Centre backs BBMB decision to release extra water to Haryana

Chandigarh: Validating the Bhakra Beas Management Board's (BBMB) move to release additional water to Haryana, the central govt has stated that no intervention is required under Rule 7 of the BBMB Rules, 1974, at this stage.
The Centre has pointed out that the water level in Bhakra reservoir has increased since the last technical committee meeting (TCM), and considering this, water may be supplied to the partner states of BBMB depending on their requirements.
Further requesting the high court to direct Punjab to comply with HC's May 6 and 9 orders, the Centre has prayed for dismissal of Punjab govt's plea with cost. According to the Centre, it has not received any reference from Punjab under Rule 7 BBMB Rules 1974.
These submissions have been made by the power ministry through Anil Kumar Gautam, deputy director (BBMB desk) in response to the petition filed by the Punjab govt to seek clarification/modification of the May 6 order.

However, the decision of the meeting could not be implemented due to non-cooperation from Punjab. The issue was, therefore, deliberated in the board meeting held on April 28 without any consensus.
It has been further stated that BBMB on April 29 had forwarded the reference dated April 29 from Haryana who requested to refer the matter to central govt under Rule-7 of BBMB rules 1974. The matter has been examined in the light of Rule 7 of BBMB Rules 1974.
Thereafter, the BBMB was advised by this ministry on April 29 to resolve the issue in the board as per provisions of BBMB Rules 1974. Accordingly, on April 2025, the board, by majority, resolved to release 8500 cusecs from May 1 for 8 days, even without placing the indent by Punjab as one-time exception/relaxation considering the reservoir level, historical data, IMD monsoon forecast and ongoing water crisis in the states of Haryana and Rajasthan.
"The compliance of the decision was also advised in the meeting taken by the Union home secretary on May 2 with Punjab, Haryana, Rajasthan and BBMB. The reading of the rule states that in case of any policy decision or where the rights of any state are affected, the matter is to be referred to the central govt through the chairman of the board. However, the reference forwarded by the BBMB for a decision by the central govt does not relate to a question of policy or the rights of any participating state, rather it was an operational matter," the Centre informed the HC.
Now, the case would come up for hearing on May 22, when the state of Punjab would file rejoinder to the Centre's reply.
BBMB requests to CS, DGP Punjab
The court has been informed that the BBMB chairman on May 3, 5 & 7 requested the Punjab chief secretary to direct the concerned officers and functionaries of the govt to cooperate in implementing the decisions of the BBMB. Further secretary, BBMB, on May 11, also requested the Punjab DGP to consider taking necessary action to remove unauthorised persons from the BBMB sites, Nangal Dam and Lohand regulation gates, so that normal operation for regulation of water supplies may be resumed.
Subsequently, on May 14, director (security) BBMB also requested DGP Punjab for this.
Increased water flow
The reservoir level at Bhakra was 1557.77 feet (1290 live storage) on April 23 and was up to 1559.86 feet (1330 MCM-Live storage) as on May 15. The outflow during the last 5 days was 73809 cusecs days (@ 14762 cusecs per day) and the inflows during the last 5 days had been 84147 cusecs days (@16829 cusecs per day). Normally, the Bhakra reservoir level on May 20 is targeted not to go below 1506 ft to keep some cushion for delayed monsoon.
Excess water to Punjab
The Centre has also clarified that as decided in the BBMB meeting of May 3, the technical committee constituted for the deciding water releases from the dam will provide this excess water to Punjab during the filling period of dams to fulfil any additional requirements. Hence, BBMB may take further decisions in this regard in the next TCM and board meeting.

New Delhi: Amid concerns about the revenue impact of the Centre's pro-middle-class 'Next Gen GST' with a proposed two-slab structure, government sources clarified that the Centre is an equal partner in revenue sharing with the states and that its proposal anticipates a revenue boost over time, driven by increased consumption. Under the current Goods and Services Tax (GST) framework, revenues are shared equally between the Centre and the states. Additionally, 41 per cent of the Centre's share of the divisible tax pool is allocated to states as per the Finance Commission's recommendations. "Centre has equal concerns over what is being collected and what will be collected in GST. As members of the GST Council, both are equal partners. In such a setup, is it fair to expect that the Government of India will sit as a donor to compensate states?" a government source said. Currently, Goods and Services Tax (GST) is a 4-tier structure with tax rates at 5 per cent, 12 per cent, 18 per cent, and 28 per cent. Food and essential items are either taxed at nil or a 5 per cent rate, and luxury and sin items are at 28 per cent. The 5 per cent slab accounts for 7 per cent of total GST revenues, while the 18 per cent slab accounts for 65 per cent. The 12 and 28 per cent slabs give 5 and 11 per cent share, respectively, in the GST kitty. The Centre has proposed to the Group of Ministers on GST rate rationalisation a 2-tier rate structure of 5 per cent and 18 per cent for 'merit' and 'standard' goods and services, and a 40 per cent rate for about 5-7 goods. The proposal entails doing away with the current 12 and 28 per cent tax slabs. Currently, states have exclusive taxation rights over land and petroleum products. Also, the Centre, under a special assistance scheme, is giving a 50-year interest-free loan for capital expenditure to states. Besides, the health and education cess and other cess collected by the Centre go towards funding state development and welfare needs through various central government schemes and initiatives. Compensation cess, which goes entirely to the states, accounts for a substantial chunk of the total cess collected by the Central Government. Another source said that calculations show that GST revenues will go up on a sustained basis once the new 2-tier slab is implemented. "Similar revenue concerns were expressed when the compensation cess period ended in June 2022. But GST revenues have improved over time, and the average tax buoyancy of states improved to 1.23 as against 0.65 pre-GST. With GST reforms proposed by the Centre, tax buoyancy will improve steadily," the second source said. The compensation cess mechanism was initially put in place for a 5-year period till June 30, 2022, to make up for the revenue loss suffered by states on account of GST implementation. GST had subsumed over a dozen local taxes and levies and was rolled out on July 1, 2017. The levy of compensation cess was later extended by 4 years till March 31, 2026, and the collection is being used to repay the loan that the centre had taken to compensate states for the GST revenue loss during the COVID period.

Presently, automobiles are taxed at 28 per cent, which is the highest GST slab. A compensation cess, ranging from 1 to 22 per cent, is levied on top of this rate, depending on the type of vehicle. The total tax incidence on cars, depending on engine capacity and length, ranges from 29 per cent for small petrol cars to 50 per cent for SUVs. Electric vehicles are taxed at a 5 per cent rate. The Centre's proposal entails moving 99 per cent of the goods in the current 12 per cent slab to 5 per cent, and 90 per cent of the goods and services in 28 per cent slab to the 18 per cent bracket. NEW DELHI: Prime Minister Narendra Modi on Monday chaired a high-level meeting with senior ministers, secretaries and economists to discuss the roadmap for 'next-generation reforms' and a revision of GST laws. Sharing a post on X, the Prime Minister said, 'Chaired a meeting to discuss the roadmap for Next-Generation Reforms.' 'We are committed to speedy reforms across all sectors, which will boost Ease of Living, Ease of Doing Business and prosperity,' he added. The meeting was attended by Union ministers Rajnath Singh, Amit Shah, Nitin Gadkari, Nirmala Sitharaman, Shivraj Singh Chouhan, Piyush Goyal and Lalan Singh. This high level meeting came after PM Modi's Independence Day address, where he promised a 'Diwali gift' in the form of GST reforms and a lighter tax burden. 'This Diwali, I am going to make it a double Diwali for you... Over the past eight years, we have undertaken a major reform in GST... We are bringing next-generation GST reforms. This will reduce the tax burden across the country,' he said, ensuring that these reforms directly benefit citizens and stimulate economic activity. Following his announcement, the Centre rolled out a draft blueprint for GST 2.0, proposing two primary tax slabs, 5% for essential items and 18% for most other goods, to simplify the system and ease compliance. Currently, the GST framework has five slabs—nil, 5%, 12%, 18% and 28%—with additional rates of 0.25% and 3% on precious metals. PM Modi also announced the formation of a Task Force for next-generation reforms, which will review existing laws, rules and procedures related to economic activities. The timing of these announcements is significant, as they come amid heightened trade tensions with the United States. US President Donald Trump slapped India with an additional 'penalty' tariff of 25% on all Indian imports, on top of the 25% duty already in place, citing India's continued purchase of Russian oil.
