Nitish hikes the honorarium of supporting staff in government schools

Ahead of the Assembly elections, Bihar Chief Minister Nitish Kumar on Friday (August 1, 2025) doubled the honorarium for cooks, night watchmen, and physical education and health instructors working in government schools.
Earlier on Wednesday (July 30, 2025) Mr. Kumar had announced that ASHA workers in the State will now get ₹3,000 per month as an incentive, a substantial increase from the existing amount of ₹1,000. He had also doubled the incentive of Mamta health workers from ₹300 per delivery.
Now, in his latest announcement Mr. Kumar in post on 'X' said, 'It has been decided to double the honorarium of cooks working under the mid-day meal program in the Education Department, increasing it from ₹1,650 to ₹3,300 rupees. Similarly, the honorarium of night watchmen working in secondary/higher education schools has been doubled from ₹5,000 rupees to ₹10,000.'
On June 21, 2025, Mr. Kumar had hiked the pension to ₹1,100 per month from ₹400 for the old age, differently abled individuals and widows of Bihar under Social Security Scheme.
Mr. Kumar further said, 'The honorarium of physical education and health instructors has also been doubled to ₹16,000 along with their annual salary increment from ₹200 to ₹400. This will boost the morale of the working staff, and they will perform their duties with greater enthusiasm and dedication.'
Bihar CM expressed that significant improvements have been made in the education system through the appointment of a large number of teachers, the construction of new school buildings, and the development of basic infrastructure. He asserted that cooks, night watchmen, and physical education and health instructors have played an important role in strengthening the education system.
He pointed out that since the formation of the government in November 2005, the state government has been continuously working to improve the education system. Mr. Kumar added that in the year 2005, the total education budget was ₹4,366 crore, which has now increased to ₹77,690 crore.
Last week, he had also hiked the monthly pension of retired journalists by ₹9,000 to ₹15,000.
Bharatiya Janata Party (BJP) leader and Deputy Chief Minister Samrat Choudhary praised the move of Bihar CM saying, 'He has taken a commendable initiative towards making the education system more robust and effective. This decision has been taken to recognize the significant role of these workers and to boost their morale. This initiative is a solid step towards qualitative improvement in Bihar's education system.'
Janata Dal-(United) State president Umesh Singh Kushwaha also expressed his happiness over the decision calling it historic.
'The decision is not just an increase in honorarium, but a far-sighted and sensitive initiative to honour the self-respect and dignity of the supporting personnel who contribute to the education system with their loyalty, dedication and hard work. Education is not limited to teachers and curriculum, but it is a holistic system in which important dimensions like nutrition, security, health and mental balance are linked,' Mr. Kushwaha said in a press statement.
He added that once again, it has been proved that his style of governance is a committed example of human sensibilities, social justice and inclusive development.

In the run-up to the Bihar Assembly polls, the state cabinet on Tuesday approved the implementation of a domicile policy for teacher recruitment, reserving approximately 85 per cent of posts for native residents of Bihar. Chief Minister Nitish Kumar had announced on Monday that the policy would be applied to the recruitment process for school teachers. 'The proposal for giving preference to native residents of the state in teachers' recruitment exams was cleared,' said Additional Chief Secretary (Cabinet Secretariat) S Siddharth following the cabinet meeting. He said that more than 50 per cent of seats were already reserved for residents of the state, as quotas for Scheduled Castes (SCs), Scheduled Tribes (STs), and Other Backward Classes (OBCs), and Extremely Backward Classes (EBCs) accounted for nearly 50 per cent, with an additional 10 per cent set aside for the economically weaker sections. Siddharth also noted that 35 per cent of posts are reserved for women, and the government has already decided that only Bihar residents will be eligible under that category. The additional chief secretary further stated that of the remaining positions, 40 per cent would now be allocated to native residents of Bihar who had completed their class 10 and class 12 education within the state. He added that this would result in the effective reservation for native residents exceeding 85 per cent. Increased honorarium for school support staff On August 1, Nitish Kumr announced a revision of the honorarium for support staff working in government schools, including cooks, night watchmen, and physical education and health instructors. In a post on X, Kumar stated that the monthly honorarium for cooks under the mid-day meal scheme had been increased from ₹1,650 to ₹3,300. Night watchmen would now receive ₹10,000 per month, while physical education and health instructors would be paid ₹16,000. Additionally, the annual salary increment for instructors has been raised from ₹200 to ₹400. Hike announced for ASHA, Mamta workers In July, the chief minister had also announced a rise in monthly incentives for ASHA workers, increasing their pay from ₹1,000 to ₹3,000. The incentive for Mamta workers was likewise doubled—from ₹300 to ₹600 per delivery. Kumar stated that the revised incentive structure would enhance worker morale and help strengthen healthcare services in rural areas. In the lead-up to the Assembly polls, there have been growing efforts to rally public support around the issue of domicile in the state. Leader of Opposition Tejashwi Yadav has pledged to implement a '100 per cent domicile' policy if the Rashtriya Janata Dal (RJD) forms the government. Union minister Chirag Paswan also recently backed the demand for a domicile policy. Assembly elections in Bihar are expected to be conducted in November.

Bihar Chief Minister Nitish Kumar on Monday announced that candidates domiciled in the state will be given preference in the recruitment of government teachers. Kumar said that the education department has been directed 'to make necessary amendments to the rules to give priority to the residents [domicile] of Bihar'. The policy will be implemented from the Teachers' Recruitment Exam-4, or TRE-4, which will be held later this year, the chief minister announced. He added that the TRE-5 will be held in 2026, and the State Teacher Eligibility Test will be held before that. However, the chief minister did not state what percentage of teacher recruitments will be reserved for candidates domiciled in Bihar. The decision had led to violent protests by job aspirants. The state government had at the time defended the decision, arguing that the domicile clause was removed because it was not legally tenable, the Hindustan Times reported. The decision on Monday comes nearly a month after the Bihar Cabinet made domicile status mandatory for candidates seeking to access the 35% reservation granted to women in state government jobs. Last week, Kumar also announced that the honorariums paid to cooks preparing mid-day meals in schools, night guards in secondary and higher secondary schools, and physical education instructors would be doubled, according to the Hindustan Times.
