Industrial journey: lost potential and lessons for future

We just celebrated March 23rd, a day that reminds us of the passing of the Pakistan Resolution in Lahore 85 years ago. It may sound fictional, but not far from the ground where this resolution was passed, the seeds of an industrial centre were sown by the 1940s.
Lahore was becoming a hub of booming industrial enterprises, driven by hundreds of mistri-turned-entrepreneurs who worked under extremely difficult conditions, relying solely on their own efforts without government support or access to formal credit.
In this article, I share some snapshots – and my reflections – from the book Technology Acquisition in Pakistan, authored by Ghulam Kibria and published in 1998.
Kibria reveals that "...the Lahore mistris started acquiring technology in 1874 [thanks to the Railway Workshop at Mughalpura],... Ramazan and Subhan set up the first technology-based foundry in 1895 from their meagre savings, not from taxpayers' money . Nor was their technology acquisition part of [the] national plan. It was the same way Habibullah and his co-workers developed machining transfer line technology, Haji Abdul Majid [developed the] diesel engine [in 1920], Shafi [invented the] cinema projector, and other pioneer mistris developed various other technologies."
By 1947, Pakistan had a significant industrial base that China, Japan, and South Korea did not possess at the time of their take-off. This included railway steam locomotives, wagons and carriages, steel hydraulic structures for canal regulation, steel bridges, diesel engines, machine tools, electric motors and fans, surgical instruments, and much more – including over 20,000 skilled workers.
In 1948, BECO (Batala Engineering Company) was established in Lahore, producing high-quality, exportable machine tools and capital goods. When Chinese Premier Zhou Enlai visited BECO, he wished China had attained similar manufacturing capabilities. China placed its first order for machine tools from BECO to set up its own machine tool manufacturing plant.
However, in the 1970s, BECO was nationalised and renamed Pakistan Engineering Company (PECO). Ironically, when the government of China later gifted Pakistan the Heavy Mechanical Complex in Taxila, the machine tools used in its construction were manufactured in the very factory China had established with Pakistani assistance.
Pakistan's first five-year plan, released by the Planning Commission in 1953, failed to acknowledge the country's existing manufacturing capabilities. "The government planned development as if Pakistan had no technological capability, while people carried out actual development on a significant technology base bequeathed at the time of independence," Kibria observes.
Karachi becomes home to private capital
Karachi was undergoing a different transformation in its formative years. Independence led to the migration of wealthy, entrepreneurial Muslim families who had previously established banks, insurance companies, shipping lines, and airlines – many financed by private capital before Pakistan was even created. Families such as the Habibs, Adamjees, and Cowasjees chose to migrate to Pakistan and settled in Karachi, then the country's capital.
Unfortunately, many of these families were later co-opted by Ayub Khan's state-led capitalism, which stifled competition and growth. Incentives and licences were exploited by companies with access to the establishment, giving rise to crony capitalism and rent-seeking business elite.
On the other hand, private enterprise continued to thrive in Pakistan. A private company, Kandawala Industries, began automobile production in collaboration with General Motors in the 1950s.
In 1971, under a commission from the Pakistan Army, the company developed a four-wheel-drive vehicle under the brand Nishan, as an alternative to American jeeps. It successfully produced 115 vehicles, with 80% local manufacturing, including engines, at half the cost of its American counterpart.
However, in 1974, the company was abruptly shut down when then-Minister of Production JA Rahim dismissed the project, writing, "How could you make them in backyard workshops as Nishan was made?"
The state's appetite for assimilating private businesses was evident as early as 1956 when parliament passed a law to take over Orient Airways, renaming it Pakistan International Airlines (PIA).
The myth of tech transfer
The phrase "transfer of technology" is often used in discussions on industrial policy. However, the technological base Pakistan inherited in 1947 was not transferred; it was largely developed indigenously through trial and error by self-trained individuals.
One exceptional example of a state-led industrial programme is Pakistan's nuclear programme, which developed an entire value chain indigenously. Its civilian applications in health, agriculture, and power should be recognised and replicated.
There are many inspiring examples of individuals who achieved success without state support. One such case is Imtiaz Rastgar, whose company, established in 1967, developed heavy axle-end assemblies for commercial vehicles and now exports to over 70 countries.
In 2021, a US patent was awarded to Dr Sarah Qureshi and her father, Masood Latif Qureshi, for their invention of the "Supersonic Turbofan Engine," a jet engine designed to minimise noise pollution – all developed while working in Pakistan. However, commercialising their invention depends on overcoming bureaucratic hurdles and securing risk capital.
The lesson: A new industrial policy should be discovered through co-evolution with industry while minimising protectionism. The key to prosperity lies in competition.

The Pakistani rupee extended its gains against the US dollar on Wednesday, rising 20 paisa, or 0.07%, in the inter-bank market. The currency closed at 282.22 compared to the previous day's closing level of 282.42. It was the rupee's fifth consecutive day of appreciation, driven by improved market sentiment amid an ongoing crackdown on illegal currency dealers and smugglers. Last week, a court handed five-year prison terms to three illegal currency traders and fined Rs1 million each for engaging in unlawful foreign exchange operations. In global trade, the US dollar slipped after soft US inflation data reinforced expectations of a Federal Reserve rate cut next month. Political developments in Washington, including President Donald Trump's moves to tighten control over US institutions, also weighed on the greenback. The dollar index hit a more than two-week low, making bullion cheaper for overseas buyers, while the yield on the benchmark 10-year Treasury note edged lower, according to Reuters. Meanwhile, gold prices in Pakistan inched lower, diverging from the international trend, where the metal gained on a weaker US dollar and falling Treasury yields. Mild US inflation data reinforced expectations of a Federal Reserve rate cut in September, with markets also factoring in the possibility of further easing later this year. In the local market, the price of gold per tola fell Rs200 to Rs358,100, according to the All Pakistan Sarafa Gems and Jewellers Association. The rate for 10 grams declined Rs171 to Rs307,013. On Tuesday, gold had dropped by Rs500 to Rs358,300 per tola. Interactive Commodities Director Adnan Agar said global gold prices were moving within a narrow range, with Wednesday's high at $3,370 per ounce and low at $3,342. 'The market was trading at $3,355 and waiting for fresh triggers,' he noted. Agar pointed to the upcoming geopolitical events, including a Russia-US-Ukraine summit this weekend, as potential drivers. 'If the summit fails, gold prices are likely to rise. A breakthrough could push prices lower,' he said. Agar added that markets were also looking ahead to the US Federal Reserve's policy decision next month, where there was a strong likelihood of an interest rate cut, a move that could further influence gold's direction. Spot gold gained 0.4% to $3,357.59 per ounce by 12:10 pm ET (1610 GMT). US gold futures for December delivery rose 0.3% to $3,408.50. CANBERRA: Chicago soybean futures rose to their highest in six weeks on Thursday, cementing their gains after the U.S. government forecast a much smaller harvest than previously expected, but a lack of Chinese demand for U.S. beans still hangs over prices. Corn also edged higher, having plunged more than 3% on Tuesday to contract lows after the U.S. Department of Agriculture (USDA) raised its outlook for the U.S. crop. Wheat climbed from Wednesday's five-year low but remained under pressure from low corn prices and plentiful global supply. The most active soybean contract on the Chicago Board of Trade (CBOT) was up 0.1% at $10.45-1/2 a bushel at 0443 GMT after touching $10.49-1/4, the highest since July 3. CBOT soybeans are now up around 6% this week, boosted first by U.S. President Donald Trump saying he hoped China, the biggest importer, would quadruple its purchases from the United States and then by Tuesday's USDA report. The USDA cut its estimate of the area planted to soybeans in the United States and raised its estimate of the corn area, surprising traders with the scale of the revisions. However, the global soybean market remains well supplied after large harvests in South America, and China's shunning of U.S. beans has kept Chicago prices low. U.S. soybean exporters risk missing out on billions of dollars worth of sales to China as trade talks drag on. If China doesn't start buying, CBOT soybeans are likely to give back their gains, said Sean Hickey, an analyst at Bendigo Bank Agribusiness in Australia. 'Chinese demand is going to be the key direction setter,' he said. In other crops, CBOT corn was up 0.1% at $3.97-3/4 a bushel and wheat rose 0.1% to $5.07-3/4 a bushel. U.S. farmers are on track for a record-breaking corn crop, the USDA said. Iron ore slides on weak China data, lower steel prices

SINGAPORE: Iron ore futures slid on Thursday, weighed down by signs of weak demand after China's new yuan loans unexpectedly contracted for the first time in two decades, while steel prices fell on high supply and seasonally lower consumption. The most-traded January iron ore contract on China's Dalian Commodity Exchange (DCE) fell 1.88% to 783.5 yuan ($109.25) a metric ton by 0259 GMT. The benchmark September iron ore on the Singapore Exchange was 0.78% lower at $102.7 a ton. China's new yuan loans contracted in July for the first time in two decades, indicating weak private sector demand amid trade deal negotiations with Washington. Despite the first contraction in new yuan loans since July 2005 and the largest monthly decline since December 1999, improvements in broader credit growth suggest the central bank is in no rush to ease policy. China's demand for construction steel is expected to remain stable in August, supported by the launch of new projects, though recent adverse weather has disrupted outdoor construction, Chinese consultancy Mysteel said in a note. Despite speculative demand for finished steel products, high crude steel supply and seasonally lower demand are pressuring prices, said broker Galaxy Futures. Still, reports of production restrictions on steel mills later this month, a 90-day extension to a tariff truce between the United States and China, and the 'anti-involution' campaign targeted at curbing price wars in China provided some support to prices, Galaxy said. Other steelmaking ingredients on the DCE slumped, with coking coal and coke down 5.17% and 3.59%, respectively. China's coking coal market softened following a buying spree, with end-users stepping up material cost controls, Mysteel said in a separate note. Steel benchmarks on the Shanghai Futures Exchange fell. Rebar lost 1.29%, hot-rolled coil dipped 1.04%, wire rod slid 1.1% and stainless steel decreased 0.76%.
