Chd hauled up for delays in setting up school labs at Samagra Shiksha meeting
Chandigarh: Chandigarh's tardy progress in key educational interventions, especially delays in implementing approved digital infrastructure, came under scrutiny at the recent Project Approval Board (PAB) meeting for Samagra Shiksha held in New Delhi.
The board noted that none of the 32 Information and Communication Technology (ICT) labs sanctioned for the Union territory in 2024-25 had been completed. These labs, considered vital for enhancing digital learning environments in govt schools, remain pending, prompting the board to advise urgent follow-up and prioritisation. The UT administration has been asked to expedite execution and share updates on completion timelines.
Attention was also drawn to the staffing situation at the State Council of Educational Research and Training (SCERT), in which over 28% of academic posts remain vacant. Given SCERT's central role in teacher training and curriculum support, the board recommended that these positions be filled at the earliest to strengthen institutional capacity.
In alignment with the National Education Policy 2020, the board suggested that Chandigarh re-examine how it allocates funds across elementary, secondary, and teacher education.

A suggested distribution — 65% for elementary, 25% for secondary, and 10% for teacher education — was put forward as a benchmark for future planning.
Support for children with special needs (CWSN) was another area of focus. The board encouraged Chandigarh to accelerate early screening and assessment processes in coordination with relevant departments, with the PRASHAST app recommended as a key tool.
Training of general teachers in inclusive education, preferably through RCI-approved bridge courses, was also emphasised.
While several challenges remain, the board's observations serve as both a reminder and an opportunity for the UT to strengthen its delivery of educational services under the Samagra Shiksha framework.

Houses outside lal dora to get water connections but at a hefty price
Chandigarh: The BJP-led municipal corporation did approve the agenda of temporary water connections for residents living outside the lal dora at 22 villages in the city, but with a caveat. The civic body has imposed double domestic charges and hefty construction charges, much to the chagrin of opposition parties, which protested against the financial burden. According to the opposition, water connections should be provided without imposing double domestic charges and construction charges on old buildings. Regardless of their protests, the mayor and BJP councillors approved the agenda. Objecting to this, AAP councillor Hardeep Singh said, "Water connection is required, but not by imposing double charges and construction charges on old buildings. I opposed these hefty charges, but the mayor completely ignored it and allowed the agenda to be approved, placing this unbearable financial burden on residents living outside Lal Dora." " BJP faced opposition within its ranks too, with councillor Kanwar Rana saying that double domestic charges outside lal dora should not be imposed. However, his objection was also ignored and the agenda was passed. The final decision will be taken by the Chandigarh administration. However, sources said that any construction outside the lal dora is illegal in the eyes of the UT administration, which terms such construction as illegal. Although the MC held meetings with senior officers of the UT and raised the issue before the administrator, arguing that water supply is a necessity, the move may encourage more illegal construction outside Lal Dora. Moreover, constructed properties outside the lal dora are being used for commercial activities. "Since the Periphery Control Act applies in Chandigarh and outside lal dora construction is a violation, approved agenda of the general house will be sent to the UT administration for its consideration. NEW DELHI: Conceding the longstanding demands of Ladakhi people for safeguarding their economic rights as well as cultural and linguistic identity, the Centre on Tuesday introduced new reservation and domicile policy for the Union Territory, guaranteeing 85% quota to locals in jobs while also reserving one-third seats for women in the Ladakh Autonomous Hill Development Councils. English, Hindi, Urdu, Bhoti and Purgi languages were notified as official languages of Ladakh, with new regulation also requiring boosting institutional mechanisms for promoting native languages like Shina (Dardic), Brokskat (Dardic), Balti and Ladakhi. The Ladakh Civil Services Decentralisation and Recruitment (Amendment) Regulation, 2025, defines the conditions for domicile status: anyone who has resided in Ladakh for 15 years, or who has studied for seven years and appeared in Class 10 or 12 examination in a school located in UT, or whose parents are central govt officers who served in UT for 10 years. Children or spouses of Ladakhis fulfilling the 15-year domicile condition will also get domicile status. The procedure for grant of domicile certificate, notified in a separate set of rules, makes tehsildar the competent authority to issue domicile certificates; an officer appointed by the UT administrator will do the same for the children of central govt officers with 10-year service in Ladakh. The Ladakh Autonomous Hill Development Councils (LAHDC) Regulation 2025, notified on Tuesday, states that "not less than one-third of the total number of seats in the council shall be reserved for women and such seats may be allotted by rotation to different territorial constituencies". The move is in line with spirit of the Nari Shakti Vandan Act, which provides for 33% quota to women in Lok Sabha and state assemblies. Ladakh has two autonomous hill development councils - one each for Leh and Kargil. Centre had assured a delegation from Ladakh in Dec 2023 that it was committed to fast-tracking the development of UT and meeting aspirations of the people in the region. Subsequently, an HPC for Ladakh was constituted under Nityanand Rai. In Aug 2024, Centre created five new districts in Ladakh - Zanskar, Drass, Sham, Nubra and Changthang.
