Good governance for vibrant capital markets: towards a market-centric dynamic index
Building on this foundation, SGTI 2025 further expands this framework by incorporating additional sustainability disclosures, including climate reporting.
SGTI 2025 had a mean score of 70.9 points out of a maximum achievable score of 143 points. The base score covers five dimensions: Board Responsibilities (35 points), Rights of Shareholders (10 points), ESG and Stakeholders (20 points), Accountability and Audit (10 points), and Disclosure and Transparency (25 points). The final score is derived from the base score and an adjustment for bonuses and penalties. (See also box titled 'How scoring for the Index is done').
Companies show the strongest performance in disclosures relating to shareholder rights (mean normalised score of 87 per cent), followed by sustainability-related matters and accountability and audit (both having a mean normalised score of 68 per cent). (See below.)
Companies could further improve their sustainability reporting by advancing their sustainability targets beyond the short term. Targets are one of the primary components required of sustainability reports and, according to SGX Practice Note 7.6, should be considered for the short-, medium- and long-term.

But only two-thirds of companies disclose such targets for the mid- to long-term. Short-term targets are important and necessary because they show that companies are taking specific, concrete actions towards sustainability. This enables them to make some immediate progress, which in turn can help to strengthen investor confidence.
However, longer-term targets are equally important, allowing companies to address more complex sustainability issues. Such targets facilitate a more strategic approach to sustainability, integrating it with long-term business growth and risk-management strategies.
This helps to demonstrate companies' ongoing commitment to sustainability and can help them to avoid accusations of greenwashing. (See below.)
Another area in which companies could improve their sustainable corporate governance is in their climate reporting. Again, over 80 per cent of companies identify climate change as a material issue and disclose their processes for identifying and assessing climate-related risks.
Fewer companies go further to report how they are managing their climate-related risks and opportunities. Transparency in climate reporting means not only identifying risks, but also explaining how those risks are being addressed, and how opportunities are being leveraged.
Limited disclosures may hinder investors and other stakeholders from gaining the comprehensive understanding needed for assessing how effectively the company is addressing climate-related risks, opportunities and evolving standards.
Value measures for market-centric assessment
The national initiative to revitalise Singapore's equities market has gained significant attention. A recent review of it led to the announcement of several measures aimed at enhancing trading liquidity. Among these was the intention to move Singapore to a more disclosure-based regime. This requires key stakeholders to actively assume their roles and responsibilities. For issuers, this includes upholding and strengthening corporate governance, and giving renewed attention to shareholder value creation.
The next phase of SGTI will take these two priorities as a starting point. On the one hand, assessment of corporate governance disclosures and practices will continue to be the mainstay of the index.
On the other, we propose adding a new dimension, reflecting the fact that creating value for shareholders is a fundamental objective of corporate governance.
Specifically, we propose including value-related indicators based on financial statements or stock-related data, either separately or in combination. Some of these could include return on equity, net profit margin, leverage, price-earnings ratio, price-to-book ratio or the enterprise multiple (enterprise value / earnings before interest, taxes, depreciation and amortisation). Indicators based on specific aspects such as dividend yield could also be included. These value measures would account for 25 per cent of the total SGTI score, with disclosure-based assessment making up the remaining 75 per cent.
Assessment for Reits and business trusts would follow a similar framework, although they would continue to have additional coverage of trust-specific items (structure, leverage, interested-person transactions, competency of Reit manager or trustee-manager, and emoluments).
By incorporating company performance on market-related indicators, SGTI would have the potential to uncover value stocks that possess both good governance and market-related performance metrics. Since SGTI assesses all issuers, it could also support the broader efforts to place greater focus on small- and mid-cap companies.
Beyond ESG to EESG
This also allows for a wider consideration of sustainability, going beyond ESG to EESG, where the first 'E' refers to economics. Much of sustainability has focused on ESG factors.
However, economics is also a key dimension, because corporate sustainability requires financial viability. Also, shareholders are a company's primary stakeholder group. A more market-oriented assessment would better assess the degree to which their interests are being upheld, not just by evaluating transparency and disclosures, but also by considering financial outcomes.

How scoring for the Index is done
SGTI is a unified framework comprising two separate categories, namely the General Category and the Reit and Business Trust Category. These categories are distinct and are not to be compared directly with each other.
For the General Category, the SGTI score has two components: the base score and the adjustment for bonuses and penalties.
The base score for companies contains five sections ('BREAD'): Board responsibilities [35 points];
Rights of shareholders [10 points];
ESG and stakeholders [20 points];
Accountability and audit [10 points]; and
Disclosure and transparency [25 points].
The aggregate of bonuses and penalties is incorporated into the base score to arrive at the company's SGTI total score.
In the Reit and Business Trust Category, the companies are evaluated on a similar set of criteria, but with added coverage on the unique nature of their operations.
The base score for Reits and business trusts includes items in the base score for the SGTI (converted to 75 points), as well as trust-specific items for Reits and business trusts (25 points).
These cover five aspects ('SLICE'): Structure;
Leverage;
Interested-person transactions;
Competency of the Reit manager/trustee-manager; and
Emoluments.
SGTI 2025 covers 467 Singapore-listed companies in the General Category and 42 Reits and business trusts which released their annual reports by May 31, 2025.
The sources of information for SGTI assessment included annual reports, sustainability reports, Web sites and announcements on SGXNet. Announcements made on SGXNet and media coverage between Jan 1, 2023 and Apr 30, 2025 were used to update the scores.
The SGTI assessment was conducted independently with an in-house research team at the Centre for Government and Sustainability (CGS) and guidance from an external advisory panel.

‘Ulu' no more: What to know about the rejuvenation of Woodlands, Kranji and Sembawang
[SINGAPORE] Singapore's northern region is set to be rejuvenated into a vibrant precinct with business and industrial districts alongside nature, housing and transport amenities. Prime Minister Lawrence Wong at the National Day Rally on Sunday (Aug 17) elaborated on plans of the Urban Redevelopment Authority (URA) to redevelop Singapore's northern areas of Woodlands, Kranji and Sembawang – which some consider to be 'remote' or 'ulu'. He spoke about the URA Draft Master Plan 2025 – released in June – which outlines land use plans for the next 10 to 15 years. Here is what to know about the URA's plan for Singapore's northern neighbourhoods: Woodlands: Northern gateway to Malaysia Woodlands, which houses the Woodlands Regional Centre, will provide a northern gateway to Malaysia – with connectivity to be enhanced between the economic hub and parts of Singapore and Johor Bahru. Noting that the growth potential offered by the Johor-Singapore Special Economic Zone (JS-SEZ) can be maximised with improved cross-border connectivity, PM Wong reiterated plans for the expansion of Woodlands Checkpoint, which have been previously announced . The checkpoint's redevelopment is set to take place in phases over the next decade or so, with the first phase expected to be fully operational from 2032. Sign Up Sign Up The expanded Woodlands Checkpoint would be five times bigger than its current size, reducing average travel times for motor vehicles, shortening waiting times and easing traffic congestion. The first phase of redevelopment works will extend the Old Woodlands Town Centre and build 21 bidirectional cargo lanes and 78 arrival car lanes – boosting cargo clearance capacity by 30 per cent and arrival car clearance capacity by 95 per cent. Land around the centre has been acquired for the project, with plans to reclaim more. The 78 arrival car lanes may be converted to 156 arrival motorcycle lanes, providing flexibility to manage traffic during peak periods. The Bukit Timah Expressway (BKE) will be lengthened to create a direct route for vehicles exiting Woodlands Checkpoint to ease traffic congestion, while surrounding road networks will also be upgraded to improve traffic flow. Construction at Old Woodlands Town Centre and the BKE extension are expected to be completed progressively from 2028. Subsequently, the old Woodlands Checkpoint will be demolished, redeveloped, and integrated with the redeveloped Old Woodlands Town Centre, which is to be fully operational from 2032. Woodlands will be the location of the Singapore station of the upcoming Johor Bahru-Singapore Rapid Transit System (RTS) Link. Set to begin passenger service by December 2026 , it will be directly connected to Woodlands North MRT station on the Thomson-East Coast Line. This will make cross-border travel more convenient with connectivity between the RTS and the MRT. Passengers will be able to clear both Singapore's and Malaysia's customs upon departure. A new multi-modal transport hub in Woodlands will connect the RTS Link to MRT and bus services. It is expected to be completed in the mid-2030s. As part of a 7-hectare integrated development designated for 'business-white' use, the hub will have office, industrial and retail spaces for businesses and the community. 'Business-white' zones allow industrial developments to have a greater proportion of non-industrial uses. The URA said that complementary developments like co-working spaces, alongside hotels and housing, may be considered as well. Flexible industrial spaces will be built around the RTS Link station to support businesses taking advantage of the JS-SEZ. There are also plans to build new homes, including 4,000 flats near Admiralty Park and more homes along Woodlands waterfront. The Gali Batu site in Woodlands is being studied for potential construction aggregate storage, as the government is exploring underground developments as part of efforts to optimise land use and free up surface land. Kranji: New housing estate around nature The former Kranji racecourse presents a 'rare opportunity for major transformation', as it has the key ingredients to be developed for housing, such as good connectivity, ample space and nature, said PM Wong. Comprising some 130 hectares or around 200 football fields, the former Kranji racecourse will site a new public housing estate with some 14,000 new public and private homes. Set to be ready in around 10 years, the estate will combine urban living with nature and will be supported by new amenities – including a new neighbourhood centre that will be built near Kranji MRT station. As the industrial estate of Sungei Kadut is progressively rejuvenated to better meet industrial needs of the future, the area will get a new MRT station and interchange that will improve connectivity to the Kranji Area. Slated to open in 2035, the interchange will link the North-South and Downtown MRT lines and will be one stop away from the existing Kranji MRT station. Sungei Kadut will be upgraded into a place for emerging industries such as agri-tech, environmental technology and built environment – with four new precincts to make up the Sungei Kadut Eco-District, according to URA's and JTC's websites. The former Kranji racecourse site will also be surrounded by green spaces, such as a new nature park. These include the Mandai Wildlife Reserve, the Rail Corridor and the Sungei Mandai waterway, as well as upcoming spaces set to open in 2028 – the Mandai Mangrove and Mudflat Nature Park. Sembawang: Vibrant waterfront with maritime heritage preserved The Sembawang Shipyard – a former British naval base before its conversion into a shipyard that opened in 1971 – will be transformed into a vibrant waterfront destination that incorporates its maritime heritage. The coastal area, which is around three times the size of Ang Mo Kio Town Centre, will feature housing and a promenade with dining, shopping and community spaces. The shipyard's 'rich maritime character' will be preserved, including its dry dock – which was the largest globally when it opened in 1938, measuring 305 metres long and 40 m wide, the size of around 10 Olympic swimming pools. This could be converted into a space for sports, concerts, performances, events or social gatherings. Former naval workshops and other similar buildings with high-ceilinged spaces could be suitable as spaces for media production, start-ups, artists, a mall and co-working spaces, the URA's website indicated. The former Sembawang Fire Station at the shipyard's entrance, which closed in 2005, may be transformed into a community and lifestyle hub, according to URA's website. Its Art Deco-Modern building is known for its prominent tower where fire hoses once hung. The URA is collaborating with the Singapore Institute of Architects and the Singapore Institute of Planners for the shipyard's redevelopment.

Succession with purpose
[SINGAPORE] In January 2021, I began thinking more seriously about my firm's succession plan. Providend has been operating for almost a quarter of a century, and the founding team is now in our mid-fifties and some early sixties. It was time to put in place both an ownership and leadership succession plan as soon as practicable. This was not only good for the outgoing leadership team and owners, but also for our staff, and most importantly, for our clients who trust us to be there for them over the long haul. Learning from other markets I started researching succession planning practices in more established wealth advisory markets such as the United States and Australia. I flew to these countries to learn from conferences and spoke with countless firm owners about how they approached succession. I discovered that many ended up with mergers and acquisitions (M&A) as their chosen path. While that approach may have worked for them, I was not convinced it was the right path for us. Why not? To answer that, I need to go back to the early days of Providend. Why we exist Before the early 2000s, most financial planners in Singapore came from insurance companies, banks, or stockbroking firms – back then the term 'financial adviser' didn't exist because the Financial Adviser Act only came into effect on 1 October 2002. When we started Providend in 2001, we wanted to be different. To be a light in the financial world, a shining example of what it means to owe a duty of care to clients. To demonstrate what professional wealth advisory work should look like and operate accordingly. We modelled our ambitions on the Big Four accounting firms and the most respected legal practices worldwide. Our work was to be anchored in advice, not in selling products. We wanted to change how people saw wealth advisers: not as salespeople peddling investments and insurance, but as trusted professionals providing comprehensive wealth advice that enables clients to achieve their ikigai – their reason for being. These were, and still are, our purpose. The culture we built For more than two decades, we toiled tirelessly to build a firm rooted deeply in advisory excellence and ethics. The founding team made real financial sacrifices to make this happen. We built a culture that safeguards these values, so they would be passed down no matter how large we grew. This is why I doubted that selling to a big private equity firm or a large financial institution would allow us to preserve our culture, aspirations, and purpose – the very reasons Providend exists. Even with the best promises from a buyer, who could guarantee that they would truly understand, let alone uphold, our DNA? So, we decided to do succession our way. Leadership-first approach I decided to focus first on leadership succession and, as much as possible, enable future leaders to be the owners of the firm. I also believed the next chief executive of Providend must have advisory roots in the firm, not just managerial competence. Five years ago, we openly identified our second generation of leaders – the 'G2.' I also began thinking about who our 'G3' might be in time. We gave G2 leaders significant responsibilities and projects, and offered them an Employee Share Purchase Plan. Every one subscribed, becoming shareholders. During the same period, we had private equity firms and strategic buyers approach us with acquisition offers. I have rejected them so far. My concerns were threefold. One, these buyers may not truly understand what real wealth advisory is about, nor grasp the DNA of Providend. Two, buyers may promise not to meddle in management, but no one can guarantee what will happen after the deal closes. Three, even if they keep their word, can they really internalise our culture if they weren't born and bred in the firm? At least for now, I have my doubts. Some may say that being owned by a large institution enables access to more financial resources which can be good for clients. But having advised ultra-wealthy clients for decades, I know that having more money is not always the silver bullet. Following our own advice We work with many business owners as part of our advisory practice. With them, we determine how much wealth they need to achieve their ikigai goals. We calculate how much their business needs to be worth to fund those goals, and value the business today to find the value gap. Then we help them develop an exit plan. A key part of that exit plan is leadership succession. Without a clearly written succession plan, the value of the business can be significantly reduced. More importantly, without it, you may not be able to retire when you wish, because the business cannot run without you. And without good leadership succession, your ownership succession is compromised. No one wants to buy a firm without capable leaders to run it, and you may have no leaders to sell to internally. Thinking long term When we rolled out our succession plan in 2021, we set a 10-year business goal ending in 2030. We are now halfway there. Last year, we extended our planning horizon to 2035. We have been investing heavily in infrastructure to meet these goals, using years of retained earnings. By 2035, it is likely that the founding shareholders will have retired and exited the firm so we may not personally enjoy the full fruits of these investments. But as founders, we agreed that this was the right thing to do – not to maximise our own short-term gain, but to ensure the long-term health of the firm. We would rather invest now, run the firm together with the G2 leaders, and hand over to them a company already running smoothly towards the 2035 goals. We felt that this was the more responsible thing to do. A good succession plan should not be limited to what shareholders want. It must consider the interests of all stakeholders – especially clients and staff. That belief has shaped every decision we have made. While selling to large institutions will better benefit founding shareholders financially, the trade-offs are not what we are prepared to make. We are making ikigai decision before financial ones. In that sense, our approach mirrors what Singapore's founding fathers did for future generations. When Mr. Lee Kuan Yew and his team invested in infrastructure, housing, education and economic development, they knew they would not personally see the Singapore we enjoy today. Yet they made those investments for us. They understood that their stewardship was not just for their own time, but for the future. As Singapore celebrates its 60th birthday this year, I am reminded of the sacrificial leadership that built this nation. Without it, we would not be where we are today. Succession, whether for a country or a company, is not merely about replacing leaders or in the case of a company, owners. It is about preserving purpose, values, and culture. It is about planting seeds whose fruits we may never taste, but which will nourish those who come after us. Happy 60th birthday, Singapore. How investors should prepare for a weaker US dollar
[SINGAPORE] The first half of 2025 saw the worst performance of the US dollar (USD) in over 50 years. This comes on the back of an extended, multi-year period of USD strength. By its peak in January this year, the US dollar had risen almost 50 per cent in inflation-adjusted terms against a trade-weighted basket of currencies of major US trade partners from the low in July 2011. The outlook for a structurally weaker USD in the coming years means that investors are likely to have to unlearn the lessons of the past 15 years, and plan accordingly. Before we discuss the implications of USD weakness, let's examine its drivers. The starting point is its overvaluation. According to the Bank for International Settlement's measure, even after the sell-off so far this year, the USD real effective exchange is trading around the previous peak level of February 2002. The second driver is the USD's reserve currency status. For decades, the USD has been seen as the world's pre-eminent reserve currency because of the US' deep capital markets, strong regulatory infrastructure and predictable policymaking institutions. However, the latter two factors have clearly been eroded quite significantly over the past six months. This is not to say the USD's reserve currency status is really under threat – there is no clear competitor – but its advantage is slowly being chipped away. The US' net international investment position has deteriorated sharply in recent years. Here, former US president Joe Biden's fiscal stimulus following the Covid pandemic played a significant role by creating excess domestic demand, resulting in a wider current account deficit. This means the US has to attract huge amounts of capital inflows from abroad just to stop the USD from weakening. Implications of a weaker USD Against this backdrop, what would a weaker USD mean for investors? There are three angles to look at here: portfolio construction, managing foreign exchange (FX) risk practically, and the emotional aspect of the impact of FX movements on returns. The first question is the easiest to answer. We can summarise the impact of a weaker USD as 1) typically positive for most investments and 2) particularly, the outperformance of non-US assets over US assets. Therefore, the first defence against USD weakness is to be invested, especially in equities and gold. A weaker USD also argues for reducing exposure to US equities, and indeed we have trimmed our US equity allocation in our globally diversified portfolio. The arguments in favour of this approach are high valuations, the extremely high weight of US stocks as a percentage of global market capitalisation and the uncertain impact of US import tariffs on corporate profitability. After all, the tariffs will be 'paid for' by an uncertain mix of i) exporters who will have to reduce prices; ii) US producers who will have to absorb some of the tariffs, thus hurting profit margins; and iii) consumers who will have to pay increased prices. However, the US is still the world's biggest equity market and the source of a lot of innovation. Meanwhile, US equities generally do better in a weak USD environment than in a strong USD environment. Therefore, we retain a significant allocation to US equities in our portfolios. We have also increased our allocation to non-US equities, primarily via a larger allocation to Asia ex-Japan equities. Should we hedge USD exposure? The second question is whether to hedge the USD currency exposure emanating from your portfolio. For equities, we generally do not think this makes sense as a lower USD should boost US corporate earnings as overseas profits get translated into a weaker currency. For USD bonds and USD-denominated deposits, it is more difficult to answer. Naturally, the potential returns for bonds are generally lower than for equities, and therefore currency fluctuations can really make a big difference to returns in your own currency. However, you also need to factor in the hedging cost, which can be significant. Therefore, hedging USD bond exposure is certainly something to consider. But you should approach it in a measured fashion, perhaps taking advantage of short-term bouts of USD strength to increase hedge ratios. An obvious aside is that it makes sense for any deposits to be diversified across different currencies and not just in USDs. Managing emotions The final part of managing currency fluctuations is how to manage your emotions. I think we all understand that a diversified foundation portfolio, which includes overseas investments, is important and that this comes with currency risks. There will be times when the portfolio is doing well in one currency, but not in another, especially over shorter periods of time. The way I manage this is to look at my portfolio over time in terms of different currencies, such as the USD, GBP and SGD. This gives several perspectives of the performance of the portfolio. Of course, if there is an equity bear market, then all three versions of the portfolio are likely to be lower in value, but it does give some sense as to how much of the movement is due to pure FX movements. This may keep you from over-reacting to portfolio fluctuations measured in one currency. It also highlights where you might have an excessive currency exposure that you should be managing over the longer term. As with all aspects of investing, these decisions are very personal. The key is to try to decipher short-term fluctuations and long-term trends. A weaker USD environment is something we have not been used to for a long time and will have significant implications for different asset classes. However, tweaks to your investment style are in order – by slightly reducing your exposure to USD-based assets – rather than a massive overhaul.
