
ICMA conducts SWOT analysis of Islamic banking sector
According to the State Bank of Pakistan (SBP) data for September 2024, Islamic banking assets grew by 17.4% year-on-year to Rs. 9,881 billion. Deposits increased by 23.3% to Rs. 7,596 billion, net financing rose by 7.5% to Rs. 3,252 billion, and investments grew by 22.3% to Rs. 4,803 billion. Islamic banking now represents 19% of the total banking industry's assets and 23.2% of deposits.
Islamic banks have shown greater resilience during economic downturns due to their asset-backed financing model, which provides more stability compared to interest-based conventional banks. A landmark achievement was the Rs. 50 billion (USD 170 million) raised by Lucky Investments Limited in a single day through the IPO of its Lucky Islamic Money Market Fund — the largest Shariah-compliant mutual fund launch in Pakistan's history.
Key Islamic banks such as Meezan Bank, Al Baraka Bank, Faysal Bank, and BankIslami are expanding their branch networks and customer base across the country. These banks enjoy strong public trust by offering a diverse range of Shariah-compliant financial products.
Despite these strengths, the sector faces challenges including a shortage of trained Shariah scholars and Islamic finance professionals, limited public awareness and financial literacy, and gaps in legal and regulatory frameworks for full Shariah implementation. Additionally, product innovation and technology adoption lag behind conventional banks, and Islamic banking penetration remains low in rural areas and among small businesses.
Looking forward, Pakistan's Islamic banking sector has strong growth opportunities. The government's goal of fully Islamizing the banking sector by 2027 will open new markets. Emerging areas such as Islamic fintech, Takaful (Islamic insurance), and Sukuk (Islamic bonds), combined with rising global demand for ethical finance, will support this growth. Strategic partnerships and investments from Gulf and Southeast Asian economies, along with government incentives for Islamic finance development, add further momentum.
However, the sector must navigate threats such as competition from conventional banks offering Islamic windows, potential delays in legal reforms, macroeconomic instability, and global financial regulations that may not align with Islamic banking principles. There is also the risk of reputational damage if Shariah compliance or governance standards are not rigorously maintained.
ICMA stresses that addressing these challenges through stronger regulation, enhanced public education, and faster technological innovation will help Pakistan's Islamic banking sector reach its target of a 30% market share by 2025. This growth is essential to promote financial inclusion and support Pakistan's overall economic development.

PSX swings on monetary policy speculation
After a positive start, selling pressure was observed at the Pakistan Stock Exchange (PSX) on Wednesday, amid unconfirmed reports that the State Bank of Pakistan (SBP) is expected to keep the policy rate unchanged in the upcoming Monetary Policy Committee (MPC) to be announced later in the day. At 2:45pm, the benchmark KSE-100 Index was hovering at 137,833.93 level, a decrease of 130.88 points or 0.09%. The MPC of the State Bank of Pakistan (SBP) will meet today (Wednesday) for deliberation on the key economic issues to decide on the Monetary Policy. In the previous meeting held on June 16, 2025, the Committee kept the policy rate unchanged at 11%, as inflation was expected to trend up in the coming months. Most market analysts anticipate a rate cut of 50 to 100 basis points, citing a current account surplus and a rise in foreign exchange reserves. On Tuesday, the PSX experienced a volatile session, as early bullish momentum gave way to heavy selling pressure, pulling key indices deep into negative territory by the close. The benchmark KSE-100 Index closed at 137,964.82 points, marking a sharp decline of 1,415.24 points or 1.02%. Globally, Asian stocks rose modestly on Wednesday, with investors cautious after trade talks between the US and China ended without any substantive agreement and ahead of the Federal Reserve's policy announcement. MSCI's broadest index of Asia-Pacific shares outside Japan was up 0.3%, led by gains for Taiwanese stocks, after US stocks ended the previous session with mild losses as traders braced for a slew of corporate earnings. Australian shares were up 0.7%, while Japan's Nikkei stock index slid 0.03%, and Hong Kong's Hang Seng Index skidded 0.4%. The euro edged up from a one-month low, rising 0.2% to $1.1564, as markets weighed the EU's trade deal with the Trump administration. Traders are preparing for several central bank decisions, key economic reports and corporate earnings during the next few days, culminating in US President Donald Trump's August 1 tariff deadline. The Federal Reserve is expected to leave interest rates unchanged at its policy meeting later on Wednesday, though it could see a rare dissent by some central bank officials in favour of lower borrowing costs. Currency stability: tight leash, loose logic?
After a calm of about two years, authorities in the twin cities are once again trying to bring stability to the currency market. Several meetings have been held over the past few days – the first with exchange companies, the second with bank presidents in the presence of the SBP Governor and Finance Minister, followed by operational-level engagements that also included grey market players. The objective is simple: stop the currency from depreciating. The general sentiment among bankers is that authorities believe the fair value of the PKR/USD is 250, and they are concerned about the recent depreciation. The aim is to address the issue administratively and encourage banks to play an active role in maintaining currency market stability. In September 2023, when there was widespread panic and the interbank PKR/USD rate touched 307 while the open market rate hovered around 330, authorities cracked down on smuggling and hundi-hawala networks. The danda worked then, and within a few weeks, the PKR/USD fell below 280—hovering around similar levels since. Banks were instructed to establish their own exchange companies, while licenses of dubious firms were cancelled, and the grey market nearly vanished. Consequently, inflows into the interbank market improved, and SBP began buying dollars—reportedly $12–14 billion over the last eighteen months. Banks were asked to manage outflows (import payments) through their own inflows (exports and remittances). SBP continued buying from surplus banks and, in most cases, did not allow deficit banks to purchase from the interbank market. Lately, however, a partial revival in economic demand—due in part to interest rates being slashed by half—has led to rising imports and, broadly, increased foreign currency demand in the interbank market. Meanwhile, growth in home remittances (up from $27.3 billion in FY23 to $38.3 billion in FY25) is tapering off. In addition to administrative efforts to curb money laundering, a fiscal subsidy (shared between banks and remitting partners) also contributed to enhanced flows through formal channels. But its continuation in FY26 is unclear—no allocation has been budgeted. Inflows dropped significantly in July, even as imports rose, resulting in a supply shortage. With the currency moving at a snail's pace, banks began settling import payments (including for oil) at a premium to the interbank rate. This caused open market rates to drift upward—reaching close to 290 last week. That prompted authorities to intervene. However, there is no foul play this time, nor is there panic in the market. Hence, little can be achieved through these meetings. What is required is the supply of foreign currency through external debt or foreign direct investment. The alternative is to contain imports via policy tools (such as higher interest rates) and pressure banks to tighten L/C openings. But that cannot happen if the goal is to revive growth and employment. You cannot have your cake and eat it too. Over the past two years, economic strangulation allowed SBP to buy dollars and rebuild reserves. Revival, however, will only occur if SBP supports the interbank market and allows it to function independently. At the same time, reserves should continue to build—and for that, authorities must work to attract foreign investment and debt inflows.

Central bank likely to reduce rate by 50 bps

Photo: file Listen to article Pakistan's central bank is expected to cut its key interest rate by 50 basis points to 10.5% on Wednesday, a Reuters' poll showed, with a unanimous forecast for further easing as inflation slows and external balances improve. All 14 analysts surveyed expect the State Bank of Pakistan (SBP) to cut rates, of which nine project a 50-basis-point (bps) cut – also the median forecast – while four see a deeper 100bps reduction and one a 25bps cut. Consumer price inflation stood at 3.2% in June, while average inflation for fiscal year ended June 30 fell to a nine-year low of 4.49%, from 23.4% the year before. With real rates firmly positive, most analysts expect easing to continue, backed by stabilising indicators and high government borrowing costs. Arif Habib Limited Head of Research Sana Tawfik said slowing inflation and an improved external account give the SBP room to cut, but warned that rising imports and currency pressure called for a cautious, data-driven approach. Reserves, supported by International Monetary Fund (IMF) inflows under a $7 billion programme and bilateral financing, have grown to more than $14 billion. Renewed rupee pressure triggered a security-led crackdown on informal dollar trade, underscoring the government's push to stabilise the exchange rate as the central bank considers further easing. The SBP began cutting rates from a record 22% in June 2024 before pausing in March after 10 percentage points of easing. It then cut by a further 100 bps in May but held again in June as Iran-Israel tensions escalated. Earlier this month, SBP Governor Jameel Ahmad told the Reuters' NEXT Asia summit that the central bank would maintain a 'tight' stance to stabilise inflation within its 5-7% target, adding that its policy was already affecting both inflation and the external account. S&P Global Market Intelligence Senior Economist Ahmed Mobeen said the SBP is likely to cut rates further but may adopt a more "cautious" pace in the second half of the year due to rising import demand and global commodity risks.
