BANGKOK — Japanese businesses are increasingly moving to set up Japanese-style vocational schools in Asia in an effort to secure ready workers for their local factories. In recent years, Chinese and South Korean companies have pushed more quickly into Southeast Asia. Amid growing competition with these firms for staff, Japanese companies are rushing to try to retain workers. 'I love the sounds of Japanese car engines. I'd like to work for a Japanese automaker and help out on development,' said a 16-year-old student learning car maintenance at Politeknik Mitra Industri, a vocational school in an industrial park in the suburbs of Jakarta. The industrial park, which is run by Marubeni Corp. and other businesses, houses a total of 385 firms, including many Japanese companies, such as Honda Motor Co. and Denso Corp. About 3,400 students attend the school, which was founded in 2012. The school offers eight courses, including on machinery, the electronics industry and accounting. Of those who graduated between 2015 and 2024, more than 70% got jobs at Japanese companies. 'We want to make a place where students can acquire advanced knowledge and technical skills, so that local youth can become the management for manufacturers,' said Yoshihiro Kobi, an executive at the foundation that manages the school and a former Marubeni employee. The foundation plans to open a technical university in September and offer enrollment to working emerging countries, companies often need to teach new employees basic rules, such as that they must come to work by the start of working hours. Those who have received instruction are valuable resources for businesses, reducing the burdens of employee training. In 2018, Toyota Tsusho Corp. opened an educational institution at an industrial park in India's western state of Gujarat. Students learn manufacturing skills and business etiquette, among other subject matter, over three years. Of 61 graduates, 45 have taken jobs at the companies where they had hands-on training, some of which were Japanese firms. In Thailand, a technical college, which was established in 2019 with the help of a yen-based loan from the Japanese government, has provided staff to Japanese companies doing business there. In recent years, Chinese and South Korean businesses have increasingly moved to open plants in Southeast Asia. Some of these rival firms have poached staff from Japanese firms by offering attractive wages. In a job preference survey by Persol Research and Consulting Co. in 2022, the share of those saying they wanted to work for a Japanese company fell in many Southeast Asian countries compared to a 2019 survey. The trend could be even more pronounced now. 'Japanese firms are slow to raise wages and give promotions, which raises the odds that highly motivated workers will leave,' said Ryotaro Inoue, a senior researcher at Persol. 'To keep staff at Japanese firms, they will need to engage in education locally over the long term to help people feel attached to Japan. They should also make it clear that Japanese companies offer stable work style.'

Humanoid robot games in Beijing showcase cutting-edge technology
More than 500 human-like robots from 16 countries, including Japan, have demonstrated their skills at the World Humanoid Robot Games in Beijing. The four-day event that ended on Sunday was hosted by the Chinese capital's municipal government and other entities. China has been making strenuous efforts to excel in the field of humanoid robotics. The robots competed in 26 events, such as track and field, soccer and dancing. In the 100-meter sprint, the winning robot clocked 21.5 seconds. Kick-boxing robots, operated by humans, staggered after getting punched by their opponents, but regained their balance and kept on fighting. There were some mishaps. On the soccer pitch, fully-autonomous robots competed in teams. One of them suddenly collapsed after going out of control. In the 400-meter relay, robots collided with one another. An 11-year-old boy said that when one robot fell, the others fell as well. He said that's different from human beings. A man in his 40s visiting with his family said China has seen rapid progress in humanoid robotics in recent years. He said he believes China will become a leading force in this sector. Some competitions were about serving hotel customers or sorting construction materials in real-world situations. Some robots took too much time performing their tasks or failed to complete them. The event also highlighted the challenges that developers will have to tackle.

SC new transport policy defines vehicle, driver, security entitlements
The Supreme Court has issued a policy regarding the use of official vehicles by judges. The policy, called the Transport Entitlement Policy for the Judges of the Supreme Court 2025, will apply to incumbent and retired judges of the apex court. According to the Supreme Court Judges (Leave, Pension, Privileges) Order 1997, read with the Ministry of Law, Justice and Human Rights Division's letter dated 07.06.2007, on elevation, a Supreme Court judge is entitled to use two official cars up to 1800cc. "One vehicle shall be used as the 'primary car' (for official purposes), whereas the other one as the 'secondary/family car'. The vehicles so provided shall be maintained at government expense through the budgetary allocation of the Court with POL in both the cars up to 600 litres per month (as prescribed monthly ceiling or actual use) on production of a certificate by the respective Private Secretary of the Hon'ble Judge, as decided by the Full Court on 20.01.2010." Each judge shall also be entitled to the provision of two drivers: one provided by the Court from regular strength and the other appointed on a contingent basis. In exceptional circumstances or on an urgent-need basis, if requisitioned, a third car may be provided—subject to availability—after the approval of the Registrar for a maximum period of two weeks. If such a period requires further extension, it shall be allowed only with the approval of the Chief Justice of Pakistan (CJP), on payment of the prescribed charges. In any case, a third car shall not be retained beyond eight weeks in a year. Provision of Security (Escort) Vehicles The policy states that the CJP is entitled to security (escort vehicles) as per the Blue Book under the supervision of the Chief Security Officer (CSO). "Each Hon'ble Judge shall be entitled to the provision of a well-trained gunman with one security (escort) vehicle on a 1/4 ratio, provided by the Islamabad Police at the Principal Seat and by the Provincial Police Officers in case any Hon'ble Judge is in provincial jurisdiction. Where an Hon'ble Judge requires additional security given any threat, the Hon'ble Chief Justice of Pakistan shall approve a second escort." Post-Retirement Transport Entitlement The policy states that each regular judge of the Court, on retirement, may retain the primary car for a maximum period of one month, after which the vehicle shall be retrieved and returned to the Court's pool. "Each Hon'ble regular Judge of the Court, on retirement, shall be entitled to purchase a primary or secondary car at depreciated value as per existing government policy, provided that the Hon'ble Judge has not availed the facility previously." It further states that each retired judge of the Court, on demand during their stay in Islamabad or provincial capitals, as the case may be, shall be entitled to the provision of an official vehicle, subject to availability, on prescribed charges as determined by the Full Court, along with a complementary pick-and-drop facility to/from the airport. Disposal of Vehicles "According to the relevant Rules for the Use of Staff Cars, 1980, upon reaching the prescribed age/mileage limit, official vehicles shall be disposed of by prevailing law/rules. The procedure for disposal shall be transparent and in compliance with the Public Procurement Regulatory Authority (PPRA) guidelines or other applicable laws for the time being enforced." It is also clarified that all costs incurred in connection with the procurement, maintenance, fuelling and operation of the official vehicles, as well as the employment of drivers, shall be met from the sanctioned budget of the Court under the respective heads. It is further clarified that in the event of any ambiguity or uncertainty regarding the interpretation of this policy, the matter shall be placed before the CJP for appropriate orders. Funeral arrangements policies SC has issued new guidelines to manage arrangements on the demise of former judges, appointing focal persons to assist with funerals, transportation, and placement of floral wreaths. According to the office order, the Deputy Registrar (Miscellaneous) — or in his absence, the Assistant Registrar (Misc.), Senior Protocol Officer, or designated staff, will serve as focal person in Islamabad. Officers in charge of branch registries in Lahore, Karachi, Peshawar, and Quetta will perform similar duties at the provincial level. The focal person will represent the court, assist with transportation of the deceased to the funeral site, and place a floral wreath on behalf of the Chief Justice of Pakistan and sitting judges.
