The Lok Sabha was on Monday adjourned till 2 pm due to vociferous protests by opposition parties demanding a discussion on the Special Intensive Revision (SIR) of Bihar electoral rolls and other issues.
When the House met at 11 am after the weekend break, opposition MPs, including those from the Congress, were on their feet, raising slogans and holding placards.
Initially, Speaker Om Birla tried to continue the business of the House -- Question Hour -- by allowing members to ask questions related to the Ministry of Environment and Forests amid the din.
After about 10 minutes, Birla said the opposition members have been "systematically disrupting" the proceedings of the House for 14 days with their protests.
"This is against the rules and regulations and against the democratic process. People elected you as their representatives to raise their issues and to fulfil their hopes and aspirations, but you are only protesting," he said.
"People of the country are watching you," he said and adjourned the House till 2 pm.
The opposition has been demanding a discussion on the SIR exercise initiated by the Election Commission ahead of the Bihar assembly elections due later this year.
Barring discussions on Operation Sindoor in both Houses, Parliament has seen little business ever since the Monsoon session began on July 21 due to repeated adjournments initially due to the opposition's demand for a discussion on Operation Sindoor and then for a discussion on SIR. Rajya Sabha was also adjourned till post-lunch session within minutes of start of proceedings, as Opposition MPs continued to raise the alleged irregularities in the Special Intensive Revision (SIR) of electoral rolls in Bihar.
Soon after listed officials papers were laid on the table of the House, slogan shouting Opposition MPs moved into aisles and the well of the House, leading to adjournment of proceedings till 2 pm.
Deputy Chairman Harivansh rejected 29 notices that invoked Rule 267, which allows suspension of listed business to discuss matters being raised by them.
As Opposition MPs shouted slogans over what they allege as 'vote chori' (electoral theft) being done through SIR, Harivansh asked listed Zero Hour, where matters of public importance are raised by members, to be taken up.
With Opposition MPs unrelenting, Harivansh adjourned the proceedings till 2 pm.

The Bill, introduced in the Lok Sabha, also incorporates changes in the scheme of block assessment with regard to Income Tax search cases, and to provide for certain direct tax benefits to public investment funds of Saudi Arabia. The Taxation Laws (Amendment) Bill, 2025, seeks to amend the Income-tax Act, 1961 and also to amend the Finance Act, 2025. The government in July announced that all tax benefits available under the New Pension Scheme (NPS) shall apply to the Unified Pension Scheme (UPS), which was implemented from April 1, 2025.

Jaipur: RajasthanChief Minister Bhajan Lal Sharma and Union Agriculture Minister Shivraj Singh Chouhan, on Monday, released Rs 3,200 crore as insurance claim amount to farmers under the Pradhan Mantri Fasal Bima Yojana (PMFBY) The amount was transferred directly to the bank accounts of more than 30 lakh farmers across several states, including Madhya Pradesh, Rajasthan, and Chhattisgarh, during a ceremony held at the Jhunjhunu airstrip. The event began with a special welcome for the dignitaries, where CM Sharma and Union Minister Chouhan were presented bouquets made from millets. By pressing a button, the Chief Minister and Union Agriculture Minister initiated the Direct Benefit Transfer (DBT) for the first installment of insurance claims for the Rabi 2024-25 and Kharif 2024 seasons. Symbolic cheques were also distributed to beneficiaries of various schemes. Union Minister Chouhan announced that crop insurance claims worth Rs 3,200 crore were being disbursed to farmers nationwide from Jhunjhunu, providing much-needed relief to PMFBY beneficiaries. Since the formation of the state government till July 2025, Rajasthan alone has paid crop insurance claims worth Rs 3,912.53 crore to 148 lakh eligible policyholder farmers. Addressing the gathering, CM Sharma said that more than Rs 1,200 crore had been distributed for farmers in the state. Calling them the 'soul, pride, and honor' of the nation, the Chief Minister accused the previous Congress government of neglecting the welfare of farmers in the state. He alleged that Congress used the slogan 'Garibi Hatao' only for votes and failed to fulfill promises such as bringing Yamuna water to the region. The Chief Minister said that under Prime Minister Narendra Modi's leadership, an agreement with Haryana for Yamuna water had been signed, with a Detailed Project Report (DPR) underway and a task force formed. 'In the coming time, the people of Shekhawati will definitely get Yamuna water,' he added. On this occasion, under the State-wise Crop Insurance Distribution, farmers in Madhya Pradesh received Rs 1,156 crore, Rajasthan Rs 1,121 crore, Chhattisgarh Rs 150 crore and other states had a share of Rs 773 crore. State Agriculture Minister Kirori Lal Meena has said that the state government had taken strict action against the sale of fake fertilisers and seeds, seizing large quantities and registering multiple FIRs.

Chandigarh: With floods wreaking havoc in some parts of Punjab, Leader of the Opposition Partap Singh Bajwa on Monday slammed the Aam Aadmi Party government, holding it responsible for the unfolding crisis due to what he described as 'sheer administrative negligence'. Congress leader Bajwa highlighted that torrential rains in the hilly regions, coupled with the release of excess water from dams, have inundated thousands of acres of farmland in Kapurthala district. Similarly, water released from the Pong Dam has severely impacted farmers across nearly three dozen villages in the Mukerian subdivision. Tarn Taran district is facing a similar grim situation, with rising water levels threatening lives, homes, and crops, he said. The seasonal Ghaggar has turned destructive as the rainfall was heavy in this monsoon. Citing a media report, Bajwa pointed out that over a dozen locations along the Sutlej, the Beas, and the Ravi rivers are prone to flooding every monsoon. Yet, year after year, these known vulnerabilities remain unaddressed. This, he asserted, reflects a glaring failure in administrative planning, engineering preparedness, and interstate coordination. Experts have consistently blamed poor maintenance of flood-control systems, political friction with Haryana, and outdated disaster management infrastructure for the recurring devastation. 'The AAP government has clearly failed to learn from the 2023 floods, which caused widespread destruction across the state. It has not taken even the most basic measures, such as clearing drainage systems or reinforcing embankments to mitigate future risks,' Bajwa said in a statement.
