Sir Tony Blair considered a secret plan to make immigration more popular when he was prime minister – just weeks before opening Britain's borders to thousands of Eastern Europeans, newly released files reveal.
Labour ministers came up with the 'marketing' strategy to overcome what they described as 'disproportionate' concerns about the issue and to communicate the 'big picture' to the public instead.
The plan, which aimed to steer public opinion towards a 'more sensible conversation on immigration', included details of Home Office -commissioned research which found that many Britons believed borders were 'open and overrun' .
In a handwritten note, Sir Tony described research he had been reading on immigration as 'pretty grim but utterly believable'.
The then prime minister was sent the 15-page strategy document in March 2004 by Lord Blunkett, the then home secretary, who shared it in 'strict confidence' and warned: 'You will see that this research, and the references to it in the paper, could be explosive in the wrong hands.'
The paper, titled 'Having a sensible conversation about migration', claimed that the then government had made 'real progress' in reducing the impact of stories about asylum seekers, so that they were 'no longer automatic front-page tabloid material every time'.
However, it then detailed public research which 'confirms that immigration is an issue of real concern to people' and noted there were 'no obvious signs of a breakthrough as a result of what has been achieved so far and little recognition or credit for what the government has done on asylum'.
It is not clear if the scheme was ever enacted.
However, the paper came weeks before Sir Tony opened Britain's borders to thousands of Eastern European migrants. The Czech Republic, Estonia, Hungary, Latvia, Lithuania, Poland, Slovakia and Slovenia joined the EU in 2004.
The decision by the then government to allow immediate unrestricted access to migrants from those countries was widely seen as having contributed to a major increase in immigration in the years that followed, with net EU migration surging to more than 200,000 a year.
'Public is looking for scapegoats'
Summing up the views of the public, the strategy document said: 'People feel they do not have permission to freely express their fears'.
It added: 'In a world of rapid change and uncertainty, people are fearful and look for explanations and scapegoats,' while claiming that 'a disproportionate amount of fear and uncertainty' was 'channelled towards' migration.
Discussing the communications challenges in getting across a pro-migration message, the paper included a textbook-style graphic of a human eye looking towards a circle with the words 'bogus', 'scroungers' and 'out of control', which blocked out another larger circle labelled the 'big picture'.
The paper said the 'big picture' was being crowded out by 'an almost cliched perception of all immigrants being 'bogus' and 'scroungers'.'
'The challenge is finding new ways to package and communicate these issues in a way that circumvents the eclipse and makes it easier for people to see the big picture,' it added.
'More sensible conversation needed'
The strategy document recommended a new approach to improve the public's 'understanding' of migration and 'correct public misconceptions about the scale, nature and potential benefits of managed migration' and 'open the way for a more sensible conversation on immigration'.
'Shifting public attitudes on immigration is a huge challenge', it added. 'It requires a radically different communication approach. Media fire-fighting, whilst important, will not be sufficient – there are too many fires to put out and editorial and public opinion are too entrenched.
'In effect, many parts of the media are party to generating and sustaining the eclipse. The more they are fed with immigration stories, the bigger the eclipse becomes and the more the big picture is obscured.'
The then government planned a campaign to show action was being taken to tackle the issue and to 'broaden the migration conversation and explain why managed migration is important to us as a nation.'
It hoped to 'reduce the impact of the media-driven 'eclipse' by ensuring that the action that the government is taking is seen as a concerted and cohesive programme, and that this package of measures is communicated to the public with impact.'
The paper detailed a table showing plans to advertise the advantages of migration and a PR campaign to demonstrate that migrants made a positive contribution to society.
The files relating to the strategy have only been released up to March 2004, before its planned launch in July that year.
In an annex on the findings of polling and focus group research, the paper revealed that participants were 'overwhelmingly of the view that the UK does not have an effective immigration policy' and that they 'feel that our traditional tolerance has been exploited and become a major weakness'.
It said: 'They have a sense that our borders are completely open and overrun.
'Both focus groups and polling suggest that these intolerant views can be held by people who really do value our multicultural society and are genuinely proud of our tolerant heritage. But they feel that the 'uncontrolled flood' of immigrants is undermining these noble aspirations.
'Strongly held negative impressions are more the result of anger that things have 'got to this state' rather than outright racism. There is real resentment of political correctness – which is considered a reason why immigration and race cannot be discussed openly and therefore tackled effectively.'

Eurocrats are pushing Britain into the clutches of the customs union and single market without the ability to make our own rules, Catherine McBride says. The revelation comes after the UK and the EU agreed a new framework back in May on post-Brexit trading arrangements on areas such as farming, defence and trade. The expert insists that new documents outlining the EU Commission's full demands from the reset will see the continent take "retribution" through our current trading relationships. She says this will strip the UK of any ability to foster the latest farming techniques or even import food from non-EU countries. McBride says that the EU Commission will have control all over the UK's agriculture and industrial imports - and also affecting our independent trade policy with the rest of the world. McBride, in a Briefings for Britain article, writes: "The UK government has effectively given the EU a free pass to penalise or, more likely, fine the UK for any transgression. "The EU will be the lawmaker, the policeman and the Judge – there will be no jury." She even echoes comments from former Prime Minister Boris Johnson who said that Sir Keir Starmer was ready to make us the EU's "gimp". When Britain voted to leave the EU it left the single market, customs union and also left the freedom of movement arrangements. Shadow Foreign Secretary Priti Patel last night said: 'The stark cost of Labour's EU surrender plan is on full display. 'Keir Starmer and his cronies have bent the knee to Brussels at every turn, and no matter the price the British public will have to pay, and now the EU is coming back for more. 'The Conservatives will always defend the democratic will of this country, and won't let Labour give up anymore of our hard earned sovereignty without a fight.' A Labour source said: 'The report is riddled with nonsense claims. "If the Shadow Foreign Secretary wants to talk about surrender, let's look at how she designed a post-Brexit migration system that was supposed to be controlled, but led to record levels of net migration. "Labour is resetting our relationship with the EU - delivering a new deal that protects jobs, lowers bills, and strengthens our borders." A Government spokesperson said: "Since 2020, British traders and shoppers have faced red tape, rising prices and delivery delays. We set out to fix this with a new partnership with the EU that will add nearly £9 billion a year to the UK economy. 'We will always act in Britain's national interest and have been clear there will be no return to freedom of movement, the customs union or the single market.'

A proposal of application notice by the UK-based firm Apatura has been submitted to both Stirling Council and Falkirk Council. Apatura have proposed to create an AI data centre campus with a 300MW capacity on land next to the A9 and between Plean and Torwood, outside Stirling. Along with the AI data centre plans also outline a proposal to build a car park, roads, access, associate works along with various landscaping. Apatura said the proposed campus would represent a 'major investment' in both the local and regional economy if approved, as they estimate it would generate £2.1 billion total capital investment. The firm added that with £189 million projected for the construction spend earmarked for the local supply chain it would create around 15000 jobs across Scotland annually, with 395 of them being made locally across the four-year construction period. Plans for the centre have entered a 12-week pre-application consultation process with a public consultation meeting planned for September 3 and October 7 at Glenbervie House & Country Estate organised by Apatura. The proposed site at Old Plean comprises approximately 43.1 hectares in total and is located within the administrative area of Stirling Council and Falkirk Council. Bannockburn councillor, Alasdair Macpherson, whose ward includes the proposed site, said that it's 'vital that the community take a real interest in this consultation', saying that, if approved, the proposal could 'bring cutting edge technology and very exciting jobs to the local area.' Cllr Macpherson added: 'It's my job as local councillor to ensure that if the developers decide to submit a formal application that the proposal is compliant with the Local Development Plan, the local community extracts the maximum benefit from the development and disruption is kept to a minimum, if it was to eventually get consent'. CNN's data expert Harry Enten called Donald Trump the most influential president of the 21st century. Enten - who often breaks down polling issues for the left-leaning network - said that Trump is 'remaking' America in a way George W. Bush, Barack Obama and Joe Biden didn't. He credits that to Trump's hardline policy to fix the southern border and even his controversial tariff policies. 'I can't think of a more influential president during this century, and it starts here with tariffs,' Enten said. 'He said he was going to raise tariffs, and despite the claims otherwise, he is in fact doing that.' He noted that tariffs are now 'nine times as high as it was last year. The highest since the 90s.' Enten then pivoted to how Trump has influenced America via his immigration policies. 'The other big thing that Trump ran on was immigration. How about net migration in the United States? Get this, it's down. It's going to be down at least 60%. We may be dealing with, get this, negative net migration to the United States in 2025,' he said. He added that this would be the first time America had negative net migration in a half a century. 'So Donald Trump has always run on tariffs, and he's running a hawkish line on immigration,' he said. 'And on both of those issues we are seeing record high tariff rates for this century going all the way back, well back into the early part of the 20th century. And when it comes to immigration, net migration We are seeing record low levels way down from where we were during the Biden administration.' Trump's influence and popularity lines up with a recent exclusive Daily Mail/J.L. Partners poll, even as they give him failing grades for his handling of the Jeffrey Epstein files. Forty-nine percent of voters now approve of Trump's job performance as president, up one point from the tracking survey conducted earlier in July. But he remains underwater as 51 percent disapprove of Trump's job performance, down one point from earlier in the month. The margin of error in the survey of 1,007 registered voters is 3.1 percent. The poll numbers suggest Trump is surviving politically during a punishing news cycle consumed by the Epstein files and his administration's failure to disclose them as he promised during his presidential campaign. The president's job approval is up one percentage point from June and remains his highest rating since May. 'The news saga might have seemed terrible for Trump in the last few days, but it isn't having an impact on his approval rating,' James Johnson, JL Partners co-founder told the Daily Mail. 'In fact, we think it's going up, from 48 percent to 49 percent, making this his best approval rating since May. His ratings with the base is holding up too, unchanged on 91 percent with Republicans,' Johnson continued. But Trump's strong job approval ratings does not carry over to his handling of the Epstein files. Forty-two percent of voters disapprove of his handling of the issue while just 27 percent approve. A significant number of voters, 20 percent, did not appear to care about the case as they neither approved nor disapproved Trump's handling of the issue. In the Oval Office on Wednesday, Trump referred to the ongoing saga as a 'witch hunt' indicating he was tired of answering questions from the media about it. Despite the president's best efforts to put the issue behind him, few voters believe in the administration's assessment of the case. Only fifteen percent in the poll said they believed the Justice Department's memo released by Attorney General Pam Bondi concluding that Epstein committed [self-murder] in prison and that the infamous man did not have a 'client list' they could release. Forty-seven percent said they did not believe the administration's account of the Epstein case, and that they believed there was more secrets to uncover. Twenty-three percent said they believed the Trump administration memo, but that there was more to uncover in the case. Ninety percent of the Republican voter base continue to grant the president solid approval ratings, despite their misgivings about the Epstein files. The poll was conducted as Trump furiously contested a Wall Street Journal report that he had signed a letter to Epstein for his 50th birthday which concluded: 'Happy Birthday - and may every day be another wonderful secret,' and featured a hand-drawn image of a unclothed woman as well as his signature. Trump decried the news article as 'fake' and filed a $10 billion lawsuit against the company. 'They are judging Trump on other issues - such as the economy, the southern border, and how he is actually running the country. Their grumbles on the Epstein handling are not enough for them to turn on their man,' Johnson said.
