Andhra govt to initiate disciplinary action on IPS officer for unauthorised foreign visits
Amaravati, The Andhra Pradesh government has decided to initiate disciplinary action against suspended IPS officer PV Sunil Kumar for allegedly making several unauthorised foreign visits during the erstwhile YSRCP government.
However, Chief Secretary K Vijayanand offered him an opportunity to submit a written statement in his defence or to appear in person to be heard within 30 days.
"The Government of Andhra Pradesh has decided to initiate disciplinary proceedings against PV Sunil Kumar, IPS, formerly director general, Andhra Pradesh State Disaster Response and Fire Services, now under suspension, in accordance with the procedure laid down in Rule 8 of the All India Services , Rules, 1969," said Vijayanand in an order issued late on Thursday.
The state government framed elaborate articles of charge in an annexure and a statement of imputations of misconduct or misbehaviour in support of the articles of charge.
The government demanded Kumar to specifically admit or deny each article of charge and said that if no written statement is filed in his defence or if he fails to appear in person, then action will be taken against him on the basis of the material available on record.
According to the state government, Kumar, who worked as the additional director general of police from October 24, 2019 to January 23, 2023 and later as director general of Andhra Pradesh Disaster Response and Fire Services from March 10, 2023 to June 20, 2024, had made several foreign visits.
During these visits, Vijayanand said he allegedly deviated from the actual itinerary for which had sought permission, and also made foreign visits without taking the government's permission.
According to the chief secretary, Kumar was granted permission to visit Georgia on casual leave from March 1 to 4, 2024, but he allegedly deviated from the approved itinerary and travelled to the UAE.
He said this amounts to the violation of several rules under the All India Services Rules, 1968.
Likewise, Vijayanand listed alleged violations during Kumar's visits to Sweden, USA, UK and UAE. He alleged that Kumar did not even procure permission for some of those visits.
Hence, the chief secretary noted, Kumar had allegedly exhibited gross misconduct and indiscipline and acted in a manner 'unbecoming of a government servant', which are leading to the disciplinary proceedings.
Disciplinary proceedings against Kumar come in the backdrop of the government arresting another senior IPS officer, PSR Anjaneyulu, who had worked as the intelligence chief under the previous YSRCP regime.

‘Sakshi TV' anchor arrested for derogatory remarks against Amaravati women
Hyderabad: Senior journalist and 'Sakshi TV' anchor Kommineni Srinivasa Rao was arrested on Monday by Andhra Pradesh police for allegedly making derogatory remarks against women from the Amaravati region during a televised debate. He was detained from his residence in Journalists' Colony, Hyderabad, and taken to Andhra Pradesh for further legal proceedings. Srinivasa Rao is to be produced before a court in the Guntur district, where a case has been registered at the Thullur Police Station. Assembly Deputy Speaker K. Raghu Rama Krishna Raju also filed a complaint with the Director General of Police (DGP), calling for strict action. 'Such remarks are not only biased but a serious breach of journalistic ethics and human decency,' he said. Chief Minister N. Chandrababu Naidu strongly condemned the remarks aired on the channel owned by former Chief Minister Y.S. Jagan Mohan Reddy. 'Our culture honours daughters and mothers. Vulgar and disgraceful remarks against them, under the guise of political discourse or media commentary, are unacceptable,' Naidu said. Deputy Chief Minister Pawan Kalyan shared the same sentiment, warning that the government would take stringent legal action. He described the remarks as part of a politically motivated smear campaign against Amaravati and its women land contributors. 'This is not an isolated incident. It's part of a well-orchestrated conspiracy. The public must see through the real intentions of Jagan Mohan Reddy and his media machinery,' he said. Meanwhile, the YSR Congress Party (YSRCP) dismissed the outrage as a 'malicious campaign' led by the Telugu Desam Party (TDP) and its allied media. YSRCP leader Pothina Mahesh clarified that the statements made by the journalist were not reflective of the party's views. 'TDP is deliberately amplifying these remarks to divert attention from the strong public response to our recent protests,' Mahesh said. He also accused the TDP and its social media wing of hypocrisy, alleging that they regularly engage in online abuse, including targeting YSRCP women leaders and supporters. 'These platforms are being funded by Nara Lokesh to malign opponents and spread misinformation,' Mahesh alleged.

Strongly condemning the comments made by journalist V.V.R. Krishnam Raju on Amaravati and the women farmers, during a debate on a TV channel, Chief Minister N. Chandrababu Naidu said in a statement that making disgraceful and vulgar remarks on them under the guise of political vendetta and media analysis was an unforgivable offence. He warned that all those who crossed all boundaries in hurting the sentiments of women as part of a malicious conspiracy against the capital would face serious consequences. 'We belong to a society that reveres the feminine as divine. This is our tradition — the essence of Indian life. Particularly among Telugu people, daughters and mothers are held in deep affection and high esteem', he observed. He expressed dismay that the YSR Congress Party (YSRCP) did not give up its behaviour even after the people rejected its 'toxic culture' in the 2024 elections. 'There can be no tolerance for the appalling comments that demean the women of the capital region. I strongly condemn this perverse trend being perpetuated under the cover of politics and media', he stated, while criticising the YSRCP president Y.S. Jagan Mohan Reddy for not taking responsibility for the incident. Mr. Jagan Mohan Reddy's silence on the matter was deeply troubling as it was in his media channel that the abusive remarks were passed.
