Monsoon session Day 4: Congress MPs move suspension notice in Rajya Sabha
"That this House suspend zero hour and the relevant rules pertaining to question hour and other business of the day to discuss the concerns arising out of the Election Commission's Special Intensive Revision (SIR) exercise in Bihar ahead of elections, followed by a plan to conduct similar exercises nationwide, including in West Bengal, where high levels of migration, displacement, and documentation-related vulnerabilities persist. Such actions raise grave apprehensions about the disenfranchisement of a large section of the poor and marginalised," the notice stated.
Rajya Sabha MPs Ranjeet Ranjan, Jebi Mather Hisham and Ashok Singh have also submitted an adjournment motion to discuss SIR.
The Congress has accused the Election Commission of attempting to disenfranchise nearly 20% of voters in Bihar under the pretext of the ongoing SIR of electoral rolls.
Addressing a press conference in Delhi, Bihar Congress president Rajesh Kumar alleged that the EC had already decided to deny voting rights to large sections of the population, especially migrant workers who are forced to live outside the state but return during elections to cast their votes.
Meanwhile, Aam Aadmi Party MP Sanjay Singh also submitted a suspension of business notice in the Rajya Sabha under Rule 267, demanding a discussion in the Upper House on the SIR exercise in Bihar.
"I would like to draw the attention of this House to a very serious and sensitive issue relating to the Special Intensive Revision (SIR) process currently being conducted by the Election Commission of India in the State of Bihar," his notice read.
He stated that the SIR in Bihar appears "worrisome" at many levels and promotes "inequality."
"Regular and transparent revision of electoral rolls is the cornerstone of a democratic system. The nature of this process, as adopted in Bihar, appears to be worrisome at many levels and promotes inequality—especially when viewed in the context of the upcoming Assembly elections in 2025," the Rajya Sabha MP said in his notice.
"This process involves around 8 crore voters in the state, from whom demanding complex documentation is proving to be nearly impossible, particularly for migrant labourers, students, and economically backward sections who possess only Aadhaar cards as identity proof," he added.
Both the Lok Sabha and Rajya Sabha faced repeated adjournments for the third consecutive day yesterday, as opposition parties continued to press for a discussion on SIR in Bihar, among other issues.

In anticipation of roll revision, Congress begins training of booth-level agents in Assam
With Assam administration indicating that the State will soon be holding Special Intensive Revision (SIR) of electoral rolls, State Congress chief Gaurav Gogoi said that the party has begun the process of recruiting and training its Booth Level Agents (BLAs). The SIR is currently underway in Bihar and the Election Commission (EC) has indicated that it will be held across the country. 'So far we have registered close to 28,880 BLAs. We have also started a training programme for these agents. On Sunday, we concluded one round of training. At the end of the month, we will hold a week-long training programme. In the first module, we are briefing them on how voter list manipulation has been undertaken in Maharashtra and in Karnataka. We will show them the evidence that Rahul Gandhi's team had provided,' Mr. Gogoi told The Hindu. The party is also prepping up its legal team to support the BLAs to file objections and claims. The SIR exercise in Assam, Mr. Gogoi said, will be particularly difficult because of the demographic complexities, which he accused the BJP government of further complicating. 'NRC in limbo' 'The NRC (National Register of Citizens) remains in a limbo in Assam. The BJP government is not willing to address the issue of foreigners since they have no solutions to offer. Instead with the Citizenship Amendment Act, they have issued guidelines by which several Bengali speaking people have to give a written affidavit that they are from Bangladesh to apply under the Act,' he said. Instead of identifying illegal Bangladeshis as Prime Minister Narendra Modi had claimed, Mr. Gogoi pointed out that Chief Minister Himanta Biswa Sarma, today says that he is unable to address the issue. 'Instead of making Assam safe and secure, he is absolving himself of responsibility and wants to distribute guns to the people,' he said.

Nashik: Pratibha Shinde, the state vice president of Congress and a prominent leader of Lok Sangharsh morcha defending tribal rights, has resigned from the party and has decided to move to NCP less than a year after her appointment. Shinde, who joined Congress in Dec 2023, has been a key advocate for the tribal communities in Nashik, Nandurbar, Dhule, and Jalgaon districts since the 1990s. Influenced by Rahul Gandhi's Bharat Jodo Yatra, she chose to join the same party she had previously agitated against for tribal rights. "Rahul Gandhi is very committed to his ideals.
