GOLDSTEIN: 'Elbows up' was Liberal rhetoric while policy was 'quietly fold' on tariffs
Ian Bremmer, president of New York-based Eurasia Group, a political risk analysis firm with close ties to Carney, accurately predicted this strategy in a March 26 column titled, 'The end of the transatlantic relationship as we know it.'
Unlike Mexico, which took a more conciliatory approach, he wrote, 'Canadian leaders have a political incentive to put up a bigger fight because Trump's threats toward Canada's economy and sovereignty have sharply inflamed nationalist sentiment north of the border in the run-up to the April 28 elections. However, I expect Ottawa will quietly fold shortly after the vote to ensure that ongoing relations with the U.S. remain functional.'
This now appears to have been the Liberals' successful election strategy all along.

Carney initially said 'dollar-for-dollar retaliatory tariffs by Canada' against the U.S. 'should be a given' during the Liberal leadership race – 'elbows up' as the popular saying went.
But after becoming prime minister, Carney said this was unrealistic given that the Canadian economy is 'a tenth the size of the U.S.'
According to a Bloomberg News report in the National Post last week, on May 7 – the day after Carney's cordial meeting with Trump in the White House and nine days after Carney won the election – 'Canada … effectively suspended almost all of its retaliatory tariffs on U.S. products,' having 'announced a six-month tariff exemption for products used in Canadian manufacturing, processing and food and beverage packaging, and for items related to health care, public safety and national security.
'Automakers got a break, too: companies that manufacture in Canada, such as General Motors Co., are allowed to import some vehicles into Canada tariff free.'
(The finance department announced these moves in a little-noticed April 15 news release becoming effective, as my Postmedia colleague Brian Lilley reported, when they were published in the Canada Gazette on May 7.)
Tony Stillo, of Oxford Economics, told Bloomberg that based on his firm's calculations, Canada's tariff-rate increase on the U.S. is now 'nearly zero,' adding, 'It's a very strategic approach from a new prime minister to really say, 'We're not going to have a retaliation.''
That's very different from Carney's messaging during the campaign.
Was Bremmer able to predict the Liberals' strategy in advance because of the close ties between Carney and Eurasia Group?
Gerald Butts, former principal secretary to prime minister Justin Trudeau and an adviser to the Carney campaign, is vice-chairman of the Eurasia Group.
Evan Solomon, the newly-elected Liberal MP for Toronto Centre, is a longtime friend of Carney, who appointed him as Canada's first minister of artificial intelligence last week. Prior to that, Solomon was publisher of GZERO Media, a Eurasia Group subsidiary.
Carney's spouse, Diana Fox Carney, joined Eurasia Group in 2021 as a senior advisor on climate and energy policy.
Conservative MP Michelle Rempel Garner noted these connections in a March 27 substack column where she asked, 'Why is a firm closely related with Mark Carney and the Liberals telling the world to expect that Canada will acquiesce to American demands after the election … did Bremmer arrive at his conclusion Canada would 'have to accept Trump's terms eventually' and 'Ottawa would quietly fold shortly after the vote' from discussions with any of these people? Should it be taken as the Liberals' post election plan for tariffs should they form government … it's a question worth asking.'
'That's because … it's not a stretch to imagine that after tricking the Canadian electorate into giving them a fourth term, the Liberals would, in fact, simply capitulate to Trump's demands,' Rempel Garner said while noting, 'Trump's recent comment that he'd prefer the Liberals to win because it would be better for him.'
Responding to such observations on social media, Bremmer said on X on March 27 that his commentary, 'assumes (Pierre) Poilievre wins the election (our base case, but it's close)' because 'he is more ideologically aligned with Trump,' even though polls in late March showed the Liberals ahead of the Conservatives.
There's nothing surprising about the Liberals pursuing one strategy in public and a different one in private for political gain. And while the economic threat posed by Trump's tariffs hasn't gone away, he appears, for now, to be backing off the most severe sanctions aimed at Canada.
That said, Carney's 'elbows up' rhetoric during the campaign appears to have been done mainly for show.

LA28 to break longstanding tradition with corporate venue names at Games
For the first time in Olympic and Paralympic history, competition venues will carry corporate names during the Games, breaking from the long-standing 'clean venue' tradition. That policy, also enforced at other mega-events like the Fifa World Cup, requires stadiums and arenas to strip or cover all non-official sponsor branding, including naming rights signage. The aim is to protect the exclusivity of global partners who pay millions for official status. In past events, Arsenal's Emirates Stadium became 'Arsenal Stadium' for Uefa matches, and New Jersey's MetLife Stadium will be known as 'New York New Jersey Stadium' during the 2026 World Cup. Former president Thomas Bach had signaled a move towards a 'clean field of play' rather than a blanket 'clean venue' policy, opening the door for more sponsor visibility around the Games. LA28 chair Casey Wasserman said naming rights are 'truly embedded' in the US sporting culture and that many venues are already commonly known by their sponsor names. LA28 announced Thursday that Comcast and Honda will be the first naming rights partners under an IOC-approved pilot program designed to generate additional revenue for the privately funded Los Angeles Games. Comcast Squash Center at Universal Studios will stage squash's Olympic debut. Honda Center in Anaheim, home to the NHL's Ducks, will host indoor volleyball while keeping its corporate name. Other permanent venues with existing naming deals, including SoFi Stadium, Intuit Dome, Arena, BMO Stadium, Peacock Theater and Devon Park in Oklahoma City, could retain their titles if their sponsors purchase the rights. 'From the moment we submitted our bid, LA28 committed to reimagining what's possible for the Games,' Wasserman said. 'These groundbreaking partnerships with Comcast and Honda, along with additional partners to come, will not only generate critical revenue for LA28 but will introduce a new commercial model to benefit the entire Movement. We're grateful to the IOC for making this transformation possible.' Under the program, up to 19 temporary venues will also have naming rights available to worldwide and LA28 partners, with the first opportunities going to members of the Olympic Partner (TOP) program. TOP sponsors will have first choice on temporary venues, followed by LA28's highest-tier domestic sponsors. Any company outside that group would need to sign on as a founding partner to gain rights. Wasserman has estimated the total value could reach nine figures, depending on the venue and location. Historically, the 'clean venue' policies have meant significant losses for venue sponsors. Marketing analysts estimate that losing naming rights exposure at a World Cup can cost between $5m and $9m for early matches, rising to $80m for the final. For 2026, Fifa has told host cities to hand over full control of their stadiums for more than a month, with all non-sponsor logos removed or covered, even on equipment and roof signage. An IOC statement described the LA28 plan as a 'pilot' that will be 'assessed for relevancy for future hosts'. It said the approach 'takes into account market realities of venue naming and generates critical revenue to stage the Games' while maintaining the principles of clean venues on the field of play. The move underscores the growing commercialization of the Games as organizers seek new funding models. LA28 will be the first US Summer Olympics in more than 30 years and aims to rely entirely on private financing to meet its estimated $7.1bn budget. Trump's Beef with Bank of America's Corporate Governance Goes Beyond His Personal Accounts: Exclusive
By Josh Kosman Bank of America CEO Brian Moynihan may be a marked man in the White House and not just because his bank would not take President Trump's money, sources said. Trump on August 7 signed an executive order mandating banking regulators to investigate whether banks have discriminated against conservatives and certain industries. President Trump is targeting Brian Moynihan The President said August 5 on CNBC's Squawk Box that BofA and JPMorgan would not accept his deposits after his first term in office. But there may be more to the story. Trump sung the same tune Jan. 23 with Moynihan right next to him on a World Economic Forum stage. 'I hope you start opening your bank to conservatives, because many conservatives complain that the banks are not allowing them to do business within the bank, and that included a place called Bank of America,' the President said. 'I hope you're going to open your banks to conservatives, because what you're doing is wrong.' He was likely referring to when BofA stopped banking private prison company GEO Group, BofA insiders said. Photo by Ye Jinghan on Unsplash 'This is what Trump was pissed about,' a BofA source said. 'Trump needs GEO.' BofA in June 2019 was the last of the big banks to cut off future funding for private prison companies including GEO. 'They did not want to be the last bank standing,' a source with direct knowledge of the situation said. GEO now processes more than one-third of the people ICE detains, 20,000 beds, at 21 facilities, according to GEO. The firm also owns prisons and jails. But back in 2019 there was a big fight within the bank whether to stop doing more business with GEO after one of GEO's other big lenders JPMorgan in March 2019 said it would no longer fund private prisons. A GEO facility according to the company's website Wells Fargo was also pulling back. BofA Vice Chair Anne Finucane argued for staying the course and was very vocal about it, a source said, causing some at the bank to panic, the source said. There were meetings between top bank executives where what to do about lending to private prisons was fiercely debated. Ultimately, BofA's Global Head of ESG Andrew Plepler had the final word and BoA stopped future funding of private prisons, the BofA source said. 'The private sector is attempting to respond to public policy and government needs and demands in the absence of long standing and widely recognized reforms needed in criminal justice and immigration policies,' BofA said in a June 2019 statement to USA Today. 'Lacking further legal and policy clarity, and in recognition of the concerns of our employees and stakeholders in the communities we serve, it is our intention to exit these relationships.' Attorney General Pam Bondi used to work for lobbying firm Ballard Partners. GEO Group Chair George Zoley on June 26, 2019 commented publicly on BofA's decision to no longer extend financing to correctional and rehabilitation services providers. He said he expected there would be no impact on its $900 million revolving line of credit that did not mature until May 17, 2024. 'For over thirty years, we have provided high-quality services to the federal government under both Democrat and Republican administrations. To be clear, The GEO Group has never managed any facilities that house unaccompanied minors, nor have we ever managed border patrol holding facilities,' Zoley said at the time. GEO in 2020 sold shares of its common stock to raise money. ICE arrests a man from Guatemala, according to ICE website President Biden on January 26, 2021 issued an executive order to not renew contracts with for-profit prisons though it made an exception for immigration detention facilities. GEO Group's shares fell to below $6 a share. Under President Trump, with the ban lifted, the price roared to over $36 though it has now fallen to just over $21. Bank of America in Dec. 2023 changed its outright ban on banking private prison companies to a case-by-case assessment. CoreCivic, a GEO rival, now has a BofA deposit account, Semafor reported in June. People in today's Trump White House are likely fully aware of what transpired. Attorney General Pam Bondi was reportedly a GEO lobbyist, and Secretary of Commerce Howard Lutnick's Cantor Fitzgerald during Biden's term helped GEO sell its shares, sources said and public filings show. Omeed Malik Former BofA Exec Omeed Malik was pushed out in 2018 for personal conduct in violation of firm standards before the GEO ban, and he too is close to the White House. Malik in 2018 filed a $100 million claim against BofA with the Financial Industry Regulatory Authority and reportedly settled later that year for more than $10 million. In 2022 he formed 1789 Capital to invest in anti-woke companies adding his very close friend Donald Trump Jr. as a partner. CorpGov does not know if Malik has said anything critical about BofA to The White House. Bank of America and Malik spokespeople declined comment. The White House, GEO Group, Anne Finucane and Andrew Plepler (neither of which is still at BofA) did not return calls.
