Supreme Court upholds suspension of PhD scholar from TISS, but allows reinstatement
However, the court reduced Ramadas' two-year suspension to the time that he had already served until Friday and ordered his reinstatement, The Hindu reported.
The bench of Justices Dipankar Datta and Manmohan noted that Ramadas should be given the opportunity to finish his doctoral studies.
Ramadas welcomed the Supreme Court's decision in a Facebook post. He said that the denial of education to a student was not only a personal matter, but one that impacts the 'fundamental rights of countless students and the question of campus democracy in our higher education system'.
'Though this period has been a tough fight, taking away a significant amount of time from my education and daily life, I am glad that I could also be a small part of the resistance,' he said.
On April 18, 2024, the institute had suspended him from the School of Developmental Studies in its Mumbai campus for two years.
A day after Ramadas was suspended, the Progressive Students' Forum had claimed that the action was taken because he had participated in protests against the Bharatiya Janata Party government.
The students' forum claimed that Ramadas, who is also a student leader, had received a show cause notice from the registrar of the institute in March 2024, objecting to his activism, specifically his participation in the Parliament March in Delhi in January 2024 and his post on social media encouraging students to watch the documentary Ram Ke Naam as an 'anti-national act'.
Ram Ke Naam is a National Film Award-winning 1992 documentary by filmmaker Anand Patwardhan about the campaign by Hindutva groups to build a Ram temple at the site of the erstwhile Babri mosque in Ayodhya.
On its part, the Tata Institute of Social Sciences said that Ramadas was suspended for two years due to 'repetitive misconduct over a period of time'.
'Throughout his tenure, Ramadas KS exhibited a shift in focus towards activities unrelated to his academic pursuits, engaging in events, protests, and other activities influenced by personal political agendas,' the institute had said on April 20, 2024. 'Despite repeated verbal and written advisories from the TISS Administration to prioritise academic commitments, Ramadas KS failed to comply.'
In May 2024, Ramadas moved the Bombay High Court challenging his suspension. The plea was rejected in March, prompting him to approach the Supreme Court.
In his petition, he claimed that the order was imposed without properly considering his explanations.
The suspension violated his constitutional rights, including the right to freedom of speech and association, the petition said. It added that the Tata Institute of Social Sciences had fabricated a narrative to vilify him to punish him for his political activities and views.

100 stray dogs relocated within 2 days as MCD acts on SC order
The MCD has picked up 100 stray dogs so far since the Supreme Court order on relocating canines, and converted the city's 20 Animal Birth Control (ABC) centres into shelter homes, Mayor Raja Iqbal Singh said on Wednesday. The Supreme Court on Monday ordered that all stray dogs in Delhi-NCR be picked up within eight weeks and relocated to shelters.(PTI) The MCD also identified an 85-acre plot in outer Delhi to shelter more strays, Singh said. Talking to PTI, Singh said the civic body has started looking for land to set up more dog shelters, adding that they will implement the SC directive in phases, starting with aggressive and rabies-infected dogs. The Municipal Corporation of Delhi (MCD) will expand an ABC centre in Dwarka, while in the third phase, the Ghoga Dairy -- which has 85 acres of land -- will be considered for setting up large shelter homes, the mayor said. Once the stray dogs are shifted to the shelters, Delhiites will get huge relief, he said. The mayor said in the first phase, only those dogs that are aggressive, rabies-infected, or sick will be picked up. At present, the MCD has 20 ABC centres, which are being converted into shelters to house the captured dogs, he said. 'We are making sure that all facilities are provided so that the dogs do not face any problems,' he added. For the next phase, the civic body plans to expand the ABC centre in Dwarka, while in the third phase, the Ghoga Dairy will be considered for setting up large shelter homes. Speaking about the availability of land and funds, Singh said there is no shortage of either, and funding will not be an issue. 'This is a people's government, and this is a priority for us because residents have been facing problems for a long time. We now have the resources and are moving ahead in a planned way,' he said. According to Singh, 25 teams are currently working across the city and responding to calls from residents. The MCD will soon launch a dedicated helpline for citizens to report stray dog-related complaints.

Plea about ‘threat' to Rahul Gandhi filed without his consent, to be withdrawn: lawyer
Just hours after a plea was submitted in a Pune court citing a possible threat to Congress leader and Leader of Opposition in Lok Sabha Rahul Gandhi from those following the ideology of Vinayak Damodar Savarkar, his lawyer clarified that it had been filed without Gandhi's approval, and would be withdrawn. The Pune court has already granted bail to Gandhi in the defamation case, and the trial is yet to start. (HT FILE) Advocate Milind Pawar, who represents Gandhi in a defamation case filed by Savarkar's grand-nephew Satyaki Savarkar, said on Wednesday evening that a fresh application for withdrawal would be moved before Judicial Magistrate (First Class) Amol Shinde on Thursday. Pawar said that the earlier submission, made during the regular hearing in the afternoon and known in court procedure as a 'Pursis', had been drafted without prior discussion with Gandhi. 'The contents of the 'pursis' were drafted by me without consulting my client Shri Rahul Gandhi. My client has taken strong exception to the filing, and expressed disagreement with its contents,' the lawyer said in a press statement issued late in the evening. The application filed before magistrate Shinde had claimed that Satyaki Savarkar had acknowledged being maternally related to Nathuram Godse and Gopal Godse, both principal accused in Mahatma Gandhi's assassination. It also referred to Rahul Gandhi's role as Leader of Opposition in the Lok Sabha, recent press conferences alleging electoral malpractice by the Election Commission of India, and a heated parliamentary exchange between Gandhi and the Prime Minister on the subject of Hindutva. Against this backdrop, the application indicated that individuals connected with Savarkar's ideology or lineage might bear hostility towards Gandhi, creating a 'reasonable apprehension' of harm, wrongful implication, or other targeting. 'In light of the documented history of violent and anti-constitutional tendencies linked to the complainant's lineage, and considering the prevailing political climate, there exists a clear, reasonable, and substantial apprehension that Rahul Gandhi may face harm, wrongful implication, or other forms of targeting by persons subscribing to the ideology of Vinayak Damodar Savarkar,' the application stated. The Pune court has already granted bail to Gandhi in the defamation matter, and the trial is yet to start. The case stems from Satyaki Savarkar's allegation that Gandhi, in a March 2023 speech in London, falsely attributed to VD Savarkar an account in which he claimed to have assaulted a Muslim man and felt pleased about it. Calling the plea a delaying tactic, Satyaki Savarkar's counsel, advocate Sangram Kolhatkar, questioned why it had been filed in the first place. 'This is nothing but an attempt to stall proceedings by making frivolous claims,' he said.
