BSP wants level playing field among digital banks, 'digital-centric banks

The Bangko Sentral ng Pilipinas (BSP) is working on establishing guidelines that seek to level the playing field among digital banks and 'digital-centric' conventional banks aimed to be released in the next few months, a top official said Tuesday.
According to BSP Deputy Governor Chuchi Fonacier, the BSP is now crafting the guidelines on the assessment of the level of digital centricity of thrift banks, rural banks, and cooperative banks.
'It aims to establish the indicators that will be considered in assessing the level of digital centricity of said banks, among others, to ensure proportionate application of said prudential requirements,' she said in her keynote speech during the Chamber of Thrift Banks Convention.
'This will be subject to a phased implementation of higher regulatory standards or requirements applicable to a digital bank, as determined by BSP. This approach promotes a level playing field and ensures consistent application of regulatory requirements and expectations between digital banks and digital-centric banks,' she added.
Sought for more details, Fonacier said there should be a level playing field among digital banks and thrift, rural, and cooperative banks that are digitally centric.
'We just want to provide a level playing field kasi di ba (because) there are digital banks, and there are also digital-centric conventional banks, meaning the business model is digitally centric,' she told reporters in Makati City.
'We need to level the playing field, that's why we also would require some more, let's say, capital from those doing that,' she added.
At present, the BSP allows up to 10 digital banks — defined as banks that offer financial products and services that are processed end-to-end through a digital platform and/or electronic channels with no physical branches — to operate in the country.
To qualify, banks must meet the minimum capitalization of P1 billion, and will have to follow all the fiduciary rules imposed on other bank categories.
It has so far granted licenses to six digital banks — GOTyme, Maya Bank, Overseas Filipino Bank (OFBank), Tonik Bank of Singapore, UNObank of Singapore, and UnionDigital of the Union Bank of the Philippines.
Two additional banks have also signified their intent to convert or enter as digital banks — one operating rural bank, and another European financial institution.
Fonacier on Tuesday said the BSP is also preparing guidance on the ethical use of artificial intelligence (AI) in the financial sector, also targeted to be released within the year.
'While AI is being embedded in the financial system, financial institutions should be alert when it comes to upholding data privacy, and confidentiality of data control,' she said.
'This will cover key areas such as ethical AI deployment, continuous improvement in AI's accuracy when making financial decisions, and rigorous management of algorithmic bias,' she added. — BAP, GMA Integrated News

The Bangko Sentral ng Pilipinas (BSP) has deemed that mobile payment providers Apple Pay and Google Pay do not qualify as operators of payment systems (OPS) in the country as they do not plan to hold funds for Filipino users, removing the need for prior registration. According to BSP Deputy Governor Mamerto Tangonan, discussions with the two firms found that both Apple Pay and Google Pay are only technology service providers, and will not have to register with the central bank as OPS. 'We deemed them not to be an OPS because their activity is not an OPS activity,' he said in a recent interview. 'Kung ganyan lang, kasi walang wallet, wala eh, hindi dumadaan sa kanila 'yung pera. Babasahin lang 'yung credentials, tapos walang contract between them and the merchants. OPS ka kung sa ibang countries, Apple Pay may account na nagho-hold ng funds, pero 'yung execution nila dito, walang ganon,' he added. Tangonan earlier said both firms are exploring offering their services to the Philippine market, but would have to first secure registration with the BSP as OPS. Discussions showed that they function only as third-party technology service providers. The renewed transatlantic cooperation on Ukraine comes as US President Donald Trump has expressed frustration with Moscow's ongoing attacks on its neighbor. Trump, who initially took a more conciliatory tone toward Russia as he tried to end the more than three-year war in Ukraine, has threatened to start imposing tariffs and other measures if Moscow shows no progress toward ending the conflict by August 8. The president said last month the US would supply weapons to Ukraine, paid for by European allies, but did not indicate how this would be done. NATO countries, Ukraine, and the United States are developing a new mechanism that will focus on getting US weapons to Ukraine from the Priority Ukraine Requirements List, known under the acronym PURL, the sources said. Ukraine would prioritize the weapons it needs in tranches of roughly $500 million, and NATO allies - coordinated by NATO Secretary General Mark Rutte - would then negotiate among themselves who would donate or pay for items on the list. Through this approach, NATO allies hope to provide $10 billion in arms for Ukraine, said a European official, speaking on condition of anonymity. It was unclear over what timeframe they hope to supply the arms. "That is the starting point, and it's an ambitious target that we're working towards. We're currently on that trajectory. We support the ambition. We need that sort of volume," the European official said. A senior NATO military official, also speaking on condition of anonymity, said the initiative was "a voluntary effort coordinated by NATO that all allies are encouraged to take part in". The official said the new scheme included a NATO holding account, where allies could deposit money for weapons for Ukraine, approved by NATO's top military commander. NATO headquarters in Brussels declined to comment. The White House, Pentagon, and Ukrainian embassy in Washington did not respond to requests for comment. Russian forces are gradually advancing against Ukraine, and control one-fifth of Ukraine's territory. Faster arms restocking If a NATO country decides to donate weapons to Ukraine, the mechanism would allow that country to effectively bypass lengthy US arms sales procedures to replenish its own stocks, said one US official, speaking on condition of anonymity. Money for the arms would be transferred into a US-held account, possibly at the US Treasury Department, or to an escrow fund, although the exact structure remains unclear, the official said. The new mechanism would be in addition to the United States' own effort to identify arms from US stockpiles to send to Ukraine under the Presidential Drawdown Authority, which allows the US president to draw from current weapons stocks to help allies in an emergency. At least one tranche of weapons for Ukraine is currently being negotiated under the new mechanism, two sources said, though it was unclear if any money has yet been transferred. Trump's fellow Republicans in Congress have introduced legislation, known as the PEACE Act, that aims to create a fund at the US Treasury in which allies can deposit money that would pay to replenish US military equipment donated to Ukraine. Ukraine's needs remain consistent with previous months - air defenses, interceptors, systems, rockets, and artillery. The last statement of need from Ukraine came in a July 21 video conference of the country's allies, known as the Ramstein group, now led by Britain and Germany. —Reuters

The Bangko Sentral ng Pilipinas (BSP) said Friday it is doing a comprehensive review of its economic data gathering and surveillance methodology to make its monetary policy stance and actions more responsive and timely. At a press chat in Manila, BSP Deputy Governor for Monetary and Economics Sector Zeno Abenoja told reporters that the central bank is recalibrating its surveys —such as the quarterly Consumer Expectation Survey (CES) and Business Expectation Survey (BES) — this year to integrate 'soft data' or 'granular details that can help us understand the hard data that we get.' Soft data, Abenoja said, include 'sentiment analysis on what people think… what prices will be over the near term, analysis on what could be driving their sentiment on inflation.' 'The consumer expectations and the business expectations survey, we think it will continue to be part of our core set of surveys on sentiment by the households and the businesses. We are reviewing it. We are reviewing the instruments. It's part of the regular review of the instrument. We want to improve the ease of filling up or getting more information. So we want it to be more streamlined while not sacrificing the information that we are able to gather,' the BSP official said. 'We are also reviewing the content itself if it is still relevant or if we need to add a few more questions on that,' he added. The CES and BES capture the outlook and sentiment of consumers and the business sector on the country's economic condition, providing the central bank data on both consumption and business activities to guide its conduct of monetary actions. 'So we're trying to improve a lot of things at the central bank including our ability to monitor what's happening on the ground real time and what it means going forward. It is important for several reasons. One, we want to make whatever policy recommendation we give to the Monetary Board be based on more solid information, more current information. At the same time we want to do more early warning exercises. So we can anticipate possible scenarios that could influence developments and of course impact our policy stance,' Abenoja said. Monetary policy or interest rates are among the tools used by central banks to stabilize inflation through controlling money supply by raising borrowing costs. For example, the BSP sets the overnight reverse repurchase rate or the key policy rate, in which the central bank borrows from banks to maintain price stability.
