Based on his delusions, he asks you to follow them, and the entire quest hinges on whether to validate Glarthir's delusion or to dismantle them. But wait, none of them are actually guilty. Tell the truth or lie to Glarthir
If you lie and accuse the 3 stalkers, Glarthir will pay you to murder them. Alternatively, if you expose the targets to be innocent, it will drive Glarthir into a race. It will force you to kill him. However, the chaos will still not stop.
The moral dilemma will test you whether you must exploit Glarthir's madness or try to reason with him. In either case, the situation will spiral out of control.
Report Glarthir to guards
To report him to the guard will trigger the instant execution— leading to a peaceful end to the quest (except for Glarthir) and you earning fame points. But to refuse to help Glarthir altogether will lead you to see him axe Bernadette before the guards can retaliate.
Alternatively, telling the Surilie brothers about Glarthir, too, will lead them to take justice into their own hands. However, it will come without the Fame reward. The path can be ideal for the players who wish to avoid bloodshed.
Embracing Glarthir's madness
If you agree to murder the accused, 1,000 gold will be paid to you by Glarthir to murder the targets. It's a path that will lock you into the favor of the Dark Brotherhood. Also, the targets can be killed either stealthily or in the broad daylight. The guards will intervene if you are spotted, though.
If you refuse what Glarthir asks of you, he will take things into his hands and often die in the process. Either way, someone will end up dead.
