
ICESCO Reviews It's Cultural Achievements

Dr. Mohamed Zine El Abidine, Head of ICESCO's Culture Sector at the Islamic World Educational, Scientific, and Cultural Organization (ICESCO), gave an address during the 19th Meeting of the Consultative Council for Cultural Development in the Islamic World, held by ICESCO in partnership with the Saudi Ministry of Culture in Jeddah, Saudi Arabia.
In this regard, Dr. Zine El Abidine presented the Organization's report on its achievements in culture, which included a set of successful initiatives aimed at promoting cultural affairs in its Member States, notably ICESCO's Initiative on Cultural Rights and the Right to Culture in the Islamic World, which contributed to securing 21 programs for ten African Member States, with the number of beneficiaries reaching 1,000.
Moreover, he highlighted ICESCO's Creative Intelligence Incubator, 'Ibdaa,' which mentored young entrepreneurs across various cultural fields and supported 100 startup projects. He also announced the establishment of two new specialized centers: the Center for Calligraphy and Manuscripts and the Center for Poetry and Literature. Additionally, Dr. Zine El Abidine reviewed ICESCO's Culture Capital program, which celebrates Marrakech, Shusha, and Benghazi for their rich cultural heritage within the Islamic world.
In conclusion, Dr. Zine El Abidine stressed that the Organization's efforts in the cultural field align with its 'Paths towards the Future' program, serving as a model for Member States to foster innovation and solidify culture as a foundational pillar.
The Consultative Council for Cultural Development in the Islamic World is convened to review the agenda, draft resolutions, and documents to be presented at the 13th Conference of Ministers of Culture in the Islamic World, scheduled for February 12–13 in Jeddah.

Madbouly witnesses alliance signing between Arab Contractors, China's CSCEC
Prime Minister Mostafa Madbouly witnessed the signing of a cooperation protocol between Egypt's Arab Contractors Company and China State Construction Engineering Corporation (CSCEC), establishing a strategic alliance to implement major projects in Egypt and across the African continent. The ceremony was attended by Sherif El-Sherbiny, Minister of Housing, Utilities, and Urban Communities; Dong Jian Guo, China's Vice Minister of Housing and Urban-Rural Development; Abdel Khalek Ibrahim, Assistant Minister of Housing for Technical Affairs; Hesham Sheta, Chairperson of INCOME (CSCEC's representative in Egypt); and Heba Abou El-Ala, Vice Chairperson of Arab Contractors. Following the signing, Prime Minister Madbouly affirmed that the protocol reflects deepening strategic ties between Egypt and China, highlighting expanding bilateral cooperation across various sectors. He emphasized that the current momentum in Egyptian-Chinese relations provides a strong foundation for advancing joint initiatives and shared interests. Housing Minister Sherif El-Sherbiny described the agreement as a key outcome of Egypt's recent high-level visit to China, which included extensive meetings with Chinese officials. During the visit, the proposed collaboration between CSCEC—one of the world's largest construction firms—and Arab Contractors—Egypt's leading state-owned construction company—was advanced to capitalize on their shared expertise and regional reach. In a related development, Prime Minister Madbouly also attended the signing of a comprehensive operation and maintenance agreement for the Central Business District (CBD) in Egypt's New Administrative Capital. The agreement, signed between the New Urban Communities Authority (NUCA) and an Egyptian-Chinese alliance represented by Horizon Management and Operations Company, aims to ensure world-class service delivery and infrastructure sustainability. The agreement was signed by Amin Ghoniem, NUCA Vice President for Real Estate Affairs, and Qi Zhang, Managing Director of Horizon Management and Operations Company. Minister El-Sherbiny explained that the agreement introduces a modern 'Cost + Margin' management model—balancing service quality with operational sustainability. It enables the state to maintain full oversight through budget controls and regular reviews of technical and financial performance. The agreement covers the maintenance and operation of critical infrastructure such as electricity and water networks, fire safety systems, and other essential facilities. It also includes cleaning, security, landscaping, and environmental monitoring services. All operations will adhere to strict technical specifications and legal standards, with ongoing performance monitoring and financial oversight. El-Sherbiny noted that this approach reflects a shift toward integrated, high-efficiency urban management aligned with Egypt's vision for modern, sustainable cities. He stressed that the agreement sets a new benchmark for managing public utilities, protecting state investments, and delivering services that meet the expectations of residents, visitors, and investors in the CBD. He added that the contract underwent rigorous institutional review, overseen by a ministerial committee tasked with ensuring full compliance with legal and technical standards throughout the pre-contract and implementation phases. 'This marks a pilot model for smart, integrated urban management that we aim to replicate across the New Administrative Capital and other new cities,' El-Sherbiny concluded. 'It represents a shift from traditional service models to sustainable frameworks based on performance, accountability, and governance.'

Al-Azhar Grand Imam Receives Gambian Foreign Minister to Discuss Expanding Educational, Religious Cooperation
Mohamed Mandour Dr. Ahmad At-Tayyeb, the Grand Imam of Al-Azhar, received Mamadou Tangara, Minister of Foreign Affairs of Gambia, at Al-Azhar headquarters to discuss ways of boosting Al-Azhar's religious and educational support for Gambian students and communities. During the meeting, the Grand Imam reaffirmed the deep-rooted relations between Al-Azhar and Gambia and expressed Al-Azhar's readiness to increase scholarships for Gambian students to study at Al-Azhar in alignment with the country's societal needs. He also pledged to train Gambian imams at Al-Azhar's International Academy for Training Imams and Preachers to equip them with the skills necessary to address contemporary issues, including Islam's stance on coexistence, women's rights, and confronting extremist distortions of Islamic teachings. The Grand Imam emphasized that 'the Palestinian people are enduring the worst genocide and ethnic cleansing for nearly two years, abandoned to face their fate amid an unprecedented international failure and a deeply weakened global response.' He added, 'The Zionist entity has committed horrific massacres in modern history, killing innocent children, women, the elderly, and youth, and destroying hospitals, mosques, churches, and schools. This entity has shown itself to be utterly against humanity.' For his part, Minister Tangara expressed his pleasure in meeting the Grand Imam and commended Al-Azhar's efforts in promoting the true image of Islam and supporting Gambian students. He remarked, 'We appreciate your generous support to our students at Al-Azhar and to our country through the Al-Azhar Arabic Language Center in Gambia, from which 60 students have already graduated.' He further noted that many Gambians aspire to study at Al-Azhar due to its esteemed position among the Gambian people. He praised the wisdom of the Grand Imam and his global leadership in promoting Islam's moderate principles, adding, 'You may consider me Al-Azhar's ambassador in Gambia and within the Organization of Islamic Cooperation, which we currently chair.
