E-services in states, UTs cross 21K mark

New Delhi: The total number of e-services provided across states and UTs in the country have touched the of 21,062 mark, with the majority of these services (7,065) falling under the Local Governance and Utility Services sector, according to a report released by the Department of Administrative Reforms and Public Grievances (DARPG) on Thursday.
Another 424 new e-services have been added in April by various states and UTs, with Tripura contributing the highest number of additions across all focus sectors, the National e-Governance Service Delivery Assessment (NeSDA) report states.
A total of 1,599 out of 2,016 mandatory e-services (56 for each of the 36 states/UTs) are now available online across all 36 states and union territories, achieving a saturation rate of over 79 per cent.There were 16 states and UTs that achieved over 90 per cent saturation, while Maharashtra and Uttarakhand achieved 100 per cent saturation.
The report highlights Chandigarh's commitment to strengthening public service delivery through the Right to Services (RTS) framework. It also brings attention to ongoing efforts to unify service delivery and ensure real-time transparency for citizens.
Comprehensive service delivery portals of Central government ministries/departments, the Goods and Services Tax Portal and National Cyber Crime Reporting Portal have been highlighted as examples of best practices in the report.
The Department of Administrative Reforms and Public Grievances (DARPG) formulated the National e-Governance Service Delivery Assessment (NeSDA) Framework in 2019 to assess states and UTs and Central Ministries with regard to the delivery of their e-services as a benchmarking exercise, covering seven sectors.
DARPG conducts the NeSDA study biennially. DARPG monitors the progress made in e-service delivery across states/UTs through inputs provided by them on NeSDA Way Forward Dashboard, NeSDA Way Forward monthly reports and regular review meetings with SPoCs from states and UTs. So far, 25 NeSDA Way Forward Monthly Reports and the Annual Report 2023 have been published to monitor the status of e-service delivery across states and UTs.

These are some of the reform measures the Chandigarh Administration recently took up with the ministry of home affairs (MHA). The UT has submitted a proposal to the MHA to amend Rule 10 of the Punjab Factory Rules, 1952, allowing the renewal of licences for five years at a time. Further, the proposal has been sent to the Department of Personnel, Chandigarh Administration, for the revision of the timeline under the Right to Service (RTS) from 30 days to seven days for the grant of a new licence under the Factories Act, 1948. Deputy commissioner Nishant Kumar Yadav said, "The services of registration of shops and commercial establishments in Chandigarh are being provided online through a single form. Further, the requirement of renewal for registration under the Shops & Establishment Act has already been eliminated. Simplifying approval and renewal of factory licences/trade licences by reducing the steps involved in documentation, and online registration under the Shops & Establishments Act has also been initiated. " Another proposal for raising the threshold for compliance under the Shops & Establishments Act to 20 workers has also been taken up with the MHA. Currently, the threshold limit is zero for compliance under the Shops & Establishments Act. Increasing the threshold will encourage MSMEs by reducing the compliance burden on them. As per recent Periodic Labour Force Survey (PLFS) data, 4.4% of non-agricultural establishments in India employ between 10 to 19 people. Yadav said, "A proposal has been sent to the MHA to amend Section 1(4) of the Punjab Shops and Commercial Establishments Act, 1958, to raise the threshold limit for compliance under the act from 0 to 10 workers. " The administration has also proposed to remove prohibitions on women from working in certain 'hazardous' industries. "The administration has submitted a proposal to the MHA to amend Rule 102 of the Punjab Factory Rules, 1952, to permit women (except pregnant and lactating mothers) to work in hazardous industries," said Yadav. Further, revising limits on work hours for commercial establishments has also been recommended. A proposal has been sent to the MHA to amend Sections 7(1), 7(2)(a), and 8(2) of the Punjab Shops & Commercial Establishments Act, 1958 (as applicable to Chandigarh), so that the working hour limits for commercial establishments may be revised in UT, Chandigarh. Yadav said, "The administration has already implemented several reforms to support the industry and business community. Fixed-term employment offers businesses flexibility in workforce management, enabling them to adapt swiftly to market demands. Women in night shifts have been allowed with robust safety measures, promoting gender inclusivity and expanding the talent pool for industries. Bhopal: Sampada 2.0 software, launched in Oct last year to digitise land registration, has won the National e-Governance Gold Award for 2025 in recognition of its transformative use of technology in public service. The award, given by the department of administrative reforms and public grievances, the central govt, is in the category "government process re-engineering by use of technology for digital transformation". CM Mohan Yadav congratulated the people of the state, the commercial tax dept, the inspector general of registration & the superintendent of stamps and all officers & staff associated with the project. He said, "Sampada 2.0 has made Madhya Pradesh a leader in the field of digital land management in the country. This initiative will not only enhance transparency and efficiency but also enable citizens to access safe and simple registration services without visiting an office. It marks a significant step towards our commitment to 'Digital India' and good governance." Madhya Pradesh is the first state in the country to implement fully paperless e-registration of documents. Under the Indian Stamp Act, faceless registration via video KYC is now possible for 75 of the approximately 140 types of documents, eliminating the need to visit the sub-registrar's office. This process will also help reduce impersonation and land-related disputes. Sampada 2.0 comes equipped with state-of-the-art digital facilities, including GIS technology. Anyone can now obtain an e-stamp anytime, from anywhere, via the portal The mobile app also allows instant access to guideline rates for any location in the state. Compared to the earlier Sampada 1.0, the new version verifies parties and property details through Aadhaar e-Auth and e-KYC, integrates property information directly from the concerned department, and auto-generates document drafts in compliance with legal requirements. Documents are signed using e-signatures or digital signatures and, once registered, are instantly delivered to the parties via email and WhatsApp. The award will be presented at the 28th National Conference on e-Governance. The selection was made after a three-stage process involving presentations by senior central government officials, field visits to rural areas, and verification, said an official press release issued here on Friday.
