Congress stages protest as Rahul Gandhi stopped from entering Ambedkar Hotel in Bihar
Sources said Rahul Gandhi's vehicle was stopped outside the hostel by police personnel deployed at the site. While workers of the Congress staged a protest at the entrance gate, the Leader of the Opposition in the Lok Sabha remained seated in his car for a considerable amount of time.
A verbal altercation broke out between district administration officials and Congress workers over the opening of the entrance gate to the Ambedkar Hostel. Officials informed that the venue had been shifted to the Town Hall citing security concerns. However, Congress leaders insisted on holding the programme at the originally planned venue.
As police personnel did not open the entrance gate, Rahul got down from his car and walked to the hostel where a large number of students were waiting for him. Later interacting with students, Rahul said, 'Mujhe kayar samjha tha kya? Fire hun mein (Did they consider me a coward? I am like fire)'.
Initially he reached the District Town Hall, the venue shifted by the district administration. But later he decided to reach the Ambedkar Hostel where the programme was fixed earlier. This led to a chaotic situation in the divisional headquarters down.
Rahul alleged that the double engine government in Bihar and at the Centre has failed to deliver justice to SC/ST students. He demanded reservation for the students in private educational institutions and removal of 50 per reservation cap.

His remarks came on the second day of the 'Voter Adhikar Yatra' which began in Sasaram on Sunday and then moved to Aurangabad before reaching Gaya Ji on Monday. With RJD's Tejashwi Yadav, CPI (ML) Liberation's Dipankar Bhattacharya and Vikassheel Insan Party's Mukesh Sahani in tow, Gandhi resumed the second day from Dev Road, Kutumba and then moved to Rafiganj before reaching Daboor in Gaya Ji. Addressing a gathering here, the leader of opposition in the Lok Sabha said the Election Commission was asking him to file an affidavit even after the poll body's "vote theft" had been caught. "I want to tell the EC that the whole country will ask you to give an affidavit. Give us some time, we will catch your theft in every assembly and Lok Sabha seat, and put it before the people," he said. "What did they do? Like PM (Narendra) Modi ji talks of a special package, the EC has brought a new special package for Bihar named SIR, which means a new form of vote theft," Gandhi said as he wound up the second day of the yatra at Khalees Park Chowk, Gaya Ji along with his Mahagathbandhan allies.

Assembly plunges into pandemonium over Dharmasthala row
The Legislative Assembly plunged into pandemonium on Monday over the case of alleged mass burials in Dharmasthala, with the ruling and the Opposition members indulging in heated exchange of words. Speaker U.T. Khader had to adjourn the House for 30 minutes to let tempers cool. Trouble began during the reply of Home Minister G. Parameshwara on the Dharmasthala row, when BJP member V. Sunil Kumar accused the Congress government of supporting the efforts by some groups to tarnish the image of Dharmasthala and other centres of Hinduism. Countering the Home Minister's claims that the intention of probing the alleged mass burials through a Special Investigation Team was to bring out the truth, Mr. Sunil Kumar alleged: 'More than bringing out the truth, the government intends to tarnish Dharmasthala's image.' This triggered angry response from the ruling benches with several senior Ministers including M.B. Patil and Dinesh Gundu Rao taking exception. Following this, the Speaker suggested to the BJP member to withdraw his remarks. Refusing to do so, Mr. Sunil Kumar upped the ante by alleging that the Congress government was supporting such efforts as per instructions of its high command. 'This is evident with the fact that the government is yet to file any case against YouTubers who have been carrying out such propaganda,' he argued. 'However, now the government is trying to play a balancing act as people are anguished over these developments,' he maintained. Referring to the complainant who has levelled allegations of mass burials in the pilgrimage centre, he alleged: 'It is not just one masked man; there are multiple masked men operating from Delhi, Kerala, and Tamil Nadu.' This plunged the House into pandemonium as incensed ruling members began a counter-attack. They accused the BJP of mixing politics with religion for selfish gains, while the BJP members too continued their attack. As chaos gripped the House, the Speaker adjourned the House again for some time.

IBC amendment seeks to end legal confusion and discretionary power
ANI IBC Amendment Bill 2025, has provisions for faster and efficient resolution of insolvency cases New Delhi: Various Supreme Court judgments in recent years have played their part in influencing the amendment to the Insolvency and Bankruptcy Code (IBC) proposed last week, as the government seeks to remove any legal ambiguity from the extant legislation, experts said. As per the proposed amendment, only the proof of default would be enough to admit an insolvency case. This would curb the discretionary power of the adjudicating authority in delving into other issues while deciding whether to admit a case. In the Vidarbha Industries Power versus Axis Bank case in 2022, the apex court had stated that section 7 of the IBC provides discretionary power to the National Company Law Tribunal (NCLT) to accept or reject an insolvency application, and that it can also consider relevant issues other than just default while doing so. The IBC amendment was introduced in the Lok Sabha last week and referred to a select committee. Anoop Rawat, national practice head (insolvency and restructuring practice) at Shardul Amarchand Mangaldas, said, "By clarifying that only default is required for admission into insolvency under section 7, prescribing timelines for the NCLT for admission of insolvency and approval of resolution plans, clarifying the definition of security interest (in aftermath of SC judgment in Rainbow Papers), and laying down the procedure for settlement proposals under Section 12A (in light of the SC judgment in Byju's), the amendment bill intends to remove ambiguities marring the IBC today." In the state tax officer versus Rainbow Papers case in 2023, the Supreme Court relied on the Gujarat VAT Act and held that the state tax department was a secured creditor. Experts had then said it was against the IBC intent and sought clarity on the status of government latest amendment clarified that government dues come lower in the priority order under the IBC's waterfall mechanism than those of secured secured creditor status will be recognised only if there are commercial agreements between the parties to this effect, it the latest amendment made it clear that once an insolvency case is admitted, the case can't be withdrawn by parties until the constitution of the committee of creditors (CoC). This is in sync with the Supreme Court verdict in a case involving Byju's parent Think and Learn and the Board of Control for Cricket in India (BCCI).
