UAE launches 2027–2029 federal budget cycle to boost financial sustainability

The new cycle is designed to enhance fiscal sustainability, support innovation, and strengthen alignment with national development goals.
It coincides with the unveiling of the federal government's strategic planning cycle, 'Towards Achieving We the UAE 2031′, and forms part of the UAE's broader strategy to boost flexibility and integration across federal entities.
Sheikh Maktoum bin Mohammed bin Rashid Al Maktoum, First Deputy Ruler of Dubai, Deputy Prime Minister, and Minister of Finance, said the budget will now serve as a strategic tool for achieving mega national objectives, such as strengthening global competitiveness, accelerating digital transformation and reinforcing the UAE's position as a global financial hub
He added that achieving the UAE Centennial 2071 goals requires a financial system that is agile, data-driven, and capable of reallocating resources toward high-impact opportunities.
The ministry is investing in smart tools and advanced analytical models to ensure financial efficiency, optimise the impact of public spending, enable data-driven decision-making and these tools aim to improve planning accuracy, execution speed, and the quality of government services.
Focus on key sectors impacting lives of citizens
The 2027–2029 budget will prioritise spending in areas that directly affect citizens and residents, including education, healthcare, social welfare and core government services.
This focus aligns with the UAE Centennial 2071 vision and the evolving needs of society, while promoting sustainable development and institutional excellence.
The ministry highlighted that this cycle builds on four earlier strategic cycles, during which:
The federal budget reached approximately Dhs900bn
Public debt was maintained at Dhs62.1bn as of June 2025
Federal government assets grew to Dhs464.4bn by end-2024
These figures underscore the UAE's stable fiscal position.
Institutional reforms streamline budgeting process
Mohamed bin Hadi Al Hussaini, Minister of State for Financial Affairs, noted that the new cycle represents a full redesign of the budget experience.
Reforms include reducing budget preparation steps from 50 to 10 and cutting procurement cycles from 60 days to under six minutes
He said the ministry now functions as an enabler, supporting federal entities through a digitised and customer-focused approach to budgeting.
The 2027–2029 cycle adopts a performance-based and results-driven model, key features include the integration of artificial intelligence to create predictive financial scenarios, unified access to high-accuracy data across entities and faster, more effective financial decision-making.
This transformation positions the federal budget as a forward-looking tool for operational efficiency and financial resilience.

Hitting the mall this weekend? You might just spot the Ruler of Dubai, just like these residents. Sheikh Mohammed bin Rashid Al Maktoum, Vice-President and Prime Minister of UAE and Ruler of Dubai, has been visiting different parts of the emirate all week, surprising residents who catch a glimpse of him. Earlier, he was seen taking photographs with children and having warm conversations with residents while stepping out of a cafe in Dubai Mall. Not just that, the Ruler was also seen walking down the streets of the souk in Deira, despite the sweltering heat. This time, however, residents saw the leader walking past them in the aisles of Mall of the Emirates. On seeing him, one woman even shouted, "We love you!", a clear sign of how cherished he is by those who live here. Dressed sharply as always, the Ruler of Dubai walked with staff, a cane in hand. As with his other appearances this week, he was without armed guards, moving casually which is a striking contrast to many global leaders. People could be seen stepping aside and taking photographs as they saw him pass by. Many even pulled out their phones to capture the memorable moment. From malls and souks to trams and supermarkets, Sheikh Mohammed's presence this week has been a reminder of his deep connection with the people of Dubai. Etihad Airways open to recruiting Wizz Air Abu Dhabi employees, says CEO

Etihad Airways is open to hiring employees of Wizz Air Abu Dhabi, which announced suspending UAE operations from September 1 and end the joint venture, said a senior official. 'We're totally open (to hire Wizz Air Abu Dhabi employees). We need people. I'm sure that other airlines are also going to try it (to hire Wizz Air Abu Dhabi staff). This is business as usual,' Antonoaldo Neves, CEO of Etihad Airways, told Khaleej Times in an interview. 'We are hiring a lot. We're open to receiving any airline's resume. We recruit globally,' he said. Around 450 Wizz Air Abu Dhabi employees are in limbo due to the suspension of operations, Bloomberg reported earlier. Wizz Air CEO Jozsef Varadi offered Abu Dhabi employees the opportunity to take another job across the budget carrier's European network. But many employees will find it difficult to migrate to Europe, it reported. The Abu Dhabi-based national carrier has been aggressively expanding its operations, recently announcing seven new routes in July, including Almaty, Kazakhstan; Baku, Azerbaijan; Bucharest, Romania; Medina, Saudi Arabia; Tbilisi, Georgia; Tashkent, Uzbekistan; and Yerevan, Armenia. It has launched or announced 27 new routes in a single year as part of its ambitious growth strategy. 2,500 employees in 2025 Neves was speaking after Etihad Airways took delivery of its first Airbus A321LR (long range) at the Airbus Finkenwerder site in Germany. It will receive these 30 new long-range aircraft over the next few years. According to the Etihad chief, the airline will receive 22 aircraft this year, taking the total size of the fleet to around 200-220 over the next five years. 'This year, we're recruiting 2,500 people. We need to recruit from across the globe. We're going to hire about 350 pilots per year over the next five years and about 1,500 flight attendants every year. We're going to get to about 17,000-18,000 people,' he said. It hired more than 2,000 new employees and promoted more than 1,500, primarily pilots and cabin crew, last year. The fast-growing airline currently employs around 12,000 staff across various divisions. The UAE airlines have been on a hiring spree in the post-pandemic period. Emirates Group, the parent company of Emirates airline, last week announced 17,300 openings in the current financial year.
