Telangana asks Centre to direct AP to restore RLIS site to pre-DPR stage
HYDERABAD: Telangana irrigation officials on Sunday urged the Ministry of Environment, Forest and Climate Change (MoEF&CC) to direct the Andhra Pradesh government to immediately restore the Rayalaseema Lift Irrigation Scheme (RLIS) site to its pre-Detailed Project Report (DPR) stage.
In a letter to the ministry, the officials also requested that either the MoEF&CC or the Krishna River Management Board (KRMB) monitor daily activities at the RLIS site and submit fortnightly compliance reports to the National Green Tribunal (NGT).
They pointed out that the NGT had stayed construction work on RLIS and constituted a joint committee to assess the situation. However, the Andhra Pradesh government allegedly continued construction in violation of the NGT order.
The Telangana officials recalled that the joint committee, in its March 2024 report to the NGT, noted that the project proponent had undertaken works beyond DPR preparation.
Excavation was reportedly completed up to 14.14% for the approach channel and 87.03% for the pump house and related works, totalling 18.18% of the proposed excavation.
'Self-certification not applicable'
Since the works exceeded the scope of DPR preparation, the officials argued that self-certification by the project proponent, as discussed in the EAC's 25th meeting, was not applicable. They urged that this clause be removed from the EAC recommendations and replaced with a site inspection report by a competent authority.
Reiterating their demand, the Telangana officials called for immediate restoration of the RLIS site to its pre-DPR stage to safeguard the legitimate rights of Telangana in the Krishna basin.

NGT takes cognisance of illegal beach buildings on Tamil Nadu's Karikattukuppam beach
CHENNAI: The Southern Bench of National Green Tribunal (NGT) has taken suo motu cognisance of illegal building constructions violating Coastal Regulation Zone (CRZ) rules at Old Karikattukuppam beach in Chengalpattu. The tribunal issued notices to departments concerned, seeking an action taken report by June 17. Based on a report by TNIE, the bench, comprising judicial member Justice Pushpa Sathyanarayana and expert member K Satyagopal, sharply criticised the Tamil Nadu State Coastal Zone Management Authority (TNSCZMA) for failing to exercise its authority under the CRZ Notification and Environment Protection Act to curb these unauthorised constructions. Justice Sathyanarayana noted the NGT's Western Bench had ordered demolitions in a similar case. Satyagopal pointed out that the coastal management authority's current member secretary, AR Rahul Nadh, had previously served as Chengalpattu collector, where CRZ violations have persisted for years without meaningful action. In April, TNIE reported how land sharks were encroaching upon Chengalpattu's beaches, prompting the Mamallapuram Local Planning Authority to issue notices confirming CRZ violations. These notices mandated restoration of the site to its original state through demolition or alteration within 15 days of receipt. Non-compliance would lead to authorities undertaking demolition, with costs recovered from property owners, and the premises could be locked and sealed. The notices also required halting the use of the buildings within the same period.

Polavaram-Banakacherla project DPR being readied for submission to Centre: Naidu
Chief Minister Nara Chandrababu Naidu outlined the importance of the construction of the Polavaram-Banakacherla Irrigation Project with the Council of Ministers during a meeting held at the Secretariat in Amaravati on Wednesday. Mr. Naidu said that the project would cost an estimated ₹82,000 crore, for which the State government was preparing to submit the Detailed Project Report (DPR) to the Centre. This project would provide water for drinking, irrigation and industrial needs of the drought-prone Rayalaseema. The State government has almost finalised a financial model for the project, in coordination with the Centre. Minister for Information and Public Relations Kolusu Parthasarathy said that the State government had proposed to raise funds for the project from different sources, including 50% of funds in the form of loans under Externally Aided Projects (EAPs), 20% from the Centre, 10% from State government and the rest 20% under Hybrid Annuity Model (HAM). The Chief Minister also discussed the financial burden on the State exchequer for the welfare schemes such as Talliki Vandanam, aimed at providing annual financial assistance for schoolchildren. Mr. Naidu said that the Annadata Sukhibhavascheme is likely to be launched this month for the benefit of the farmers. Mr. Naidu asked the Cabinet Ministers to ensure a grand success of the Yoga Day by encouraging more participants. On the other hand, the Ministers and Mr. Naidu opined to postpone the celebrations of one-year completion of the NDA government in Andhra Pradesh due to various other programmes scheduled for this month.
