
Panel to seek permanent solution to Kotia border dispute: Pujari

Bhubaneswar: Revenue and disaster management minister Suresh Pujari, who was named chairman of a 16-member interdepartmental committee for Kotia's development and integration, on Friday said the committee will provide detailed recommendations for a permanent solution to the Odisha-Andhra Pradesh dispute.
The committee, scheduled to meet for the first time on June 3, marks the first instance of such a high-powered panel being formed to address the long-standing border dispute. Pujari emphasised that the committee will focus on developing the neglected region while promoting Odia Asmita and resolving the dispute.
"While I do understand this is a very old and complex problem, the committee will work to ensure the development of the neglected region and a lasting solution to the inter-state dispute," Pujari told the media.
The minister said previous govts did not take adequate steps and created a legacy problem. He announced that the committee would engage experts, seek public representatives' opinions, and initiate political dialogue for a permanent solution. The panel will also determine the structure of a proposed development agency for Kotia.
Union education minister Dharmendra Pradhan welcomed the move, stating that Kotia is an inseparable part of Odisha.

However, BJD's deputy leader of opposition, Prasanna Acharya, criticised the govt approach, demanding clarity on how it plans to address Andhra Pradesh officials' continued visits to the disputed villages. "While development is a continuous process, I don't understand what another agency would do. The govt should spell out its plan to prevent infiltration of AP administration into Kotia villages, which are part of Odisha," Acharya said.

Bill in Lok Sabha to make IIM Guwahati institution of national importance
New Delhi, Aug 18 (PTI) A bill to include IIM Guwahati to the schedule of the Indian Institutes of Management Act to make it an institution of national importance was introduced in the Lok Sabha on Monday. Union Education Minister Dharmendra Pradhan introduced the Indian Institutes of Management (Amendment) Bill, 2025 amid din created by the Opposition over the issue of Special Intensive Revision (SIR) of electoral rolls in Bihar. According to the draft law, the Centre, the Assam government and representatives of United Liberation Front of Assam (ULFA) signed a Memorandum of Settlement (MoS) for all-round development of the state. According to the MoS, a number of developmental projects are to be implemented by the Union government under a Special Development Package (SDP). Establishment of an IIM at Guwahati as an institution of national importance is one of the projects under the SDP. At present, there are 21 IIMs that are declared as institutions of national importance and each of those are specified in the Schedule to the IIM Act. The Assam government has requested for establishment of an IIM in the state, keeping in view the geographical location of the state and its all-round development. 'Assam is one of the very few states with more than three crore population which does not have an IIM. As per latest published results of the All-India Survey of Higher Education, more than five and a half lakh students are enrolled in higher education institutions in Assam," the Bill noted. 'Assam is at the centrestage of all round development of the region. Establishing an IIM at Assam shall boost the overall education and development of the region and open up significant opportunities for the students of North Eastern Region of India to develop managerial skills," it said. The Bill noted that until the first Board of IIM Guwahati is constituted under this Act, all the powers and functions which may be exercised or performed by or on behalf of such Board shall be exercised and performed by such person or persons as the Central government may direct on this behalf. GST revamp: Centre, states equal stakeholders! Govt clarifies concerns over impact on state revenues
As the Centre is proposing a two-slab structure pro-middle-class 'Next Gen GST,' many are concerned about its impact on the revenue. However, government sources clarified that the Centre and the states are equal partners in sharing the revenue and the proposal might boost revenue over time, fueled by increased consumption. Under the current Goods and Services Tax (GST) framework, revenues are shared equally between the Centre and the states. Additionally, 41% of the Centre's share of the divisible tax pool is allocated to states as per the Finance Commission's recommendations. "Centre has equal concerns over what is being collected and what will be collected in GST. As members of the GST Council, both are equal partners. In such a setup, is it fair to expect that the Government of India will sit as a donor to compensate states?" PTI cited the government source. Currently, Goods and Services Tax (GST) is a 4-tier structure with tax rates at 5%, 12%, 18% and 28%. Food and essential items are either taxed at nil or 5% rate, and luxury and sin items are at 28%. The 5% slab accounts for 7% of total GST revenues, while the 18% slab accounts for 65%. The 12% and 28% slabs give 5% and 11% share, respectively, in the GST kitty. Currently, states have exclusive taxation rights over land and petroleum products. Also, the Centre, under a special assistance scheme, is giving a 50-year interest-free loan for capital expenditure to states. Besides, the health and education cess and other cess collected by the Centre go towards funding state development and welfare needs through various central government schemes and initiatives. Compensation cess, which goes entirely to the states, accounts for a substantial chunk of the total cess collected by the Central Government. Another source said that calculations show that GST revenues will go up on a sustained basis once the new 2-tier slab is implemented. "Similar revenue concerns were expressed when the compensation cess period ended in June 2022. But GST revenues have improved over time, and the average tax buoyancy of states improved to 1.23 as against 0.65 pre-GST. With GST reforms proposed by the Centre, tax buoyancy will improve steadily," PTI reported, citing the second source. The compensation cess mechanism was initially put in place for a 5-year period till June 30, 2022, to make up for the revenue loss suffered by states on account of GST implementation. GST had subsumed over a dozen local taxes and levies and was rolled out on July 1, 2017. The levy of compensation cess was later extended by 4 years till March 31, 2026, and the collection is being used to repay the loan that the Centre had taken to compensate states for the GST revenue loss during the Covid period. JP Nadda assures urea allocation to Andhra Pradesh to address shortage
Amaravati: Union Minister for Health, Fertilisers, and Chemicals, JP Nadda, on Monday assured Andhra Pradesh that 29,000 metric tonnes of urea would be allocated to the state by August 21 to address the shortage. He gave the assurance when Andhra Pradesh Education, IT and Electronics Minister Nara Lokesh called on him in New Delhi. Lokesh highlighted the severe shortage of urea amid the ongoing Kharif season and requested the Union Government to immediately allocate the required supply to support farmers. They also discussed other issues during the meeting. Lokesh also proposed the establishment of a Plastic Park to promote local industry and generate employment opportunities for the youth. On educational infrastructure, Lokesh discussed the establishment of the permanent campus of the National Institute of Pharmaceutical Education and Research (NIPER) in Visakhapatnam, noting that 100 acres of land have been identified for the project and urged necessary actions for its development. The minister further briefed the Union Minister Nadda on the progress of various development works over the past 14 months under the coalition government and sought central support for pending projects. He emphasised the need to expedite key initiatives like the Polavaram Project and the development of Amaravati as the state capital, which are critical for the state's growth and infrastructure. Lokesh also met Union Minister for Petroleum and Natural Gas Hardeep Singh Puri to discuss fast-tracking critical projects in the state and strengthening collaboration on energy security and welfare. The state minister strongly pitched for the BPCL refinery-cum-petrochemical complex at Ramayapatnam, Nellore district, a long-standing promise under Section 93(4) of the Andhra Pradesh Reorganisation Act, 2014. The Rs 95,000 crore project, coming up on 6,000 acres, is expected to generate over 5,000 direct jobs and accelerate industrialisation. Lokesh underlined that the move would create local jobs, encourage MSME partnerships, and strengthen maritime infrastructure along Andhra's coast. On the welfare front, Minister Lokesh highlighted Andhra Pradesh's Deepam 2.0 scheme, which provides free LPG cylinders to eligible families, empowering women and BPL households. The state is working to integrate Deepam 2.0 with the Pradhan Mantri Ujjwala Yojana (PMUY), ensuring wider coverage and efficient delivery, thereby improving health outcomes and reducing indoor air pollution. The Andhra Pradesh government also requested continued Central support in advancing investments, faster clearances, and partnerships in the energy and maritime sectors.
