
Quota pie still in the making, but parties in Tamil Nadu demand their slice
The caste census, seen as crucial for evolving policies, may also open a Pandora's box of reservation debates, especially in Tamil Nadu, where quota politics is heating up. Tamil Nadu's quota politics is under scrutiny as the Union govt-proposed caste census sparks demand for increased reservation and potential legal and political challenges.
The DMK govt has claimed the census is a "hard-earned victory." Parties such as PMK are pushing for additional data for internal quota, while Thol Thirumavalavan's VCK is demanding 60 notified scheduled caste communities be declared adi dravidars. This has raised concerns about the impact on existing quotas and the need for legal amendments to address proportional representation.
The Tamil Nadu govt has given the state's backward classes commission time until July 11 to file its report on internal reservation for most backward classes and denotified communities due to a lack of sufficient primary data.
This followed the Supreme Court striking down in 2022 the 10.5% vanniyar quota, a strategic move by the AIADMK govt, just hours before the 2021 assembly election. The contentious quota followed considerable negotiation between the two parties, with AIADMK's potential ally PMK pushing for a 15% quota before settling for 10.5%.
The Supreme Court cited the use of antiquated data as the reason for its decision to strike it down.
DMK ally VCK believes it's time for adjustments in the reservation system. "Increase in SC reservation is long overdue. SCs make up 24% of Tamil Nadu's population. We want a proportional reservation to increase from 18%," says VCK MP D Ravikumar. "The ST quota is at 1% but must get an increase of 2%. When the OBC quota is addressed, SC/ST will also have to be taken care of too. Legal challenges have to be faced. Amendments should be made to change the cap of 50% on reservation.

The Modi govt's 2021 decision to group seven SC communities under the devendra kula vellalar label has fuelled demands. The move, along with the existing 3% internal quota for arunthathiyars, has prompted VCK's adi dravidar demand. The SC communities that form arunthathiyars include chakkiliyan, madari, madiga, pagadi, thoti, and adi Andhra.
VCK's political opponent, PMK leader Anbumani Ramadoss, has publicly offered support to DMK if vanniyars are granted a 15% internal quota.
PMK had previously pushed for a caste census at the national level. In 2008, as Union Minister, Anbumani presented a petition to the Centre, signed by more than 140 OBC MPs, calling for such a census. Now, PMK says the Union govt's planned caste census will be superficial, arguing that additional statistics are needed to provide internal reservation within TN.
"The state govt must conduct its own caste survey under the Collection of Statistics Act, 2008, to know details including caste, education, employment, and economy," says PMK spokesman K Balu.
"Without this, internal quotas will not be provided. The state should not wait for census data."
The caste census is expected to open the floodgates for quota adjustments. There is an under-representation of arunthathiyars in jobs despite the exclusive 3% quota, says writer and Tamil Nadu Sakiya Arunthathiyar Sangam president M Mathivannan. "Arunthathiyars constitute much of adi dravidars in the state, but they are under-represented in jobs.
The caste census will bring out the true status." He urges the state govt to increase internal reservation based on the caste census.
A former AIADMK minister has cautioned that smaller communities benefiting from bigger quotas could lose out if reservation is based on population numbers. "The 50 lakh strong, 24 manai Telugu chettiar community should be granted MBC status," says former AIADMK minister Pollachi V Jayaraman.
"The community falls under BC and MBC categories. The census will reveal their backwardness in education and employment.
"
If the demand for population-based reservation is conceded, it will result in more than 90% quota. This is higher than the existing 69% quota, which is under judicial review. The Supreme Court ruling in the Indra Sawhney case has set a precedent for reservation policies. The court stated that Article 16 (4) requires "adequate" rather than "proportionate."
This judgment has been consistently cited by courts, including in the recent Maratha quota verdict, which struck down the law due to the community's "adequate representation" in public service.
As the 50% reservation cap cannot be breached, the introduction of the 10% EWS quota has drawn sharp criticism from certain quarters.
DMK, in 2021, made a poll promise to push for a caste census to regain OBC support perceived to have been alienated by AIADMK due to internal quota for vanniyars.
The DMK govt is believed to have avoided conducting a survey due to potential implications. Following the Union cabinet's decision to hold a caste census, DMK has been actively promoting the leadership's efforts, believing this move could benefit the party in the 2026 assembly election.
Former bureaucrat Ashok Vardhan Shetty says a caste census will help address the issue of caste-based disparities. "Not counting caste will not make it go away any more than not taking a CT scan will make your tumour disappear.
A caste census is the statistical equivalent of opening your eyes to confront reality. If marginalised castes don't show up in the Census and survey data, they don't show up in policies. When that happens, they disappear from public imagination.
What we're left with is a statistical fog in which dominant castes monopolise income, wealth, and opportunity while pretending caste doesn't exist," he says. Since 1951, the census has enumerated 2,000 castes and tribes under the SC/ST categories, says Shetty.
"Adding the remaining 4,000-plus OBCs and upper castes is a simple extension of the method and legally warranted since OBCs and EWS among the upper castes enjoy reservation."
There is an expectation that the caste census will help protect the existing 69% reservation in Tamil Nadu as the constitutional validity of this law has been challenged in the apex court. DMK MP and former additional solicitor general P Wilson says the Union govt should increase reservation for OBC, SC/ST, as the state already has the highest.
He believes a caste census will help strengthen the state's 69% reservation and potentially increase the quota.
"If conducted properly, the caste census would provide strong data to strengthen the case before the Supreme Court along with reports the state possesses through various commissions," he says.

On May 21, during an encounter in the forests of Boter village, 27 Maoists, including Communist Party of India (Maoist) general secretary and Polit Bureau member Basavaraju, alias Gaganna, were killed. A huge quantity of arms and ammunition too were recovered. The officers involved in the operation, including Chhattisgarh Director-General of Police Arun Dev Gautam; Additional DGP (Anti-Maoist Operations/SIB/STF) Vivekanand; Inspector-General of Police (Bastar Range) Sundarraj; Superintendent of Police (Narayanpur) Prabhat Kumar; Superintendent of Police (Bijapur) Jitendra Yadav; and Superintendent of Police (Maoist-free Bastar District) Shalabh Singh, were felicitated by Mr. Shah. Water sharing row: HC dismisses Punjab's May 14 plea over release of more water to Haryana
The court had disposed of the petition on May 26 and the detailed order was released on June 7 The Punjab and Haryana high court has dismissed a petition from the Punjab government seeking modification of the May 6 order that allowed the release of an additional 4,500 cusecs of water to Haryana by Bhakra Beas Management Board (BBMB). The Punjab government had filed the petition on May 14 arguing that direction was an outcome of concealment of material facts by the BBMB, Haryana and the Centre. 'This court disposed of the matter (on May 6) in the backdrop of emergent situation, which had arisen and any delay in resolving the dispute would have caused irreparable damage to millions of residents of different states, including Haryana, Rajasthan and Delhi. With this urgency in mind, this court finally disposed of the matter... (on May 6),' the bench of chief justice Sheel Nagu and justice Sumeet Goel said, dismissing the plea from Punjab. The petition was disposed of on May 26, and the order was released on June 7 evening. The controversy erupted on April 28 when the Haryana government's demand for additional water from the Bhakra Dam was approved by the BBMB despite opposition from Punjab. The Punjab government refused to accept the decision and deployed police at Nangal dam, 13km downstream from Bhakra, to stop the additional water release. The BBMB was established by the Union power ministry in 1966 under Section 79 of the Punjab Reorganisation Act and regulates water distribution from Bhakra, Nangal, Pong, and Ranjit Sagar dams between Punjab, Haryana, Himachal Pradesh, Delhi and Rajasthan. The Union home ministry stepped in on May 2 and directed that additional water be released to Haryana. However, the BBMB said that the order could not be complied with as Punjab Police prevented board officials from discharging their duties. The BBMB approached the high court on May 5, seeking the court's intervention and demanding that Punjab Police be withdrawn from BBMB. It was during these proceedings, on May 6, the high court ordered that the May 2 decision of the Union home secretary be implemented, whereby Haryana was to get additional water. However, Punjab did not allow implementation of the May 6 order claiming that 'not a drop could be spared'. HC reiterated its order on May 9 and also sought names of Punjab officials who did not allow the implementation of the HC order. However, it was also not implemented. Finally, on May 14, Punjab filed a plea seeking recall of the May 6 order, which has been dismissed by the HC now. Lawyers said, practically, this decision has 'no impact on the ground' as a new water-sharing cycle has started from May 21. The high court said that on May 29, Haryana wrote a letter to the Centre seeking its intervention in the backdrop of Punjab's opposition. But the letter merely seeks implementation of the May 28 resolution of BBMB allowing more water to Haryana. The court said that this letter can't be treated as a reference, which, as per rule 7 of the BBMB Act, a dissenting state can raise in the event of a dispute. 'This letter does not fall within the realm of 'material fact' (which Punjab was claiming) non-disclosure of which is inconsequential,' the court said. The court also said that Punjab has argued that since the May 29 'reference' was pending with the Centre, BBMB was not competent to decide the issue of water sharing. However, this issue does not arise as the May 29 letter or 'reference' of the Haryana government to the Centre was not made under Rule 7 of the BBMB Act. 'More so, Punjab is not left remediless, since it can always make a reference to Central government in terms of Rule 7,' the court said adding that Punjab was given liberty to approach Centre as per rules. But has not been availed by the state. It further added that with regard to Punjab's argument that the Union home secretary was not competent to take the May 2 decision on the issue and since Haryana's request of May 29 has been held to be 'not in terms of Rule 7,' the very foundation of raising the said ground does not exist,' it added.

Union Agriculture Minister announces approximately Rs 6,262 crore for MNREGA for Madhya Pradesh this year
Sehore (Madhya Pradesh) [India], June 7 (ANI): Union Minister for Agriculture and Farmers' Welfare and Rural Development Shivraj Singh Chouhan on Saturday inaugurated and laid the foundation stones for various development works worth crores of rupees in Sehore district of Madhya Pradesh, the Ministry of Agriculture & Farmers Welfare said in a release. As per the release, on this occasion, Chouhan said that for the MGNREGA (Mahatma Gandhi National Rural Employment Guarantee Act), Madhya Pradesh will receive approximately Rs 6,262 crore this year. Chouhan called upon everyone to actively participate in development initiatives and said, 'We will leave no stone unturned to fulfil Prime Minister Narendra Modi's vision of a Viksit Bharat by 2047. The development of villages and the nation is only possible with the support and cooperation of the people. The development of the country depends on the development of its villages.' Chouhan added that consistent work is being done to bring Narmada water to Sehore, and the people can expect the waters of Narmada to reach the region soon. Efforts are also underway to supply Narmada water to farmers' fields in Ashta and Ichhawar. Speaking on urban development, Chouhan noted that Bhopal is being designated as a metropolitan city, and this will significantly benefit Sehore as the two cities grow closer and progress together. Regarding housing for the poor, Chouhan shared that under the Pradhan Mantri Awas Yojana (PMAY), 14 lakh homes were approved for the poor as per the 2018+ list. He announced the approval of the remaining 7,85,356 houses. He also mentioned that the survey work for the scheme is underway, and after verification, new eligible applicants will also be approved to ensure that every deserving poor family gets a home. The Minister proudly stated that 1.48 crore women across the country have become 'Lakhpati Didis' (women earning Rs 1 lakh or more annually), and the government continues to strive to ensure no woman remains poor. Efforts are also being made to increase this number further. Chouhan further discussed the ongoing Viksit Krishi Sankalp Abhiyan, stating, 'I have asked 16,000 scientists to step out of laboratories and go into villages. These scientists are now visiting rural areas, sharing their research directly with the farmers. I urge farmers to listen carefully to the scientists and adopt their recommendations to increase productivity. It is our resolve to achieve Viksit Krishi (developed agriculture) for a Viksit Bharat.' Madhya Pradesh Chief Minister Mohan Yadav, also addressing the gathering on this occasion, assured that irrigation facilities will be extended to every farm and that, wherever necessary, full water support will be provided to ensure complete irrigation, the release added.
