
Richmond toll roads are going cashless
Why it matters: Once the switch to All-Electronic Tolling is complete, drivers who don't have an E-ZPass will have to pay more to use Powhite, the Boulevard Bridge and the Downtown Expressway.
State of play: The Richmond Metropolitan Transportation Authority is transitioning because All-Electronic Tolling makes for a better highway driving experience, according to RMTA's website.
Phase one is scheduled to begin this winter at the 20-lane Powhite Parkway Toll Plaza.
Once complete, RMTA will make the switch for the Downtown Expressway in winter 2027, followed by the Boulevard Bridge.
Zoom in: Under the system, cash and coins won't be accepted. Drivers who don't have an E-ZPass will be charged via pay-by-plate, which will cost more, Tia Freeman with RMTA tells Axios. RMTA's higher rate hasn't been set yet.
That extra charge can be pricey, per Axios' review of Virginia toll roads that use it.
It's $1.60 more than the E-ZPass rate on the Dulles Toll Road, plus an extra $12.50 service fee if paid more than six days late.
Pay it more than 45 days later, and that fee grows to $25.
Yes, but: E-ZPass isn't free. While the transponder costs nothing, users typically must have a bank or credit card tied to the account with a minimum of $10 available.
E-ZPass offers a manual Reload Card, but adding to it costs an extra $1.50 per transaction, which (ironically) is more than it would cost to pay the toll to get back and forth across the Downtown Expressway or Nickel Bridge.
By the numbers: Around 15% of drivers used cash or coin to pay RMTA tolls in fiscal year 2023, per the latest RMTA data.
Downtown Expressway users had the smallest cash/coin use (9.5%).
Powhite's cash use was 15.5%.
Drivers on the Boulevard Bridge had by far the highest coin use rate at 26.6% — which anyone who uses the Nickel Bridge, as locals call it, can attest.

Secretive, Peter Thiel-Founded ‘Tech Bilderberg' Group Is Moving Up in the World
A secretive group founded by Palantir mogul Peter Thiel is planning to expand its influence in Washington, D.C., according to a report from Axios. The group, called Dialog, wants to establish a permanent physical campus in the capital, where it can carry on its invite-only meetings involving major power players. Working off information provided by a source with knowledge of the group's activities, Axios claims that Dialog—which it says is 'often compared to a tech-era Bilderberg'—has plans for a 'major expansion' that includes the new physical hub in D.C. It reports: Dialog leaders are in active discussions to buy a physical venue in Virginia, just outside Washington, to serve as a permanent hub for its off-the-record meetings, the tipster says. The decision to buy land, then build, within commuting distance of the capital shows the group isn't just kissing President Trump's ring, but plans to be engaged in Washington long after this term. As you might expect, there's not a whole lot of information available about Dialog or what it's all about. Online descriptions make it sound like a pared-down, less transparent, Intellectual Dark Web-tinged version of Davos—where well-connected folks sit around and discuss naughty ideas that the American peasantry just wouldn't get. Axios writes that a source invited to participate in the event described it as 'offering global elites the chance to talk candidly across ideological lines, away from their phones and the pressures of social media, the news media, and their stakeholders.' Simone Collins, one half of that notorious pronatalist couple that had an unfortunate media glow-up a while back, previously worked as the managing director of the group. A website that appears to belong to Dialog lends itself to the group's secretive vibe. There is pretty much nothing on the site except an email address and the tagline: 'leaders join Dialog to discuss topics off-the-record.' We used that email to ask about the group's plans. Gizmodo also reached out to Thiel via Palantir. The rich and powerful have always used exclusive, secretive clubs to advance their own agendas, so it definitely tracks that the newest band of tech oligarchs would want their own forum from which to plot world domination, or whatever it is that they're plotting. The group's founder, Thiel, is a major player in business, tech, and politics, and has flitted in and out of the spheres of influence connected to the current administration. Many of his associates and friends currently have positions in the government, and Palantir continues to work for the Trump White House while making money hand over fist. Dialog was also founded by Auren Hoffman, another tech bigwig and angel investor. It's unclear how Dialog matches up in terms of 'coolness' to other secretive groups. Yale's Skull and Bones Society (also known as the 'Brotherhood of Death'), where multiple presidents have been members, and Prescott Bush, according to legend, helped steal Geronimo's skull, obviously ranks pretty high. Then there's the Bohemian Grove, the weird California retreat where powerful dudes get together to pee in the woods, wear ceremonial robes, and reportedly worship a giant owl statue. Your mileage may vary on how cool (or not) that is. The Bilderberg Group itself, while ominous, has always just seemed like a boring, albeit nefarious, business meeting, where the world's leaders get together to discuss how best to keep the globe's winners winning. Given that Dialog is staffed by a cadre of professional nerds, it seems unlikely that it's particularly cool—but there's no way to tell.

APS rolls back clean energy commitment
Arizona Public Service (APS) is reversing course on its landmark 2020 pledge to produce electricity with zero carbon emissions and be completely reliant on clean energy by 2050. Why it matters: This marks a significant retreat from one of the power sector's most ambitious climate commitments — just as the Southwest is grappling with worsening heat, drought and climate-driven strain on the grid. State of play: CEO Ted Geisler announced on a Wednesday earnings call that APS parent company Pinnacle West Capital Corp. is abandoning its "zero carbon" plan to instead aim to be "carbon neutral" by 2050. Under carbon neutrality, APS, the state's largest utility, would still emit carbon, but it would be offset by reducing emissions elsewhere. Zero-carbon means the 100% elimination of carbon emissions. Jill Freret, APS' director of resource integration and fuels, told 12 News Wednesday that the 2020 plans "were aspirational goals at the time." Zoom in: In a Wednesday press statement, Pinnacle West said that meeting the energy needs of Arizona's growing population requires "the most reliable and cost-effective resources available to us." "Clean energy remains an important consideration for us," Geisler said, "but always with a focus on a balanced energy mix that best serves reliability and affordability." The company will seek opportunities to "support reliability" through other resources, including natural gas. APS will also scrap other shorter-term goals, including getting 65% of its energy from clean sources by 2030, the Arizona Republic reported. Driving the news: APS also said Wednesday that the company — along with Salt River Project, Tucson Electric Power, UniSource Energy Services and the city of Mesa — would get natural gas starting in 2029 from a planned 600-mile pipeline that will extend from west Texas to the Valley. "It certainly has the potential to help support additional development and investment into Arizona," Court Rich, an attorney with Rose Law Group who specializes in energy and utility issues, told Axios. What they're saying: Corporation Commissioner Nick Myers praised APS on X for "backing off their Green New Deal style policies." The other side: Attorney General Kris Mayes and Bill Mundell, both former corporation commissioners, told Axios that increased reliance on natural gas will allow APS to seek rate increases to cover the costs of new plants.

Ford delays electric pickup, van to 2028 in shift to more affordable EVs
Ford Motor Co. is again delaying two of its next-generation electric vehicles as it switches its focus to smaller, more affordable offerings. The automaker in recent months told suppliers that a full-size electric pickup set for its BlueOval City assembly plant in Tennessee has been delayed to 2028 from 2027, according to three people familiar with the plans. Separately, an electric van — expected to be a next-generation E-Transit — slated for 2026 production in Avon Lake, Ohio, also is delayed until 2028, the sources said. The van, first announced in 2022, originally was expected 'mid-decade,' while the pickup, known internally as 'T3,' initially had been promised by this year. 'The pure EV market in the U.S. seems to us very clear: small vehicles used for commuting and around town, so to speak,' CEO Jim Farley said on Ford's second-quarter earnings call. 'And commercial … we think that's going to be a robust business, but we want to shrink the number of top hats. We're going to have just a few. And we've made the adjustments in timing, we think, and to be in segments where we can actually make money on EVs.' Ford last year canceled a pair of three-row electric crossovers it planned to build in Oakville, Ontario. Instead, Ford is transforming the Canadian plant to make Super Duty pickups. 'We are moving from being the dominant player in truck hybrids in the U.S. to offering EREVs, PHEVs, and a full range of hybrids across our lineup, especially our bigger vehicles,' Farley said on the second-quarter earnings call. 'We think that's a much better move than a $60,000 to $70,000 all electric crossover. We think that that's really what customers are going to want long term.' The BlueOval City assembly plant near Memphis will have the capacity to churn out 500,000 trucks a year, Ford has said. A year ago, Ford said it was postponing the start of production to late 2027 so it could 'utilize lower-cost battery technology and take advantage of other cost breakthroughs while the market continues to develop.' Farley has said the pickup will be a 'marvel of simplification' which will be offered in significantly fewer configurations than current models. The Ford spokesperson on Aug. 7 confirmed that, although production has been delayed, BlueOval City still is expected to start making prototypes in 2027. A battery plant on the site originally was expected to begin production in 2025, although a spokesperson for the project in June told Automotive News that the timetable had been delayed. 'Market demand and customer orders will determine when we start making batteries at the BlueOval SK battery plant at BlueOval City,' the spokesperson said. The automaker also plans two battery plants with SK Innovation in Kentucky. One is scheduled to open this year, while the other has been delayed indefinitely.
