RBI Guidelines Ensure Multilingual Customer Communication, Quicker Grievance Redressal: Minister

New Delhi: The Reserve Bank of India has, from time to time, underscored the importance of clear and accessible communication between banks and their customers, stressing the need to use the customer's preferred language, the Parliament was informed on Tuesday.
"RBI's Master Circular on Customer Service in Banks states, inter alia, that all customer-facing materials at the branches of Scheduled Commercial Banks must be made available in Hindi, English, and the concerned regional language," Pankaj Chaudhary, Minister of State for Finance, said in a written reply in the Rajya Sabha.
Reinforcing this requirement, the RBI, through a letter on September 30, 2024, reiterated that all customer communications must invariably be issued in a trilingual format — Hindi, English, and the relevant regional language — to ensure transparency, clarity, and convenience for all, the Minister said further.
According to the minister, all banks have a robust board-approved grievance redressal mechanism in place to address complaints. "Further, the Reserve Bank – Integrated Ombudsman Scheme (RB-IOS), 2021, provides a cost-free platform for redressal of complaints against RBI-regulated entities (REs) in matters relating to deficiency in service, if the grievance is not redressed or reply is not given by the RE within the prescribed timeline," Chaudhary said.
The government, through the Centralised Public Grievance Redress and Monitoring System (CPGRAMS) portal, has had a feedback call centre since June 2022, to assess citizen satisfaction after grievance disposal, and the feedback data gets forwarded to the banks concerned for appropriate action, the Minister informed.
Further, RBI's toll-free Contact Centre (14448), operational since November 2021, provides information on the grievance redressal mechanism, assistance in filing complaints, and updates on existing cases.
While the Contact Centre (CC) is available 24x7 through the Interactive Voice Response System (IVRS), the facility to connect to the CC personnel is available from Monday to Saturday (except National Holidays) in Hindi, English and 10 regional languages.

Government bond prices surged on Thursday after global rating agency S&P upgraded India's sovereign credit rating from 'BBB-' to 'BBB' — the first upgrade since 2007 — recognising the government's resolve to maintain fiscal discipline alongside a strong infrastructure drive. The yield on the benchmark 10-year government bond fell by up to 10 basis points during the day but gave up some gains towards the end of trading due to profit booking. Bond prices and yields move inversely. The rupee, which depreciated 0.14 per cent to close at 87.56/$ compared to 87.44 in the previous session, trimmed some losses after the rating upgrade announcement. The benchmark yield declined to 6.38 per cent before settling at 6.40 per cent, compared to Wednesday's closing of 6.48 per cent. This was the largest single-day yield drop in two months. 'The yield on the benchmark 10-year bond fell due to the rating upgrade and later there was some profit booking,' said a dealer at a primary dealership. 'Now that the yield has fallen below the 6.40 per cent mark, we might see 6.35 per cent soon,' he added. Market participants said they had expected a dovish pause or a hawkish cut, but the domestic rate-setting panel kept the policy repo rate unchanged at 5.50 per cent while projecting inflation for the first quarter of the next financial year above the RBI's target of 4 per cent, thereby diminishing expectations of an additional rate cut. Experts said the bond market rally after the rating upgrade was driven mainly by positive sentiment, expectations of stronger foreign inflows, and recognition of India's improved fiscal discipline — not by expectations of lower government borrowing. They noted that the government is expected to meet its 4.4 per cent fiscal deficit target, but weak direct tax collections (particularly corporate tax) and only a moderate cash surplus mean there is little scope to reduce borrowing or the supply of government bonds. However, indirect tax collections, such as goods and services tax (GST), remain strong, and any fiscal support for exporters is likely to have limited cost. Therefore, a significant increase in borrowing is also not expected. 'The reaction of the bond market is a positive sentiment created by the rating upgrades, but I don't think it reflects the fact that the market expects a cut in borrowing — that will depend on domestic dynamics like tax collection and how the government manages expenditure. Right now, we don't expect any extra borrowing, but at the same time we don't see scope for them cutting G-sec supply,' said Gaura Sen Gupta, Chief Economist, IDFC FIRST Bank. Expectations of increased government bond supply in the latter half of the current financial year, on the back of a 50 per cent US tariff on Indian goods exports, had pushed yields higher over the past week. However, S&P said the tariff's overall impact would be minimal and is unlikely to hinder India's long-term growth prospects. 'The rating upgrade from S&P is a significant positive for India, validating the country's long-standing case for an upgrade and reinforcing the India growth story,' said Madan Sabnavis, Chief Economist, Bank of Baroda. 'S&P has also noted that India will not be severely impacted by US tariffs. While the upgrade will not affect the Indian government's borrowing costs, since it does not borrow overseas, corporates with high domestic ratings could see their cost of funds in international markets decline by 5–10 basis points. The G-sec market's reaction was a one-off, driven by S&P's praise for the government's fiscal consolidation efforts,' Sabnavis added.

Once battered after its IPO, One 97 Communications, the parent company of Paytm, has staged a dramatic turnaround, consistently delivering strong monthly performances that have brought relief to early investors and doubled the money for those who entered the stock in the second half of last year. The company's improved financial performance, driven by a sharper focus on its core business, cost-cutting measures, and the closure of non-core segments such as ticketing, has been well received by the Street. Regulatory advancements have also removed key overhangs that had previously weighed on the stock. These positive developments have also prompted analysts to raise their outlook, marking Paytm's biggest rebound since its listing in November 2021. After plunging to an all-time low of ₹ 310 apiece in May 2024, the stock staged a strong recovery in the subsequent months and has managed to sustain that momentum to date, gaining 270%. Over the last 15 months, Paytm shares have ended 13 months in the green, including a nearly 18% jump in July, despite broader market weakness. In the previous session, the stock also touched its highest level since January 2022. Amid its sharp focus on its core business has led Paytm to report operating profit earlier than projected as in the June quarter, it reported its first-ever operationally driven quarterly net profit since listing, at ₹ 123 crore, on revenue of ₹ 1,917 crore. The performance was driven by an increase in the number of subscription merchants, higher GMV, and growth in revenues from the distribution of financial services. The Reserve Bank of India (RBI), earlier this week, has granted in-principle approval to Paytm Payments Services Ltd. (PPSL), a wholly-owned subsidiary of Paytm, to operate as an online payment aggregator under the Payment and Settlement Systems Act, 2007. The approval marks a significant regulatory milestone for the company and lifts the ban on onboarding new merchants, which had been in place since November 2022, when PPSL's earlier application was rejected. Domestic brokerage firm JM Financial expects this to have a 5% benefit to Paytm's FY27E EBITDA and noted that it could also be a major sentimental trigger, as the approval is likely a precursor to further regulatory clearances for Paytm. Importantly, the approval comes soon after Ant Financial's complete exit from Paytm in a clean-out trade, with the sale of its residual 5.84% stake, effectively removing Chinese shareholding from the company's ownership structure. Since the RBI disruption in January 2024, parts of the investor community have been apprehensive about investing in Paytm, anticipating further regulatory turbulence. With this approval, it becomes a clear signal that the RBI is likely satisfied with the actions taken by Paytm in terms of compliance as well as changes in shareholding, the brokerage said. Amid improving growth prospects, mutual funds have further increased their stake in the company during the June quarter, taking their cumulative holdings to an all-time high. As of June 2025, 33 mutual funds collectively held a 13.86% stake in Paytm, equivalent to 8.84 crore shares. This marks a notable rise from the 13.11% stake held at the end of the preceding March quarter, according to Trendlyne's shareholding data. Some of the key mutual funds that raised their stakes in the new-age stock include Motilal Oswal Mutual Fund, which now holds a 2.61% stake in the company. Bandhan Mutual Fund entered the stock by acquiring a 1.02% stake, while Nippon Mutual Fund holds a 2.55% stake and Mirae Asset Mutual Fund has a 3.20% ownership.
