Gobind: Malaysia in final stages of National AI Action Plan, to ensure transparency, privacy, and accountability

KUALA LUMPUR, Aug 20 — Digital Minister Gobind Singh Deo today said Malaysia is in the final stages of finalising the National Artificial Intelligence (AI) Action Plan, which aims to establish a clear governance framework while balancing security and privacy concerns.
He said the plan is built on three core principles which are ensuring AI accountability and transparency, embedding privacy and security from the design stage, and maintaining human oversight to prevent errors.
'The first is transparency and accountability, ensuring that all AI models are auditable and clearly identify who is responsible in cases of misuse or breaches,' he told the Dewan Rakyat here.
'The second principle is privacy and security-by-design, mandating that personal data protection and system security are embedded from the algorithm and system design stage, rather than being added as an afterthought.
'The third is human-in-the-loop control, recognising that AI cannot yet operate autonomously, and human oversight is necessary to prevent critical errors, discrimination, and bias,' he added,
Gobind was responding to a question from Sri Aman MP Datuk Seri Doris Sophia Anak Brodi who asked about how Malaysia ensures AI in cybersecurity adheres to ethical and privacy principles while balancing security and individual freedom.
He also said the plan is developed collaboratively, considering existing and ongoing government initiatives, including the Personal Data Protection Act 2010 (Act 709) and the Cybersecurity Act 2024 (Act 854).
Addressing Doris Sophia's supplementary question on control mechanisms or 'kill switch' measures for cybersecurity AI, Gobind said Malaysia is preparing for emerging technological challenges by establishing structures to identify and mitigate risks.
He said the government is establishing structures to identify and address emerging AI risks, monitor technological developments, enforce existing laws through the National AI Office and Data Committee, and implement the Digital Trust and Data Safety Strategy planned for 2026–2030.

He stated mainstream media upholds strict journalistic ethics and integrity standards. We are seeing a trend where many netizens believe everything they see online, Fahmi told the Dewan Rakyat. He explained some individuals even fall victim to sophisticated scams involving artificial intelligence like deepfakes. For instance, some believed claims of a cable car service in Perak, the minister revealed. He also cited the widely circulated false allegation that Zara Qairina died after being put into a washing machine. Fahmi described another case involving a so-called pathologist on TikTok livestreams claiming to be an expert. Checks with the Health Ministry revealed he was not a doctor, Fahmi informed the house. He added authorities confirmed the individual had a known history of scams. Fahmi further noted the Sabah Journalist Association criticised influencers swarming a press conference. These influencers behaved as if they were professional reporters at the event concerning Zara Qairina's death. They asked questions, but their intention was to create content for personal gain, he asserted. Fahmi pointed out that viral views generate significant financial returns for these creators. He lamented that integrity and factual verification were completely ignored in the process. To counter this issue, Fahmi announced a mobilisation of government communication channels. The Information Department, Bernama, and the Broadcasting Department will produce public education content. This initiative aims to help the public understand that not everything on social media is true. On a separate matter, Fahmi addressed the case of five teenagers charged in Kota Kinabalu. He stressed their identities are protected under Section 15 of the Child Act 2001. This is not due to any directive but is required under existing law, Fahmi clarified. Any case involving children under 18 automatically falls under the Child Act, he concluded. (EPA Images pic) BEIJING : Chinese internet giant Baidu recorded a slight drop in quarterly revenue today, dragged down by a persistent slump in domestic spending as its push into artificial intelligence (AI) accelerates. Beijing-based Baidu, the operator of China's top search engine, generates a significant proportion of its revenue from online ads, making its performance highly susceptible to fluctuations in the country's spending patterns. The firm achieved revenue of ¥32.7 billion (US$4.56 billion) during the second quarter (Q2) of 2025, down 4% year-on-year, according to a statement to the Hong Kong Stock Exchange. Revenue from online marketing during the period was down 15% year-on-year to ¥16.2 billion, the statement showed. China is facing an uncertain economic outlook as cautious consumers navigate a years-long downturn in the property market, high unemployment and trade tensions with Washington. Retail sales – a key gauge of consumer demand in China – grew at a slower rate in July than expected, official data showed on Friday. Following years of tight regulation of the vast Chinese tech sector, Beijing is hoping that recent advancements in AI will provide the spark needed to jumpstart the domestic economy. Baidu also said today that its net profit during Q2 was ¥7.3 billion – a 33% jump year-on-year but down 5% from the previous quarter. The company has invested heavily in AI, placing it in an increasingly competitive race alongside China's other tech giants Tencent, Alibaba and ByteDance. It has also sought to advance its autonomous 'robotaxi' services abroad. Baidu and Lyft announced plans this month to launch robotaxis on the rideshare app in Germany and Britain in 2026, pending regulatory approval. The firm said in a joint statement with Uber in July that it plans to offer driverless cars on the Lyft competitor's app in Asia and the Middle East this year.
