
Hanoi's green transition may clear the air, but is the cost of switching to electric bikes too much for everyday commuters?
'Of course everyone wants a better environment,' said housewife Dang Thuy Hanh, baulking at the 80 million dong (RM12,986) her family would spend replacing their four scooters with electric alternatives.
'But why give us the first burden without any proper preparation?' grumbled the 52-year-old.
Hanoi's scooter traffic is a fixture of the city's urban buzz. The northern hub of nine million people has nearly seven million two-wheelers, hurtling around at rush hour in a morass of congestion.
Their exhausts splutter emissions regularly spurring the city to the top of worldwide smog rankings in a country where pollution claims at least 70,000 lives a year, according to the World Health Organization.
The government last weekend announced plans to block fossil-fuelled bikes from Hanoi's 31 square kilometre (12 square mile) centre by next July.
It will expand in stages to forbid all gas-fuelled vehicles in urban areas of the city in the next five years.
Hanh — one of the 600,000 people living in the central embargo zone — said the looming cost of e-bikes has left her fretting over the loss of 'a huge amount of savings'.
While she conceded e-bikes may help relieve pollution, she bemoaned the lack of public charging points near her home down a tiny alley in the heart of the city.
'Why force residents to change while the city's infrastructure is not yet able to adapt to the new situation?' she asked.
Many families in communist-run Vietnam own at least two motorcycles for daily commutes, school runs, work and leisure.
Proposals to reform transport for environmental reasons often sparks allegations the burden of change is felt highest by the working class. London has since 2023 charged a toll for older, higher pollution-emitting vehicles.
France's populist 'Yellow Vest' protests starting in 2018 were in part sparked by allegations President Emmanuel Macron's 'green tax' on fuel was unfair for the masses.

Food delivery driver Tran Van Tan, who rides his bike 40 kilometres (25 miles) every day from neighbouring Hung Yen province to downtown Hanoi, says he makes his living 'on the road'.
'The cost of changing to an e-bike is simply too high,' said the 45-year-old, employed through the delivery app Grab. 'Those with a low income like us just cannot suddenly replace our bikes.' Compared with a traditional two-wheeler, he also fears the battery life of e-bikes 'won't meet the needs for long-distance travel'.
But citing air pollution as a major threat to human health, the environment and quality of life, deputy mayor Duong Duc Tuan earlier this week said 'drastic measures are needed'.
In a recent report, Hanoi's environment and agriculture ministry said over half of the poisonous smog that blankets the city for much of the year comes from petrol and diesel vehicles.
The World Bank puts the figure at 30 per cent, with factories and waste incineration also major culprits.
Several European cities, such as Barcelona, Paris and Amsterdam have also limited the use of internal combustion engines on their streets — and other major Vietnamese cities are looking to follow suit.
The southern business hub Ho Chi Minh City aims to gradually transition delivery and service motorbikes to electric over the next few years.
But with the high costs, office worker Nguyen My Hoa thinks the capital's ban will not be enforceable. 'Authorities will not be able to stop the huge amount of gasoline bikes from entering the inner districts,' 42-year-old Hoa said.

SRC International's lawyer, Razlan Hadri Zulkifli, told the Kuala Lumpur High Court that Jendela Pinggiran Sdn Bhd's purpose was to 'purely collect money and transfer it out'. KUALA LUMPUR : The High Court heard today that SRC International Sdn Bhd's subsidiary, Jendela Pinggiran Sdn Bhd (JPSB), was a dormant company with only RM500 in its bank account before it received RM43.96 million from its parent company, with no documentation to justify the transfer. SRC International's lawyer, Razlan Hadri Zulkifli, told the court the former directors of JPSB had committed a breach of fiduciary duty following the lack of documents concerning the transfer. 'There were no resolutions, notes, internal memoranda, or even WhatsApp messages … nothing at all related to JPSB. 'JPSB had an opening balance of RM500 in April 2015. That remained the case until July 2015, when SRC International suddenly transferred RM43.96 million into JPSB's bank account. 'Not only were there no documents justifying the amount, obviously there were no documents justifying the RM19.5 million (transferred) to the defendants (Umno),' he said. Razlan was submitting in a suit filed by SRC International and its subsidiaries, JPSB and Gandingan Mentari Sdn Bhd, against the Umno headquarters and its Selangor chapter to recover RM19.5 million in funds, including RM3.5 million transferred to Selangor Umno. He said that after July 2015, JPSB returned to its 'natural state, very quiet, sitting there with a minimal sum of money in its bank account'. Razlan said there had been no documentation because JPSB's purpose was to 'purely collect money and transfer it out'. The plaintiffs claim that the defendants had dishonestly and knowingly received the funds from JPSB. Umno's lawyer, Shahrul Fazli Kamarulzaman, denied the claim, suggesting that JPSB was a special vehicle with a dedicated account to run corporate social responsibility activities, accept funds for CSR, and disburse them to third parties. He said the earlier examination of former JPSB director Suboh Yassin showed that there were documents available pertaining to the company's activities. 'PW-2 (Suboh Yassin) said there are other documents available outside the bundle, possibly with the authorities or in the plaintiff's office,' he said. The hearing before Justice Raja Ahmad Mohzanuddin Shah Raja Mohzan continues on July 30.

He said there are currently eight panels. 'Hopefully, with more judges appointed, we can expedite the disposal of cases,' he told reporters after witnessing the elevation of six Court of Appeal judges and the confirmation of 14 judicial commissioners as High Court judges here today. With the appointment of the six judges, the Court of Appeal now comprises 32 judges, the maximum allowed under the Federal Constitution. Bakar is the 13th president since the appellate court's establishment in 1994. The Court of Appeal is often referred to as the 'engine of the judiciary' since it serves as the intermediate appellate court, reviewing decisions made by the High Court and the apex court for cases that originate from subordinate courts. Bakar described his appointment as a huge responsibility and a significant challenge in a country with a multiracial and multireligious population. 'Of course, as president, I cannot satisfy everyone, but I will discharge my duties without fear of favour,' he said. He also said there were highly capable judges who would assist him in fulfilling his responsibilities. Newly appointed Chief Justice Wan Ahmad Farid Wan Salleh, who had earlier taken his oath of office before the Yang di-Pertuan Agong at Istana Negara, was also present. Gold Futures Forecast To Trade Range-bound Next Week
By Fatin Umairah Abdul Hamid KUALA LUMPUR, July 26 (Bernama) -- Gold futures on Bursa Malaysia Derivatives are expected to trade in a narrow range next week, tracking United States (US) COMEX gold amid the potential finalisation of US trade agreements with the European Union (EU) and Asia-Pacific countries, said an analyst. SPI Asset Management managing partner Stephen Innes noted that the EU and the US are moving towards a trade deal that could include a 15 per cent US baseline tariff on EU goods and possible exemptions. However, he said, the yellow metal could find support if the US dollar weakens, especially amid speculation over Federal Reserve chair Jerome Powell's stance on interest rates. 'My outlook for the week ahead sees gold finding a bid near the US$3,335 area, with topside resistance around US$3,395 (per troy ounce). The broader range will be dictated by how much traction the 'soft landing plus trade peace' narrative gains versus lingering macroeconomic uncertainty and rate expectations,' he told Bernama. On a weekly basis, the spot-month July 2025 contract slipped to US$3,350.0 per troy ounce on Friday from US$3,360.0 a week earlier, the August 2025 contract decreased to US$3,367.4 per troy ounce from US$3,378.3 previously, and the September 2025 contract fell to US$3,373.3 per troy ounce from US$3,384.20. Meanwhile, the October 2025, December 2025, and February 2026 contracts also settled lower at US$3,402.6 per troy ounce from US$3,413.40 previously. Weekly trading volume expanded to 34 lots from 12 lots in the previous week, while open interest rose to 71 contracts from 67 contracts. Physical gold was priced at US$3,365.85 per troy ounce based on the London Bullion Market Association's afternoon fix on July 24, 2025.
