Cyber attack on Legal Aid Agency exposed ‘significant amount' of applicant data

A 'significant amount of personal data' of people who applied to the Legal Aid Agency since 2010, including criminal records, was accessed and downloaded in a cyber attack in April this year, the Ministry of Justice (MoJ) has said.
The group that carried out the attack has claimed it accessed 2.1 million pieces of data but the MoJ has not verified that figure, it is understood.
The Government became aware of a cyber attack on the Legal Aid Agency's online digital services on April 23, but realised on Friday that it was more extensive than originally thought.
The data accessed may include contact details and addresses of legal aid applicants, their dates of birth, national insurance numbers, criminal history, employment status and financial data such as contribution amounts, debts and payments.
The LAA's online digital services, which are used by legal aid providers to log their work and get paid by the Government, have been taken offline.
An MoJ source put the breach down to the 'neglect and mismanagement' of the previous government, saying vulnerabilities in the Legal Aid Agency systems have been known for many years.
'This data breach was made possible by the long years of neglect and mismanagement of the justice system under the last government.
'They knew about the vulnerabilities of the Legal Aid Agency digital systems, but did not act,' the source said.
The MoJ is urging anyone who has applied for legal aid since 2010 to be alert for unknown messages and phone calls and to update any passwords that could have been exposed.
The ministry has been working with the National Crime Agency and the National Cyber Security Centre, and has informed the Information Commissioner.
Legal Aid Agency chief executive Jane Harbottle apologised for the breach.
'I understand this news will be shocking and upsetting for people and I am extremely sorry this has happened.
'Since the discovery of the attack, my team has been working around the clock with the National Cyber Security Centre to bolster the security of our systems so we can safely continue the vital work of the agency.
'However, it has become clear that, to safeguard the service and its users, we needed to take radical action. That is why we've taken the decision to take the online service down,' she said.
Ms Harbottle said contingency plans are in place to make sure those in need of legal support and advice can continue to access it.
A National Crime Agency spokesman said: 'We are aware of a cyber incident affecting the Legal Aid Agency.
'NCA officers are working alongside partners in the National Cyber Security Centre and MoJ to better understand the incident and support the department.'

Wearing a white top, black cardigan and her hair in plaits in the dock on Thursday, Betro showed no emotion as Judge Simon Drew KC jailed her for 30 years, with concurrent sentences of six years for possessing a firearm and two years for evading the prohibition. He said: 'You went beyond simply reaching an agreement to kill and, in reality, you did intend to kill Mr Ali. It is only a matter of chance that Mr Ali wasn't killed. 'You were engaged in a complex, well-planned conspiracy to murder. You were prepared to pull the trigger and did so on two separate occasions.'

Swindon Town and the supporters' trust have been in discussions over a new plan for the redevelopment of the Nigel Eady County Ground. In June, TrustSTFC announced that plans to redevelop the Don Rogers Stand had been voted against by their members, with those in favour not reaching the 75 per cent threshold required for assent, with 478 votes cast in favour and 477 against. Swindon had unveiled their new plans in April, which would have seen the Don Rogers Stand given a new golden façade, updated facilities for supporters in the concourse, a new café/bar area, new hospitality and conferencing facilities, and glass-fronted corporate boxes. There has been no update on progress since the day the vote was announced on June 13, with Swindon issuing a statement saying they would 'take a moment to reflect on the result and review in due course.' The Adver is aware that informal discussions have taken place among members of the Joint Venture board, which includes representatives from the club, TrustSTFC, and Nigel Eady trustees, over the summer. A formal board meeting was held in July to discuss the key takeaways from the initial vote and develop a strategy for the next steps, and has since been followed up. TrustSTFC board member Nick Coote wrote in the trust's programme column for the home match against Barnet about the next steps for the redevelopment following this meeting. In this, he discussed the feedback that had been included as a rationale for why members voted as they did on the proposal, which had been collated into six key reasons why the plans did not pass. These were: the master plan needed to be better explained so fans understood why the Don Rogers Stand was the starting point; detailed proposals to improve all concourses in the initial plan; explain how the redevelopment would be managed via a legal agreement to control changes and variations; a more detailed financing scheme; concerns around the business plan which was created; and improving communication around this project and all aspects of the club. Coote also confirmed that a further update surrounding the redevelopment would be forthcoming soon, following the board meeting, which has already taken place.
