Drug price transparency kicks in at private clinics and pharmacies, full enforcement by January 2026

KUALA LUMPUR, Aug 3 — The Ministry of Health (MOH) and the Ministry of Domestic Trade and Cost of Living (KPDN) are implementing the drug price display initiative at private health facilities and community pharmacies in stages starting August 1.
According to a joint statement by both ministries, the initiative, which was implemented under the Price Control and Anti-Profiteering (Price Marking of Medicines) Order 2025 [P.U.(A) 141/2025] under the Price Control and Anti-Profiteering Act 2011, began on May 1.
The statement said the educational enforcement approach was implemented in the first three months ending July 31.
'During the period, 842 facilities consisting of medical clinics, dental clinics and private hospitals as well as community pharmacies were inspected and the majority of them have implemented this initiative with 57 per cent of them complying with the requirements for satisfactory drug price display,' according to the statement.
In this regard, enforcement will continue in stages from August 1 through educational approach inspections and advocacy for two months until September 30 and a reminder letter may be issued in the event of non-compliance.
According to the statement, starting October 1, compounds would be issued for repeat offences before full enforcement on January 1, 2026.
MOH and KPDN also took note of the judicial review action filed in the High Court by seven organisations representing medical and dental practitioners and one private medical practitioner regarding the validity of Order PU (A) 141/2025.
'However, until this statement is issued, there is no court order directing the suspension of the implementation or enforcement of this order. Therefore, Order P.U.(A) 141/2025 remains valid and in force,' according to the statement.
MOH and KPDN also expressed their commitment to implement the initiative in an inclusive, phased and prudent manner to ensure that its benefits are enjoyed by consumers and contribute to increasing transparency, accountability and trust in the country's health system. — Bernama

UOB Kay Hian Wealth Advisors Sdn Bhd's head of investment research Sedek Jantan said gains in the FBM KLCI accelerated in the afternoon session, reflecting improved investor sentiment following policy signals from the government and a constructive domestic economic data release. 'The government highlighted three strategic sectors – semiconductors, energy transition, and the Islamic economy – as core pillars of its forthcoming fiscal strategy. 'The budget consultation solicits feedback from a broad range of stakeholders, reinforcing the administration's commitment to inclusive and forward-looking fiscal planning,' he told Bernama. On the economic front, Malaysia's industrial production index rose by 3% year-on-year in June 2025, driven by sustained growth in the manufacturing and electricity sectors. At 5pm, the FTSE Bursa Malaysia KLCI (FBM KLCI) rose 7.63 points or 0.50 % to close at 1,549.11 from yesterday's close of 1,541.48. The benchmark index, which opened 0.98 of-a-point lower at 1,540.50, hit its lowest level of 1,537.74 in the morning session before gaining momentum for the rest of the day. However, the broader market was negative, with decliners beating gainers 517 to 424, while 539 counters were unchanged, 1,025 untraded and nine suspended. Turnover narrowed to 2.21 billion units worth RM2.35 billion from 2.51 billion units worth RM2.38 billion yesterday. Among the heavyweights, Maybank and IHH were flat at RM9.63 and RM6.95, respectively. Public Bank eased 1 sen to RM4.29, CIMB lost 3 sen to RM6.78, while Tenaga Nasional rose 58 sen to RM13.76. Of the most active counters, Pharmaniaga, Tanco and Zetrix AI all slipped 1 sen to 17.5 sen, 77 sen and 86 sen, respectively, while Inari Amertron improved 3 sen to RM1.89, and Top Glove remained unchanged at 61.5 sen. Across the broader market, the FBM Emas Index increased 33.64 points to 11,566.54, the FBMT 100 Index rose 36.80 points to 11,340.66, and the FBM Emas Shariah Index advanced 69.57 points to 11,606.16. The FBM ACE Index improved 29.99 points to 4,630.88 while the FBM 70 Index dipped 30.09 points to 16,528.97. By sector, the financial services index shaved 48.18 points to 17,494.46 and the energy index eased 2.94 points to 734.68, while the industrial products and services index inched up 0.26 of-a-point to 158.02, and the plantation index ticked up 1.03 points to 7,348.74. The Main Market volume declined to 1.33 billion units valued at RM2.15 billion from 1.49 billion units valued at RM2.17 billion yesterday. Warrants turnover dwindled to 620.69 million units worth RM97.15 million from 751.14 million units worth RM107.82 million previously. The ACE Market volume slid to 258.67 million units worth RM99.50 million from 274.30 million units worth RM102.55 million yesterday. Consumer products and services counters accounted for 162.63 million shares traded on the Main Market; industrial products and services (193.24 million), construction (103.66 million), technology (236.43 million), SPAC (nil), financial services (63.93 million), property (160.86 million), plantation (17.82 million), REITs (27.12 million), closed-end fund (6,500), energy (115.49 million), healthcare (130.37 million), telecommunications and media (22.79 million), transportation and logistics (33.31 million), utilities (60 million), and business trusts (37,700).

KUALA LUMPUR : Bursa Malaysia edged slightly higher on Thursday after a weak start, as investors took a cautious cue from Wall Street's overnight gains ahead of a closely watched tariff announcement by US President Donald Trump. At 9.10am, the FTSE Bursa Malaysia KLCI (FBM KLCI) rose 0.06 of a point to 1,541.54 from Wednesday's close of 1,541.48. The benchmark index had earlier opened 0.98 of a point lower at 1,540.50. Market breadth was slightly negative, with decliners outpacing gainers 176 to 131. A total of 261 counters were unchanged, 1,937 untraded, and nine suspended. Turnover stood at 139 million shares worth RM68.11 million. Rakuten Trade Sdn Bhd vice-president of equity research Thong Pak Leng said the stronger overnight performance on Wall Street was buoyed by an additional US$100 billion investment by Apple Inc, bringing its total planned spending to US$600 billion over the next few years. 'However, investors remain cautious on the latest report that Trump may impose a 100% tariff on imported semiconductors. 'Additionally, trading has been lacklustre due to the absence of fresh catalysts. Therefore, we expect the local bourse to mirror this trend and anticipate the index to hover within the 1,535–1,545 range today,' he added. Among the heavyweights, Maybank and Tenaga Nasional gained two sen each to RM9.65 and RM13.20, respectively, while Public Bank, CIMB and IHH Healthcare fell two sen each to RM4.28, RM6.79 and RM6.93. On the actively traded list, Pharmaniaga and SNS Network Technology inched down one sen each to 17.5 sen and 51 sen, TWL was flat at 2.5 sen, while Inari Amertron added three sen to RM1.89, and Top Glove rose half a sen to 62 sen. On the broader market, the FBM Emas Index fell 2.75 points to 11,530.15, the FBMT 100 Index slipped 2.42 points to 11,301.44, while the FBM Emas Shariah Index inched up 1.17 points to 11,537.76. The FBM 70 Index declined 15.92 points to 16,543.14, while the FBM ACE Index edged down 2.48 points to 4,598.41. By sector, the Financial Services Index eased 1.63 points to 17,541.01, the Industrial Products and Services Index trimmed 0.23 of a point to 157.53, the Energy Index shed 2.21 points to 735.41, and the Plantation Index slipped 2.42 points to 7,345.29.

KUALA LUMPUR, Aug 7 — A total of 168,967 'Buy Now Pay Later' (BNPL) account holders, or 2.6 per cent of the total 6.5 million users, had overdue balances as at June 30, 2025, said Deputy Finance Minister Lim Hui Ying. She said the outstanding BNPL loan balance for the same period stood at RM3.8 billion, representing 0.2 per cent of Malaysia's total household debt. However, the amount of BNPL debt that was unpaid or overdue remained manageable, amounting to RM121.8 million or 3.2 per cent of the total BNPL loan balance, she said during a question and answer session in the Dewan Rakyat today. She was responding to a question from Mohd Syahir Che Sulaiman (PN-Bachok) regarding the current status of BNPL debt in the country and the government's efforts to mitigate the risk of excessive indebtedness. Citing a 2024 study by the Consumer Credit Oversight Board Task Force involving 21,000 active BNPL account holders, Lim said BNPL users generally exhibited good financial discipline. 'They also repaid BNPL loans with a low default rate. According to the study, approximately 88 per cent made all payments on time, 12 per cent made late but full payments, and fewer than 0.5 per cent were unable to repay in full,' she explained. In response to a supplementary question from Khoo Poay Tiong (PH-Kota Melaka) on measures to safeguard consumer interests, Lim said the Consumer Credit Commission (CCC), which will be established under the Consumer Credit Act 2025, will adopt a risk-based and proportionate supervisory approach for credit consumers. She said supervision would be carried out through periodic inspections and ongoing monitoring, the same methods used by Bank Negara Malaysia and the Securities Commission Malaysia. 'The CCC's supervisory approach will prioritise the protection of credit consumers, focusing on fair treatment, transparency, and the development of a responsible credit market. 'This will be supported by a regulatory framework that includes licensing and conduct standards under the Consumer Credit Act, empowering the CCC to supervise credit providers and credit service providers, and to take appropriate enforcement action,' she added. — Bernama
