Major EPFO update: New FAT rule delays payroll, UAN generation; are you impacted?

ET Online EPFO UAN generation via FAT The Indian Staffing Federation (ISF), which represents more than 1.8 million contract workers across 135 member companies in the country, has expressed urgent concerns regarding a recent mandate from the Employees' Provident Fund Organisation (EPFO) that requires the use of facial authentication technology (FAT) through the UMANG app for generating Universal Account Numbers (UANs).
In a recent circular, the Employees' Provident Fund Organisation (EPFO) announced that, starting August 1, 2025, all allotment and activation of Universal Account Numbers (UANs) should be done through the UMANG app using face authentication technology (FAT). What is UAN? The EPFO assigns the Universal Account Number, commonly referred to as UAN. The UAN serves as a unifying identifier for the multiple member IDs assigned to an individual by different establishments.
Also read: EPFO UAN generation: Only EPF members can generate PF Universal Account Number now on Umang application In a press release on August 5, 2025, the Indian Staffing Federation (ISF) underscored that the change regarding the FAT rule has already stalled onboarding for more than 1,000 candidates in just two days, disrupting payroll cycles and compliance timelines.Here are the challenges faced by staffing companies that created immediate hurdles in UAN generation, and the solution suggested by ISF: Payroll disruption on joining and exits Staffing companies employ a significant number of temporary workers, which is characterised by frequent onboarding and departures. The mandatory FAT for KYC updates requires each worker's participation, making coordination across locations difficult. Many lack smartphones or reliable internet, causing UAN delays that disrupt salary payments and PF contributions, especially in MSMEs and high-turnover sectors. UAN creation restrictions The restriction on employer-led UAN creation without Aadhaar seeding, coupled with the FAT rule, slows bulk onboarding, delays PF credits, and jeopardises compliance. It also reduces employee trust by preventing timely access to EPFO services and EPF registration.
Technical limitations The FAT system relies on digital infrastructure, which is often inaccessible to contractual workers in remote areas or those unfamiliar with digital platforms. Technical glitches, such as facial recognition failures or server downtimes, further delay compliance. Impact on compliance timelines The EPFO's deadline for Aadhaar seeding and FAT compliance (e.g., June 30, 2025, as per recent updates) is challenging for staffing companies managing thousands of employees. Non-compliance risks penalties or withheld PF contributions, which could adversely affect both employers and employees. Risk of employment loss due to incomplete UAN generation If an employee fails to generate a UAN via UMANG due to technical or awareness barriers, it may delay compliance with PF onboarding requirements and may lead to the denial or delay of employment offers, especially for first-time earners.
Other issues As per the ISF press release, 'Many workers do not have updated Aadhaar mobile numbers or face biometric mismatches, making facial authentication infeasible in practice. Successful facial authentication relies on camera quality, lighting, and stable network access—factors not uniformly available across all work locations.'To address these challenges while aligning with EPFO's objectives, ISF has proposed the following:
Allow employers to generate UAN for first-time joiners For first-time employees without a UAN, employers should be allowed to create it through the employer portal to enable timely PF registration and ensure compliance.
Extend compliance deadlines A six-month window for digital onboarding and FAT awareness is proposed. Since financial incentives (such as ELI-based benefits) are available only after six months of PF membership, this period can be used by employers to:• Educate employees about EPFO, UAN, and the UMANG app.• Facilitate FAT registration with proper support and communication.
Allow bulk UAN generation without immediate FAT According to the ISF press release, 'Reinstate the flexibility for employers to generate UANs in bulk without mandatory FAT or Aadhaar seeding at the initial stage, as permitted earlier. This would enable staffing companies to comply with PF contribution timelines while gradually completing FAT requirements.'
Enhance technical support and infrastructure 'Offer dedicated technical support for FAT-related issues and ensure the EPFO portal is equipped to handle high volumes of authentication requests without disruptions. Additionally, provide multilingual training resources to educate contractual workers on the FAT process.Consider partial exemptions or simplified compliance procedures for staffing companies and industries with high workforce turnover, balancing security needs with operational realities,' ISF added

Pension savings of millions of Indians have turbocharged the assets of portfolio management services (PMS), often seen as the preserve of India's well-heeled. The reasons: A rule that binds the retirement fund manager to invest via PMS, and higher tax and compliance burdens that dampen high-net-worth individuals' enthusiasm. These schemes, where you must put up a minimum of ₹50 lakh, managed assets worth ₹35 trillion as of May 2025, data from the Securities and Exchange Board of India (Sebi) showed. Of this, 79%, or ₹28 trillion, came from the EPFO. Five years earlier, the number stood at 75%. Meanwhile, the share of PMS assets from other sources -- read HNIs -- shrank from 24% to 21%. The EPFO, which manages retirement funds of nearly 70 million Indians, invests a slice of its investable corpus in debt instruments. This is mandated to be done via a PMS, funneling a deluge of funds to the PMS industry. While the PMS clientele is often seen as wealthy, EPFO's money comes from regular employees, who set aside a share of their monthly earnings to fund retirement. 'The EPFO utilizes a sophisticated outsourced model where the day-to-day management of its extensive corpus including debt instruments is delegated to a select group of appointed external fund managers," said Kalyani Sharma, partner, Singhania & Co. Between 45% and 65% of the EPFO portfolio should be in government securities, and 35-45% in various debt instruments, Sharma said. EPFO's debt corpus is managed by SBI Funds and UTI Asset Management. Emails sent to both remained unanswered. An email sent to EPFO also remained unanswered. 'EPFO is also allowed to invest in equity markets through exchange-traded funds like BSE Sensex, NSE Nifty and ETFs constructed specifically for CPSE disinvestments to the tune of 5-15%. But the majority of the EPFO investments remain in debt-related investments," said Shikhar Kacker, partner at Khaitan & Co. PMS assets from non-EPFO sources, primarily HNIs, have grown 70% over the last five years (till May end), while those from EPFO doubled in the same period, Sebi data showed. A tax on churning stocks, increased compliance, and higher ticket size has slowed the growth of the non-EPFO part, primarily comprising HNIs, experts said. Meanwhile, other avenues where HNIs invest have seen better growth. Total commitments raised by Category-III alternate investment funds, another type of investment vehicle, is up 4.7 times since FY20, while mutual funds' assets rose 2.95 times to ₹65.7 trillion in the same period. Mutual fund vs PMS Many investors could prefer mutual funds over PMS given their tax efficiency, said Pramod Gubbi, co-founder at Marcellus Investment Managers. In PMS, every time the manager sells a stock and books a gain, the investor is liable to pay capital gains tax even if they haven't redeemed their investment. In contrast, mutual funds are tax-exempt at the fund level; so any short-term churn within the fund does not trigger a tax for the investor, who only pays capital gains tax upon redemption, which makes them more tax efficient, said Gubbi. The PMS industry, once known for its light-touch regulation, is now facing significantly higher compliance demands, experts say. Over the past year and a half, PMS providers have been required to submit as many as 12 reports a month to Sebi, covering quantitative information like client information, transaction details, expense and employee roles, besides routine monthly reports to Sebi and the Association of Portfolio Managers of India, said Bhavin Shah, CIO at Sameeksha Capital and board member of APMI. Shah said this burden could be eased if Sebi sourced the data directly from custodians or fund accountants, who already serve as the central repository for information related to PMS accounts. The added compliance requirements have raised costs, pushing the break-even AUM for PMS providers from about ₹50 crore earlier to ₹200 crore now. Considering a startup puts capital of ₹10 crore while starting a PMS, it could take up to five years for a new player to break even, Shah added. In 2019, the minimum ticket size for a PMS was increased from ₹25 lakhs to ₹50 lakhs, which could be another reason for the slower growth, experts say. 'Increased minimum ticket size could deter investors from putting money into a new PMS," said Sushant Bhansali, CEO of Ambit Asset Management. 'Adding incremental funds to an existing PMS is manageable, but committing another ₹50 lakh to start afresh with a new PMS becomes a challenge for many investors." Moreover, unlike AIFs, PMSes aren't allowed to invest in unlisted equities, which could be another the industry'Es slower growth, Bhansali added.

Visakhapatnam: Anna Canteens in Visakhapatnam have emerged as a major success since their relaunch in Sep last year. As of July 2025, nearly 65 lakh meals have been served across the 25 canteens in the city, where meals are offered at a nominal price of Rs 5. About 24,950 people dine at these canteens daily. Located near high-traffic areas and hospitals, the canteens have become a key support system for daily wage workers, low-income employees, and unemployed youth preparing for competitive exams in the city. They are also a boon for the floating population, especially those visiting Vizag for medical or other short-term purposes, who would otherwise spend about Rs 100 per meal even at modest restaurants. Launched by the previous TDP govt in 2018 as part of a state-wide welf are effort, the scheme was discontinued in 2019 by the YSRCP govt after it came to power in the state. As promised in its 2024 election manifesto, the TDP-led NDA govt revived the scheme soon after returning to power. In Visakhapatnam, 25 canteens reopened under the program, with Rs 3.3 crore allocated for their renovation. The canteens serve three idlis, chutney, and sambar as breakfast from 7:30 am to 10 am three days a week, and puri or pongal with kurma on the remaining days. Lunch is served from 12 pm to 3 pm, and dinner from 7:30 pm to 9 pm, which include rice, curry, dal, sambar, curd, and chutney. Special rice is served once a week. Prime Minister Narendra Modi, in his address to the nation on the 79th Independence Day, announced the launch of the Pradhan Mantri Viksit Bharat Rozgar Yojana, outlining a roadmap to achieve a developed India by 2047. The initiative focuses on self-reliance, innovation, and citizen empowerment, aiming to create over 3.5 crore jobs in the next two years. Under the scheme, newly employed youth will receive an incentive of up to Rs 15,000 in two instalments, while employers will be eligible for up to Rs 3,000 per month per new employee for creating job opportunities. Part A - Support to First-Time Employees This component targets first-time employees registered with the Employees' Provident Fund Organisation (EPFO) and earning up to Rs 1 lakh annually. Beneficiaries will receive one month's EPF wage, up to Rs 15,000, in two instalments - the first after six months of service and the second after 12 months, subject to completing a financial literacy programme. Part of the incentive will be placed in a fixed deposit or savings instrument. Around 1.92 crore first-time employees are expected to benefit. Part B - Incentives for Employers Employers across sectors, with a focus on manufacturing, will receive up to Rs 3,000 per month for two years for each additional employee earning up to Rs 1 lakh annually, provided the job is retained for at least six months. In manufacturing, the incentive will extend to the third and fourth years. This component is projected to support the creation of 2.60 crore additional jobs. Payment Mechanism Payments to employees under Part A will be made through the Direct Benefit Transfer (DBT) mode using the Aadhaar Bridge Payment System, while payments to employers under Part B will be credited to PAN-linked accounts. The government said the scheme will not only promote employment generation but also increase workforce formalisation by extending social security benefits to millions. Additional Announcements The Prime Minister also announced that next-generation GST reforms will be unveiled on Diwali, lowering taxes on essential goods and providing relief to MSMEs, local vendors, and consumers. Compliance costs for startups and entrepreneurs will be reduced, and outdated legal provisions will be removed to create a more business-friendly environment. In the technology sector, the Prime Minister urged youth to develop indigenous social media platforms and digital infrastructure to strengthen India's digital autonomy. On sports, he highlighted the National Sports Policy and the Khelo India initiative to promote sporting talent nationwide.
