
Geothermal Strategy can be catalyst for transformational change
We have worked in the geothermal sector with engineers, scientists, Māori trusts, and industry leaders for decades, here and globally, and it's clear his strategy is welcomed with enthusiasm and optimism. The direction is right. The language is ambitious. And the need is urgent.
At the Geothermal Institute at the University of Auckland, we see this as more than a policy milestone – it's a long-awaited catalyst for transformational change. Hearing Ministers Shane Jones, Louise Upston and Shane Reti tell it, educating our young people and providing compelling career opportunities in geothermal needs to be at the heart of it.
The importance of signals
One of the most powerful aspects of the strategy is what it signals: that geothermal matters. That it has a future that can rival its storied past. That government sees the long-term opportunity and is willing to put its weight behind it.
That's no small thing. As any developer or technology innovator will tell you, long-term certainty is the foundation of long-term investment. This strategy builds on tangible commitments already made – particularly in the Government's investment to accelerate research-backed supercritical geothermal technology development. This technology aims to harness extremely high-temperature fluids from deep underground to generate renewable energy more efficiently than conventional geothermal technology. That backing will keep New Zealand at the forefront of technology to tap ultra-hot geothermal fluids to produce radically more energy per well.
This is complex science and engineering with high stakes and high rewards. If we get this right, we not only unlock more clean energy, but also more industrial process heat, more energy-dense sites, and more export opportunities for our solidified globally leading expertise.
The ripple effects for regional economic development are significant: the creation of highly skilled, highly paid jobs in engineering, geoscience, subsurface modelling, advanced manufacturing and programme and environmental management in regions including Taupō, Kawerau and Rotorua, from Northland to the Central Volcanic Plateau. The students at the Geothermal Institute will be the first to tell you: these are real jobs that future-proof careers and bolster local economies.
From field to frontier – the role of innovation, research and education
Geothermal is a mature sector, but it's also a frontier sector. What struck me at the New Zealand Geothermal Week in Taupō this year wasn't just the technical excellence on display, but the dynamism.
I had conversations with rangatahi curious about career pathways, with iwi-led developers eyeing up direct heat projects, with engineering consultants pitching AI-assisted reservoir models, and with international visitors in awe of the collaborative NZ Inc spirit in the room.
Future skills were a strong emerging theme throughout, where the message was loud and clear: the sector is hungry for talent, and young people are hungry for purpose. We need to meet them in the middle – with curriculum pathways, internship pipelines, scholarships targeting local communities and a long-term commitment to Stem education throughout the education value chain.
But building a globally competitive innovation pipeline requires sustained support. Training world-class geoscientists and engineers doesn't happen overnight. It needs the right investment and long-term partnerships. And to meet the Government's ambition to double geothermal energy use by 2040 will require scaling up education and training.
That's why the strategy's success will ultimately rest not only on the high-level vision of geothermal growth, but also what sits behind it to fuel that growth.
Reinforcing New Zealand's global leadership
New Zealand already enjoys a stellar reputation in geothermal internationally. Our engineers and consultants are in demand in Southeast Asia, East Africa, North America, Latin America, the Pacific, Europe and beyond. Our training programmes and postgraduate education programmes have produced alumni who now lead geothermal policy development, regulation, production and scientific research on every continent.
This strategy, if paired with smart investment and coordinated delivery, could elevate that leadership to the next level.
We could be the first country to commercialise supercritical geothermal knowhow. We could be the global centre for geothermal workforce training, standards and certification. We could supercharge the export of integrated geothermal solutions, from power plant designs and drilling capability to stakeholder partnering frameworks, carbon capture innovations, critical minerals extraction, cutting-edge digital modelling and real-time assessment tools, and more.
This is the soft power of geothermal – and it's rooted in decades of practical excellence, technical ingenuity, and manaakitanga.
A call to action
The Government's draft Geothermal Strategy establishes a clear framework for the growth of geothermal. At the launch this week, ministers set a challenge for our geothermal community to turn it into a bold, coherent vision for the future.
The geothermal sector is ready – meeting challenges is what we do.

Rate hikes and reforms force councils into tough decisions
The sector faces unprecedented fiscal pressure – and ratepayers are running out of patience. This is not business as usual. Come October, newly elected mayors and councillors will inherit this perfect storm. But unlike their predecessors, they are running out of road – growth in debt is becoming unsustainable and the Government is taking an ever-closer interest in council performance. The next three years will demand brutal choices: which services to cut, which projects to abandon, and how to navigate the most sweeping government reforms in decades. Those who succeed will need more than management skills. They will need the political courage to tell their communities hard truths. The financial reckoning is stark. Department of Internal Affairs benchmarks published last week reveal dramatic disparities between councils in rates per household, debt per capita and capital spending. In many cases, debt is rising faster than revenues. Some councils face massive infrastructure deficits while pursuing new facilities. Others watch transport and water project costs blow out while basic maintenance gets deferred. Across the country, councils with grand ambitions are being mugged by grinding reality. Making matters worse, the 2025-28 council term coincides with multiple central government reforms that will reshape local government's foundations. First comes the Resource Management Act replacement. The new system will shift responsibilities from individual councils to regional entities and national standards. While potentially streamlining planning processes, the transition will demand new skills and complex co-ordination, along with significant upfront costs. Then there is water reform. The coalition's 'Local Water Done Well' leaves councils responsible for delivering viable water services alone or through shared entities. By September, every council must produce a Water Services Delivery Plan that satisfies the new water regulator and the Commerce Commission. Some councils are pursuing joint ventures with neighbours, hoping to achieve economies of scale. Others are establishing at-arm's-length, council-controlled organisations, seeing it as the best way to maintain local control while meeting new standards. Still others plan to soldier on in the status quo, somehow convinced they can manage the regulatory burden in-house. Each path has its challenges. The Local Government (System Improvements) Bill adds another layer of change. It scraps councils' broad 'wellbeings' mandate – the ability to promote spending on loosely-asserted social, economic, environmental and cultural benefits – in favour of the Prime Minister's 'doing the basics brilliantly'. The bill prioritises core services, introduces new financial performance measures, mandatory disclosure of contractor and consultant spending and standardised codes of conduct. Most controversially, it opens the door to rates capping, which the minister says is being developed 'at pace'. Capping rates is appealing to angry ratepayers, but international experience shows it can be a blunt instrument. Councils in capped jurisdictions often defer maintenance, cut core services or find creative workarounds that cost more. Ratepayer referendums on major non-core projects could prove more effective, giving communities direct say over expensive projects while preserving councils' ability to fund essentials. Voter turnout at local elections barely reaches half that of national elections. Despite last-minute surges, some councils couldn't fill all seats. Several mayoralties attracted just one candidate. This reflects decades of centralisation that have hollowed out local government's relevance. Why would talented people seek office when councils control less and matter less? Why would voters care? The erosion shows in public discourse. Councillors face increasing criticism and abuse, much of it personal and vitriolic. Social media amplifies every rates increase, every pothole, every perceived failure. Yet councils desperately need capable people who can absorb regulatory complexity, scrutinise multi-million dollar infrastructure proposals, and communicate financial realities to their communities. Those elected in October face three immediate priorities. Cost growth must be controlled without gutting essential services, a delicate balance requiring financial acumen and political skill. Reforms will test their ability to shape change rather than resist. Most importantly, they must rebuild trust with communities exhausted by rate hikes and service failures. Ratepayers being mugged by reality should be watching closely. They should not accept more empty promises, excuses, delays or double-digit rate increases. Success in the next council term will require a different kind of leadership. The old model, where councils could muddle through and keep hiking rates, is dead. The new environment demands leaders who can make hard choices quickly, communicate them clearly, and stick to them despite the inevitable backlash. This means not making their own costly promises, being prepared to say no to others' dreams and schemes, and telling uncomfortable truths about what councils can and cannot afford. The question is whether enough of them have stepped forward – and, crucially, whether enough voters will notice and reward them.

Government to replace petrol tax with electronic RUCs
Cabinet is working to transition New Zealand's 3.5 million light vehicles to paying for our roading network through electronic road user charges. This will replace the petrol tax, says Transport Minister Chris Bishop. 'The abolition of petrol tax, and the move towards all vehicles (whether they be petrol, diesel, electric or hybrid) paying for roads based on distance and weight, is the biggest change to how we fund our roading network in 50 years,' Mr Bishop says. 'Right now, New Zealanders pay Fuel Excise Duty (FED, or petrol tax) of about 70c per litre of petrol every time they fill up at the pump with a petrol car. Diesel, electric, and heavy vehicles pay Road User Charges (RUC) based on distance travelled. 'This revenue is funnelled into the National Land Transport Fund which funds the building of new roads and maintaining our existing ones. 'For decades, petrol tax has acted as a rough proxy for road use, but the relationship between petrol consumption and road usage is fast breaking down. For example, petrol vehicles with better fuel economy contribute less FED per kilometre towards road maintenance, operations, and improvements. 'We are also seeing a fast uptake of fuel-efficient petrol hybrid vehicles. In 2015, there were 12,000 on our roads, while today there are over 350,000. 'As our vehicle fleet changes, so too must the way we fund our roads. It isn't fair to have Kiwis who drive less and who can't afford a fuel-efficient car paying more than people who can afford one and drive more often.' 'This is a change that simply has to happen. The government has recognised reality and is getting on with the transition. 'The Government's plan will eventually see all vehicles pay based on actual road use (including weight) regardless of fuel type. 'The transition will happen in stages, beginning with legislative and regulatory reform to modernise the current RUC system and enable private sector innovation. 'The current RUC system is outdated. It's largely paper based, means people have to constantly monitor their odometers, and requires people to buy RUC in 1000km chunks. 'We're not going to shift millions of drivers from a simple system at the pump to queues at retailers. So instead of expanding a clunky government system, we will reform the rules to allow the market to deliver innovative, user-friendly services for drivers. 'A handful of E-RUC companies already do this for about half of our heavy vehicle fleet and there are several companies, both domestic and international, with innovative technology that could make complying with RUC cheaper and easier.' Key legislative changes the Government is progressing include: 'The changes will support a more user-friendly, technology-enabled RUC system, with multiple retail options available for motorists,' Mr Bishop says. 'Eventually, paying for RUC should be like paying a power bill online, or a Netflix subscription. Simple and easy. 'I expect to pass legislation in 2026, followed by an updated Code of Practice for RUC providers. We will also engage with the market in 2026 to assess technological solutions and delivery timelines. In parallel, NZTA and Police will upgrade their systems to support enforcement in a digital environment. 'By 2027, the RUC system will be 'open for business', with third-party providers able to offer innovative payment services and a consistent approval process in place. 'At this stage, no date has been set for the full transition of the light vehicle fleet. That's a deliberate choice, as we're focused on getting the system right rather than rushing its rollout. 'This is a once-in-a-generation change. It's the right thing to do, it's the fair thing to do, and it will future proof how we fund our roads for decades to come.'

Birds In Auckland Study Sang Fewer, Simpler Songs After Disturbed Sleep

Producing these sounds requires precise timing and coordination between the brain, lungs and throat muscles. Birds that missed out on sleep changed the way they communicated in a study by scientists at Waipapa Taumata Rau, University of Auckland. The research, led by Dr Juli Gaviraghi Mussoi, of the School of Biological Sciences, found that common mynas sang fewer and simpler songs after a single night of disturbed sleep. Their calls also changed in pitch and duration – the sounds were longer and lower – potentially affecting how they interact socially. 'We've all had days where we feel flat and unmotivated after a rough night,' says Mussoi. 'What we're seeing is that birds have those days too.' Bird vocalisations serve a range of purposes, from attracting mates to warning of danger and maintaining group cohesion. Producing these sounds requires precise timing and coordination between the brain, lungs and throat muscles. For birds of many species, a poor-quality song could be a threat to reproduction and survival. The researchers tested the mynas after different types of sleep disruption: a full night, the first half of the night, or the second half. All types affected the birds' behaviour the next day, though a full night of disruption had the strongest impact. 'We also noticed the birds rested more during the day, suggesting they were trying to recover' says Mussoi. She cautioned this was the first study of how sleep disruption affected birdsong complexity, with more studies needed for firm conclusions. While common mynas are highly adaptable and thrive in urban settings, the findings raise concerns about native species that may be more vulnerable to ongoing light and noise pollution. 'This research shows that even short-term sleep loss changes how birds communicate,' Mussoi says. 'In cities, these disruptions aren't rare. They're constant.' Mussoi conducted the research for her PhD and has since become a lecturer at the University of Waikato. Associate Professor Kristal Cain and Professor Margaret Stanley were also part of the study. The project had one other outcome: Mussoi's sixth bird tattoo to commemorate a research project. The picture of mynas adds to images representing studies of Australian magpies (sleep deprivation), pīwakawaka or fantails (song and reproductive success), budgies (visual acuity), great tits (cognition and problem solving) and Southern Lapwings (effects of human presence on behaviour). Where did she get her great interest in birds? 'I grew up in a small city in southern Brazil, and as a child, I spent nearly every day at my grandmother's farm,' she says. 'I'd spend hours with the animals, playing with frogs and watching birds – that's where my love for birds began.' Later, at university, she discovered the incredible diversity of bird species and was captivated by their behaviours, especially the colours and elaborate courtship dances of Birds-of-paradise. 'That mix of early experiences and scientific curiosity is what keeps me so fascinated by birds.'
