Property tax scam: HC seeks citywide assessment of buildings in Madurai

on Tuesday directed the commissioner of Madurai corporation to constitute special teams to verify the correctness of the property tax assessments of all buildings in Madurai city.

Pursuant to an earlier order, a special investigation team (SIT) headed by deputy inspector general of police, Madurai range, Abhinav Kumar, was formed, and a probe is underway into the property tax scam in Madurai corporation.
On Tuesday, the state submitted that the investigation in the case was accelerated by the SIT. The SIT officials also sought the past 10 years' data from the director of municipal administration about the property tax assessment of buildings within Madurai corporation limits.
The investigation is being conducted from all angles.
A division bench of justice S M Subramaniam and justice G Arul Murugan observed that it was brought to the notice of the court by the petitioner that the undervaluation of buildings for assessing the property tax is also a concern, which should be investigated by the police to initiate appropriate actions for misappropriation of corporation funds.
Hence, the judges directed the corporation commissioner to constitute special teams to verify the correctness of the property tax assessments of all buildings in Madurai city to ensure that correct assessments are made for all properties in accordance with the Act rules.
The court then adjourned the hearing to Wednesday (Aug 20) for the commissioner to file a report regarding the constitution of special teams.
The court passed the order while hearing a public interest litigation filed by T Ravi, AIADMK councillor of ward 83 of Madurai corporation. The petitioner stated that a huge scam in the assessment of property tax in the corporation came to light in 2024. He alleged that several corporation officials, in connivance with the zonal chairpersons, were involved.

Ravi further alleged that the scam resulted in a loss of more than 200 crore revenue to the corporation.
He stated that police took action only against low-profile people and have not taken action against the real culprits who have political influence. Hence, the petitioner moved court seeking a CBI probe into the scam.
During the earlier hearing, the court observed that a scam of this magnitude had to be investigated by an IPS officer, which should be monitored by higher authorities to ensure there are no lapses and no higher-level people are left out from the ambit of prosecution. All responsible and accountable for causing a huge loss to the corporation should be prosecuted. Hence, the court directed the constitution of an SIT.

The BJP-led Union government is introducing legislations in Parliament, such as the Constitution (130th Amendment) Bill, 2025, only to divert people's attention, and the DMK will oppose these 'black Bills,' Tamil Nadu Chief Minister M.K. Stalin said on Thursday (August 21, 2025). Mr. Stalin was referring to the Bills that seek to remove from office any Prime Minister, Chief Minister, Union Minister, or Minister arrested and detained in custody for 30 days. The Constitution (130th Amendment) Bill, 2025, The Jammu and Kashmir Reorganisation (Amendment) Bill, 2025, and The Government of Union Territories (Amendment) Bill, 2025, were moved by Union Home Minister Amit Shah in Parliament on Wednesday (August 20). 'Earlier, they [BJP] brought in various legislations against the minorities, such as the Citizenship (Amendment) Act and the Waqf (Amendment) Act. The same way that the DMK strongly opposed those legislations, we would oppose these black Bills,' Mr. Stalin said, while addressing an event in Kalaignar Arangam on Anna Salai in Chennai. Mr. Stalin further said: 'Why are they doing this? They are doing this only to divert the attention of the people. Not just that; they are doing this to divert the country from the path of democracy.' The DMK government would always stand by the minorities, he added. Mr. Stalin said: 'The DMK is for you. It would always stand by you, especially the minorities.' At the event, the Chief Minister released books authored by late former Minister A. Rahman Khan — namely, Niyayangalin Payanam, Mounamai Urangum Panithuligal, Ulagamariya Tajmahalgal, Poo.. Pookkum Ilaiyuthir Kaalam, and Vaanam Paarkatha Natchathirangal. He also released a compilation of the former Minister's speeches in the Assembly. IUML leader K.M. Kader Mohideen received the first copies of these books. Mr. Stalin also appreciated the late former Minister's son Zubair Khan for bringing out the publications. He recalled the long association of former Chief Minister M. Karunanidhi with Rahman Khan. 'M.G.R. repeatedly invited Rahman Khan to join his party, but he was steadfast in his principles. Bombs were hurled at his house not once but twice. This did not deter him. One time, they threatened him in his house with a machete. Rahman Khan muzzled the man who hurled a dagger at him,' Mr. Stalin said. In his speech, Deputy Chief Minister Udhayanidhi Stalin referred to some of the thoughts of Rahman Khan and further said: 'Today, some slaves in Tamil Nadu politics are fearing the fascists.' Quoting a haiku penned by the former Minister, the Deputy Chief Minister further said: 'Some slaves are doing in Delhi what even puppets won't do.'

Agency: PTI Last Updated: Chandigarh, Aug 21 (PTI) The Haryana Human Rights Commission has taken suo motu cognisance of a media report on a 15-year-old boy kept as bonded labourer in Jind district, observing it was a total breakdown of the protective mechanisms that ought to shield children from exploitation. According to the report, the boy, a resident of Kishanganj district in Bihar, was lured into bonded labour under the false promise of employment by an employer in Jind district. The child reportedly got separated from his companions at Bahadurgarh Railway Station, where he came into contact with an unknown person who offered him work at a buffalo dairy with a salary of Rs 10,000 per month. Instead of legal employment, the minor was subjected to two months of forced labour and physical situation worsened when the child lost his left arm while cutting fodder. The employer allegedly abandoned him last month at an isolated spot without any assistance. Somehow, the injured boy with a crudely tied bandage to his arm set off alone on foot, determined to return to his home in Bihar. When the boy reached Nuh he was spotted by a teacher who came to his rescue, provided medical help at a local health centre, and informed the police. The full commission comprising chairperson Justice Lalit Batra and Members Kuldip Jain and Deep Bhatia expressed grave concern over this incident. 'The Commission views the plight of the child with utmost seriousness and deep concern. The facts as presented indicate not only physical harm and deprivation of basic human dignity but also a total breakdown in the protective mechanisms that ought to shield children from such exploitation. 'The child's ability to survive for days without food, water or medical attention and his eventual rescue by a concerned teacher, reflect both the tragic vulnerability and rare resilience of the victim," observed the Commission in its order dated August 13. Justice Lalit Batra, heading the full commission, noted that such treatment of a minor constitutes a clear violation of international legal obligations, particularly Article 32 of the United Nations Convention on the Rights of the Child, which mandates protection of children from economic exploitation and from performing work likely to be hazardous or harmful to their health, education, or development. The alleged acts also prima facie violates several domestic laws, including the Bonded Labour System (Abolition) Act, 1976 and the Child and Adolescent Labour (Prohibition and Regulation) Act, 1986. Furthermore, the Commission observed that, if proven true, these allegations amount to a gross violation of fundamental rights guaranteed under Articles 21 and 23 of the Constitution, which ensure the right to live with dignity and prohibit human trafficking and forced labour. Considering the gravity of the allegations and the victim's vulnerable condition, the Commission unanimously held that this case requires urgent and comprehensive investigation, ensuring accountability of those responsible and providing the victim with appropriate medical, psychological, and rehabilitation support. Dr Puneet Arora, Protocol, Information and Public Relations Officer, HHRC said the key directions of the Commission include identification and arrest of the accused, and verification of bonded labour practices at the dairy establishment. The Commission also sought submission of a detailed medical report of the injured child and preparation of a rehabilitation plan besides a thorough inquiry into possible violations of labour laws. The next hearing in the matter is scheduled for November 4. Below the iconic Anna Flyover in the heart of Chennai stand two identical equestrian statues. A plaque on one of the statues mentions that they were installed as a memorial to the August 14, 1974 announcement of the DMK government to ban horse racing. The races were held in Madras for nearly two centuries, starting from 1777. The Madras City Police and Gaming (Amendment) Act, 1949, had empowered the government to ban horse racing. However, it was not implemented for decades. In 1974, the DMK government, based on its poll promise, passed the Tamil Nadu Horse Races (Abolition of Wagering or Betting) Act to enforce the ban from April 1, 1975. The ban triggered a long legal tussle with stays, reversals, and renewed attempts to end the sport. Finally, in 1996, the Supreme Court ruled that horse racing was a game of skill, and involved no gambling. 'Ban after installation' Though the plaques mention the 1974 ban on horse racing, P.U. Shanmugam, who served as the Minister for Public Works between 1971 and 1976, said in the Assembly that there was no link between the installation of the statues and the decision to ban horse racing. He said that the inscriptions were added after the installation.
