had failed. The mandatory measures envisaged by him, though not specifically stated at the Council meeting, included an arms embargo, economic sanctions and severance of diplomatic relations with South Africa by all member States. Although India is not a member of the Council, it asked for the floor to reaffirm its views on the Namibian question. India has supported the case of the Namibian people for self-determination and independence right from the start. Mr. Jaipal said that the crux of the Namibian issue was the Security Council's resolution calling on South Africa to withdraw its illegal presence from the area and to transfer power to the people of Namibia 'with the assistance of the U.N.' But, he said, quite simply, the Pretoria Government 'does not accept that the U.N. has any role in Namibia.' 'We are thus in a quandary. The territory has international status but the U.N. has no effective role concerning it or the future of its people. There is a conflict here between 'de jure' responsibility and 'de facto' authority.'

UN says 'deadly attacks' around Gaza aid sites 'a war crime'

UN human rights chief Volker Turk said on Tuesday that "deadly attacks" on civilians around aid distribution sites in the Gaza Strip constituted "a war crime". Rescuers in the Palestinian territory said Israeli fire targeting civilians near an aid distribution centre in the southern city of Rafah killed 27 people on Tuesday, raising an earlier toll. It came after a similar incident on Sunday when rescuers said 31 people were killed at the same location, witnesses saying they had been on their way to collect aid. "Deadly attacks on distraught civilians trying to access the paltry amounts of food aid in Gaza are unconscionable," Mr. Turk said in a statement. "For a third day running, people were killed around an aid distribution site run by the Gaza Humanitarian Foundation. This morning, we have received information that dozens more people were killed and injured." The U.S.-backed GHF is a recently formed group that Israel has cooperated with to implement a new aid distribution mechanism in Gaza. The United Nations does not work with the foundation because of concerns that it does not meet core humanitarian principles of neutrality, impartiality and independence. Turk called for a prompt and impartial investigation into each attack, and for those responsible to be held to account. "Attacks directed against civilians constitute a grave breach of international law, and a war crime," he said. "Palestinians have been presented the grimmest of choices: die from starvation or risk being killed while trying to access the meagre food that is being made available through Israel's militarised humanitarian assistance mechanism. "This militarised system endangers lives and violates international standards on aid distribution, as the United Nations has repeatedly warned."

Delhi Confidential: Flood & Fury

AT A time when the northeastern region is reeling under floods, Tripura Chief Minister Manik Saha seems to have upset some state BJP leaders with his actions. On Tuesday, when Prime Minister Narendra Modi spoke to the CMs of NE states about the flood situation, Saha was in Bihar to attend a felicitation programme. Later, he also posted a photo on social media of him meeting singer Kumar Sanu, and wrote: 'An absolute delight to interact with a music icon who has brought joy to millions through his soulful voice.' This prompted some party leaders to question why Saha did not cancel his trip to Patna when the northeastern region was facing a crisis. Missed At Home Shivraj Singh Chouhan has been frequently traveling outside the Capital since taking charge as Union Agriculture Minister. Many of his visits have been to his home state, Madhya Pradesh, where he was the CM for four terms between 2005 and 2023. Hence, his absence was notable at a major event in Bhopal on Saturday—the launch of various projects during the Devi Ahilyabai Mahila Sashaktikaran Mahasammelan. Prime Minister Narendra Modi addressed the gathering, which was attended by several BJP leaders, including Chief Minister Mohan Yadav, while Union Ministers Tokhan Sahu, Ram Mohan Naidu and Muralidhar Mohol participated via videoconferencing. Chouhan was in Haryana that day, attending the Viksit Krishi Sankalp Abhiyan organised by his ministry. His absence at the Bhopal event surprised many given his legacy of launching several women-focused initiatives such as the Ladli Laxmi Yojana, which earned him the moniker 'mama (maternal uncle)'. Crowd Concern The Ram Janmabhoomi Teerth Kshetra Trust is organising a grand event for the second pran pratishtha of the Ram Temple in Ayodhya. Uttar Pradesh Chief Minister Yogi Adityanath has been invited as the chief guest for the consecration ceremony on June 5. However, the organisers are wary of too many people converging in the holy city for the event. In the backdrop of the Maha Kumbh stampede that left many dead, VHP leader and Trust chairman Champat Rai on Tuesday urged people not to come to the temple in large numbers on the day. He said even the guest list is not very elaborate due to difficulties in making arrangements.
