Tenant farmers demand recognition, revival of 2011 act before kharif

Tenant farmers
from across Telangana have demanded immediate recognition under state agricultural schemes and the reimplementation of the Land Licensed Cultivators Act, 2011 ahead of the 2025 kharif season.
At a consultation organised by the
Telangana Agriculture
and Farmers Welfare Commission, tenant farmers put forth a united call for the restoration of their legal status and access to institutional support.Representatives from Vikarabad, Adilabad, Jayashankar, Karimnagar, Mahabubabad, and Yadadri Bhuvanagiri districts attended the meeting on Monday. Rythu Swarajya Vedika (RSV), which has long supported tenants' rights, backed the call.
RSV leader Kiran Kumar Vissa reiterated that the Congress must honour its promises.Tenant farmer Kuruva Manjula from Thondapalli in Parigi mandal recounted how she met Rahul Gandhi during the Bharat Jodo Yatra in 2022 after her husband's suicide due to debt.
Despite assurances, she said she has not received any benefit from the govt so far. "Even now, I am farming on leased land, but there is no crop loan, no insurance. I ask CM Revanth Reddy and Rahul Gandhi: when will you do justice?"Ramakanth from Adilabad district recalled that identity cards issued under the 2011 Act helped them access loans, crop compensation, and sell produce at procurement centres. Since the cards were discontinued, he said, the proceeds from crop sales have gone to landowners' accounts, excluding tenants.Tenant leaders also cited Congress's Warangal Declaration and a September 2023 open letter from then TPCC president Revanth Reddy assuring justice for tenant farmers. RSV said the continued delay violates that assurance. The group said over 75% of farmer suicides in the state were tenant farmers and urged the govt to act decisively.They demanded that applications be invited under the 2011 Act, identity cards issued through Gram Sabha inquiries, and awareness created among landowners. The group reiterated that the law clearly states that identity cards do not alter ownership rights.RSV emphasised that tenant farmers are eligible for Rythu Bharosa investment support, insurance, and crop loss compensation. But in practice, they are excluded due to lack of identification and legal backing.

Many Congress leaders and party functionaries, including MLA Jyoti Gaikwad, Congress spokesperson Suresh Chandra Rajhans, and Mumbai General Secretary Mahendra Mungekar, along with their supporters and activists, staged the peaceful protest in Kurla. Ms. Gaikwad said, 'While we were peacefully protesting, once again the Modani (Modi and Adani) government had sent a large police force to suppress the voice of the people. What justice is it that the police stopped the peaceful protest with the force of police force? The government is providing security to thieves, but we will not be swayed by this oppression. We will continue to fight against this Adani government for the rights of Mumbai.' She called the transfer of land a part of a 'conspiracy' wherein the plan is to destroy the lives of lakhs of Dharavikars and acquire 600 acres of land in Dharavi, along with Kurla Mother Dairy, saltpans, and Deonar dumping ground land. She alleged government will also seize land parcels in Air India Colony, Bandra Reclamation, Behrampada, and Motilal Nagar without taking the locals into confidence.

The decision, party leaders said, was aimed at reinforcing the govt's commitment to social justice and marginalised communities. It also aligns with the party's recent legislative efforts, including two significant bills proposing 42% reservation for BCs in education, employment, and elected bodies, and another bill enabling sub-categorisation within SCs — both of which signal the Congress's intent to cater to historically underrepresented groups. Local body polls' influence Political analysts view the timing and composition of the expansion as strategically driven by the upcoming local body elections, particularly in gram panchayats, zilla parishads, and municipalities. Recently, five Congress MLAs from the Madiga community met AICC president Mallikarjun Kharge, general secretary (organisation) KC Venugopal, and CM Revanth Reddy, urging that at least one among them be included. While G Vivek Venkatswamy's inclusion (from the Mala SC sub-group) was already decided, the leadership responded by inducting Adluri Laxman Kumar, a Madiga leader, to maintain sub-caste balance. Similarly, Vakiti Srihari's induction addressed demands from the Mudiraj community, the numerically strongest BC group in the state. He is the only Congress MLA from this group and had reportedly received assurances from the CM during election season. In the Scheduled Tribe segment, the Lambada and Gutti Koya tribes had staked claims. Seethakka, a Gutti Koya tribal, remains the lone ST minister. Among the contenders, MLAs Balu Naik and Ramachandra Naik were in serious consideration. Ultimately, the party chose to elevate Ramachandra Naik to the post of deputy speaker, which carries cabinet rank, as a compromise. The cabinet expansion also made clear two unstated but evident policy decisions. First, the Congress refrained from including any MLCs, despite intense lobbying from aspirants like Amer Ali Khan, Addanki Dayakar, and Vijayashanti. The leadership appears intent on restricting ministerial berths to elected MLAs—at least for now. Second, the absence of a Muslim minister was notable but unsurprising. With no Muslim MLA currently in the Congress legislature party, the leadership opted not to induct any minority representative via the legislative council. That decision, however, may be revisited in the next phase of expansion. A balancing act In essence, the Congress's cabinet expansion is both a political signal and a strategic calculation—appealing to core voter bases ahead of rural local body polls while containing internal ambitions within the party. By inducting only SC and BC leaders in this round, the party has underscored its social justice plank while buying time to carefully navigate competing claims from other communities in the next phase. The balancing act is far from over, but Sunday's expansion has set the tone for how the Congress intends to manage governance and internal coalition-building in Telangana.
