Odisha Observes 12-Hour Bandh As Outrage Grows Over Students Suicide: Whats Open And Whats Closed?

A 12-hour state-wide 'bandh' (shutdown) is ongoing in Odisha today, Thursday, organised by a coalition of eight opposition parties. The extensive protest seeks justice for a 20-year-old college student who died in a tragic fire after having attempted self-immolation, reportedly over the lack of action on her complaint against sexual harassment by a professor.
The student, a second-year B.Ed. student at Fakir Mohan Autonomous College in Balasore, died of her injuries at AIIMS Bhubaneswar late on Monday night, July 14, after sustaining severe burns. She had immolated herself on the college campus on Saturday, July 12, alleging her sexual harassment complaints were not taken seriously by the authorities.
The 'bandh', which was called early today and was to go on until 6 PM, has taken a heavy toll on daily life in the state. Markets, shops, schools, and colleges are shut, and traffic has been mostly halted, causing roads to be empty as reported by Odisha TV.
But necessary healthcare services, such as pharmacies, ambulances, and other health facilities, are functioning normally. Although there has not been any official government notice for the closure of state offices and banks, low staffing is expected. Train services also might encounter delays because of anticipated demonstrations and protests all day long.
The fervor of the protest was witnessed on Wednesday, July 16, specifically in Balasore, where Biju Janata Dal (BJD) workers organized protests, occupying roads and setting tires ablaze. Similar protest was seen in Jaleswar, Basta, Soro, Baliapal, and Bhograi, resulting in traffic control by the police.
The ghastly accident has set off a ferocious political storm. BJD leader Debi Prasad Mishra articulated the outrage of the people, asserting, "People are very angry over the denial of justice to the student who ultimately set herself on fire and died." He promised that his party would continue protesting throughout Odisha "till the BJP government announces a judicial probe into the incident."
Opposition parties like the Congress and BJD have charged the BJP-ruled Odisha government of a cover-up and are calling for the immediate dismissal of Higher Education Minister Suryabanshi Suraj. Congress MP Rahul Gandhi has described the death of the student as not a suicide but an "organised murder by the system" and accused her of having been threatened and humiliated rather than given justice.
To this, the state government has released a ₹20 lakh compensation for the family of the victim and revealed that the principal of the college and the Head of the Education Department have been arrested in regards to the case. They have appealed to other opposition parties not to politicize the tragedy and promised severe action against all the perpetrators. The University Grants Commission (UGC) has also constituted a four-member fact-finding committee to probe the incident, including whether institutional policies and grievance redressal are effective.

'The charges applied in the FIR fall under the category of bailable offences. Notices are to be issued to the people against those mentioned in the FIR. The allegations are being verified,' a police officer said. The officer added that the case was registered following the complaint of a local BJP leader Yashwant Singh Negi, who is the BJP Kinnaur district president. Meanwhile, BJP state media incharge Karan Nanda said 'the incident occurred at the main chowk of Reckong Peo, where a group of Congress workers allegedly gathered without permission, raised anti-Jairam slogans, and publicly set his effigy ablaze'. The complaint alleged that the Congress workers, carrying party flags, assembled without prior approval from authorities, chanted derogatory slogans, and set the effigy on fire in full public view, in front of a police booth. Despite the presence of police personnel, no action was taken at the time, the complaint stated.

PM Modi's visit includes addressing a BJP rally in Durgapur, as well as launching projects aimed at boosting infrastructure in the region. But amidst the celebratory mood, concerns over women's security have taken centre stage. 'We are very happy that he is coming here. Seeing him is like seeing God,' said one woman from Durgapur. After addressing a public gathering in Motihari, Bihar, PM Modi will move to Durgapur, West Bengal, where he will lay the foundation stone and inaugurate several major projects in the oil and gas, power, road, and rail sectors. One of the key projects includes the Bharat Petroleum Corporation Limited (BPCL) City Gas Distribution (CGD) project for Bankura and Purulia districts, valued at around Rs 1,950 crore. This project will boost the region's oil and gas infrastructure by providing piped natural gas (PNG) connections to households, commercial establishments, and industries, as well as compressed natural gas (CNG) at retail outlets. PM Modi will also dedicate the 132-kilometre Durgapur to Kolkata section of the Durgapur-Haldia Natural Gas Pipeline, as well as the Bokaro-Dhamra Pipeline, both part of the flagship Pradhan Mantri Urja Ganga (PMUG) Project. In the energy sector, the Prime Minister will launch the Retrofitting Pollution Control System-Flue Gas Desulphurisation (FGD) at the Durgapur Steel Thermal Power Station and Raghunathpur Thermal Power Station of the Damodar Valley Corporation, a project worth over Rs 1,457 crore aimed at reducing pollution. To enhance rail connectivity, the doubling of the Purulia – Kotshila Rail Line (36 km) will be dedicated to the nation. Valued at over Rs 390 crore, this will improve freight movement between major industrial hubs, cutting travel time and improving logistics. Additionally, two road over bridges constructed under the Setu Bharatam Programme, costing over Rs 380 crore, will be inaugurated, easing traffic congestion and improving safety.

Maharashtra Food and Drugs Administration Minister Narhari Zirwal on Thursday said the state government is exploring whether those involved in the transportation and sale of gutkha and pan masala can be booked under the stringent Maharashtra Control of Organised Crime Act (MCOCA). Banned gutkha and pan masala worth Rs 450 crore has been seized so far, while more than 10000 cases have been filed in this connection, Zirwal said. "The state government is exploring whether to book those involved in transportation and sale of gutkha and pan masala under MCOCA. A proposal will be sent to Law and Judiciary department to seek guidance on the matter," Zhirwal said in response to a question by BJP's Shrikant Bhartiya in the legislative council. Bharatiya said the manufacturing of gutkha and pan masala takes places in other states and is then transported to Maharashtra. Ambadas Danve, the leader of opposition in the council, said police and the RTOs in the border districts should be held responsible for entry of such vehicles in the state.
