Former Edinburgh police chief says murderers 'must reveal where bodies are to get parole'

A former police chief who brought killer Peter Tobin to justice says he backs calls for murderers who do not reveal where victims' bodies are to be kept in prison.
David Swindle told the Daily Record podcast, Criminal Record, that he backs Suzanne's Law. This demands that killers must disclose their victim's whereabouts if they are to be considered for parole.
The Scottish Government has included a proposal for Suzanne's Law in the Witnesses, and Justice Reform (Scotland) Bill which is going through parliament.
Suzanne's Law is named after office worker Suzanne Pilley, who was murdered by colleague and ex David Gilroy in 2010. He was sentenced to life in 2012 but has never revealed what he did with her body, which is believed to be buried in Argyll.
Other high-profile cases include Arlene Fraser, Margaret Fleming and Lynda Spence. Swindle, who probed more than 100 murders in a 34-year police career, said: 'We need to have something like a Suzanne's Law to stop people getting out if they don't reveal what they did with the body.
'With Suzanne Pilley her body has never been found and there is a person convicted of that, the same as Arlene Fraser, Margaret Fleming and Lynda Spence.

'These people have never revealed what they did with the bodies. If they don't reveal what they did they should not then be eligible for parole. If your loved one is murdered by someone who is in prison and has never revealed what they did with the body you would not want them to get out."
Swindle, who retired in 2011, says a murder without a body leaves victims' families in limbo. He added: 'People think by destroying the body that there is no evidence but you will still be caught."
England and Wales already have a similar measure – Helen's Law.
Suzanne's dad Rob died in 2019 without knowing where she was buried. Detectives believe Gilroy killed her in the building where they worked in Edinburgh after he confronted her over ending their affair.
Arlene, from Elgin, Moray, vanished from her home in 1998 after her children went to school. Her husband Nat Fraser, who is serving life for her murder, has refused to say what became of his wife.

Avril Jones and Edward Cairney were jailed for life in 2019 for killing Margaret, 19, at their home in Inverkip. They refused to say where they put her.
Financial adviser Lynda was abducted, tortured and killed in 2011. Colin Coats and Philip Wade were convicted of killing the 27-year-old Glaswegian in 2013. Her body has never been found.
Swindle led the probe into Tobin's murder of Polish student Angelika Kluk in Glasgow in 2006 for which he got life. He set up Operation Anagram which led to Tobin being convicted of the murders of Vicky Hamilton, 15, and Dinah McNicol, 18.
A Scottish Government spokesperson said: "The Justice Secretary supported an amendment at Stage 2 in May which requires the Parole Board to take account of whether the prisoner has information about the disposal of the victim's remains but has not disclosed it.
"If the Bill is passed then this will become law."

She was taken to hospital, where she died in the early hours of Tuesday, August 12. The cause of her death remains undetermined, with a post mortem examination calling it "unexplained pending further investigation". A 16-year-old boy has been arrested on suspicion of murder and rape in relation to Casey's death. He has also been arrested for an alleged rape of a 16-year-old girl in what police have referred to as a "separate incident" elsewhere in Kirklees. He has since been released on conditional bail, West Yorkshire Police said. The news of the incident has shocked the local community. Local MP Harpreet Uppal said: "This is a tragic case and my thoughts remain with the 13 year old teenager and her family and friends. I have been in contact with the police and I am being updated on the investigation. "Detectives are working tirelessly to fully understand the circumstances surrounding the girl's death which is being treated as unexplained after a post mortem could not establish how she died. A fundraiser has been set up to help the family of Scottish dad John Nelson, 47, who was found dead in the water, while on holiday with his son, near Marmaris in Turkey A Brit family's holiday ended in tragedy after a loving dad was found dead in water while on a boat trip near Marmaris in Turkey. ‌ John Nelson, from Arbroath in Scotland, was on vacation with his son Josh and Josh's girlfriend Sharon Stuart, when he was died on July 31 off the coast of Turnuc. ‌ Sailors from others boats pulled the 47-year-old from the water and passed him into the care of paramedics and the Coastguard, but sadly nothing could be done to save him. An investigation by the local police into the dad's death has now been launched. ‌ Paying tribute to his dad online, Josh wrote: "While we were away on a family holiday, my dad's life was tragically taken in an accident at sea. It's a loss that has shaken my whole world and one I'm still struggling to put into words. "My dad was my role model, my biggest supporter and my best friend. We shared so many laughs, deep conversations and special moments together. "Over the last few years, I watched him transform his health, overcome many obstacles and push through some of life's biggest struggles. He came out stronger, happier and more full of life than ever before. He truly cherished every day he was given." Now, John's family have set up a fundraiser to help cover his funeral costs, the Daily Record reports. Josh added: "Many of you know me from Impact Carnoustie, where I work as a personal trainer. "My work and community mean so much to me and it's hard to step away at a time like this - but my family and I are now facing the difficult task of arranging the funeral and covering the costs. ‌ "I've set up a fundraiser to help us during this heartbreaking time. Any donation, no matter the amount, would mean the world to us. If you're unable to donate, sharing this would be an incredible help. Thank you from the bottom of my heart for the love, kindness and support you've shown me and my family." A tribute from John's partner Sharon added: "We are totally heartbroken to announce the passing of John Nelson, whose life was tragically taken away at sea during our first family holiday in Turkey. We were so proud off him and we're just so grateful he got the chance to spent this last time on holiday with his son Josh, living his best life. Our lives will never be the same without him." The 67-year-old was reportedly dumped by a roadside after allegedly being punched, kicked and hit with an iron rod. A pensioner has allegedly been brutally beaten to death by shopkeepers who accused him of stealing a chocolate bar. ‌ Dharmasena Cooray was reported to have been a regular at his local market in the city of Kandy in Sri Lanka, where the horror incident unfolded. ‌ The married 67-year-old had been shopping on August 5 when he was confronted by the owner of a small shop and another worker and accused of stealing. ‌ The shop workers are understood to have claimed to have evidence of the theft on CCTV before allegedly launching a brutal assault on the man, reports the Mirror. Police are reported to have said the two men allegedly dragged Cooray inside the shop before punching, kicking and hitting him with an iron rod. Cooray was then dumped by the roadside, according to the Express. The OAP is understood to have suffered severe injuries to his head and legs, with a passer-by stopping and rushing him to hospital. While undergoing treatment, he was able to give police a statement before succumbing to his injuries and dying on August 11. ‌ A post-mortem examination was carried out but could not determine the exact cause of death. Chief Inspector Vijitha Wijekoon, head of the crime branch in Peradeniya, said two suspects had been arrested and remain in police custody. The Telegraph reported that local resident Zahra Niyas said: 'It's heartbreaking that, instead of someone offering to pay for it or the shop owner letting the gentleman enjoy that small treat, he had to pay the ultimate price with his life. ‌ 'So sad to see that compassion and humanity seem to be fading away in our world today.' Another local, Lal Kumarasanga, said: 'Such a level of evil to beat a poor, defenceless old man to death over a chocolate. Let the justice system use the two idiots as examples. They deserve to rot in hell.' Neighbours said Cooray was surviving on a modest pension which had been hit hard by inflation since Sri Lanka's 2022 economic collapse. The crisis left the country unable to import essentials like fuel, food, and medicine.
