CDWP clears seven projects worth Rs104bn

ISLAMABAD: The Central Development Working Party (CDWP) cleared seven development projects at cost of Rs104 billion.
The CDWP approved four development projects at cost of Rs8 billion and referred three major projects at cost of Rs96 billon to the Executive Committee of the National Economic Council (Ecnec) for final consideration and approval.
The CDWP met with Federal Minister for Planning, Development and Special Initiatives and Deputy Chairman of the Planning Commission Ahsan Iqbal in the chair at P-Block Secretariat.
CDWP approves four projects worth Rs21.83bn
The meeting was attended by Awais Manzur Sumra, Secretary Planning, along with Chief Economist, other members of the Planning Commission, federal secretaries, heads of provincial planning and development (P&D) departments, and senior representatives from relevant federal ministries and provincial governments.
The agenda focused on development projects across key sectors, including industries and production, information technology and transport and communications.
Two projects related to industries and commerce accorded the approval namely, '1,000 Industrial Stitching Units (Phase-II)' at cost of Rs1,950 million and 'Acquisition of Land for Establishment of SME Facilitation Centres at Various Locations' worth Rs1,250 million.
Two projects related to information technology approved in the meeting namely, 'Development of Pakistan Lunar Exploration Rover (PLExR) for Chang'E-8 Mission' worth Rs2,535 million and 'Pakistan Manned Space Mission' worth Rs2,243.20 million.
Three projects related to transport and communications presented in the CDWP forum namely, 'Improvement of Road from Sanghar to National Highway N-5 at Point Rohri via Mundh Jamrao and Saleput 0.00 to 221.00 kms' recommended to the Ecnec at revised cost of Rs36,910.449 million.
The road connecting Sanghar Mundh Jamrao to Rohri Toll Plaza in District Sukkur is a vital corridor linking numerous villages and towns across Sanghar, Shaheed Benazirabad, Khairpur, and Sukkur. Over time, the road has deteriorated significantly due to wear and the heavy rainfall in Lower Sindh in 2011, resulting in potholes, surface undulations, and eroded berms.
The revised project includes a New Jersey barrier, a new pre-stressed bridge, and a provision for design, drawing, and supervision.
Once completed, this corridor will enhance connectivity between eastern Sindh and upper Pakistan, playing a crucial role in the transportation of Thar coal for power generation and contributing significantly to regional infrastructure development and economic growth.
Another project of transport and communication sector presented in the meeting namely, 'Construction of Additional Carriageway along Mehran Highway from Nawabshah to Ranipur (135.0 Kms (Revised)' was referred to ECNEC at revised cost of Rs41,034.440 million.
The revised project envisages the dualisation of 135 km of Mehran Highway road from Nawabshah to Ranipur, including widening of the road by 4.95 metres on each side, overlaying of the existing 3.35-metrewide road, and construction of 3.5-metre-wide shoulders on both sides.
The scope of work includes the construction of New Jersey barriers, bypasses, RCC bridges, pre-stressed concrete bridges, RCC culverts, drainage and erosion control works, embankments, retaining walls, watercourse protection, and stone pitching. It also encompasses provision of guard rails, lane marking, cat-eyes, village traffic signboards, gantries, cantilever boards, and the shifting or rerouting of Sui gas lines and optical fibre cables.
Another project of T&C sector presented in the meeting namely, 'Improvement of Road from Rohri to Guddu Barrage @ M-5 Interchange Sadiqabad via Khanpur Mahar, Mirpur Mathelo & Mureed Shakh (150.00 Kms)' was referred to ECNEC at revised cost of Rs17,971.360 million. This strategic road project is expected to significantly improve regional connectivity and support economic development across northern Sindh and adjoining areas.
During a comprehensive review of transport and communications sector projects, Deputy Chairman Planning Commission Ahsan Iqbal, directed the member infrastructure to review construction schedule rates of federal and provincial governments and notifying new schedule of rates based on market rates.
The deputy chairman underscored the importance of this analysis for ensuring cost-efficiency and fiscal responsibility in infrastructure development.

Rupee's Performance Against US Dollar Since 04 March 2025 The Pakistani rupee maintained its upward momentum against the US dollar, appreciating 0.07% in the inter-bank market on Wednesday. At close, the currency settled at 282.22, a gain of Re0.20. On Tuesday, the rupee had closed at 282.42. This marks the fifth successive session of appreciation for the rupee, supported by improved sentiment in the currency market amid an ongoing crackdown by the law enforcement agencies against illegal currency dealers and smugglers. Last week, a Pakistan court sentenced three illegal currency dealers to five years in prison and imposed a fine of Rs1 million on each for their involvement in unlawful foreign exchange trading. Internationally, the US dollar weakened on Wednesday after a tame reading on US inflation bolstered expectations of a Federal Reserve rate cut next month, with President Donald Trump's attempts to extend his grip over US institutions also undermining the currency. US consumer prices increased marginally in July, data showed on Tuesday, in line with forecasts and as the pass-through from Trump's sweeping tariffs to goods prices has so far been limited. Investors eyeing imminent Fed cuts cheered the data and moved to price in a 98% chance the central bank would ease rates next month, which in turn dragged on the dollar. Against the yen, the dollar was last 0.05% lower at 147.76, while the euro was steady at $1.1676, having risen 0.5% in the previous session. The dollar index last stood at 98.08, after falling roughly 0.5% on Tuesday. US Treasury yields similarly fell on the heightened rate cut expectations, with the two-year yield last at 3.7371%, having swung in a range of nearly 10 basis points on Tuesday. The benchmark 10-year yield was little changed at 4.2965%. Oil prices, a key indicator of currency parity, erased losses on Wednesday after U.S. Treasury Secretary Scott Bessent said sanctions against Russia or secondary tariffs could go up if Friday's meeting between President Donald Trump and Russian President Vladimir Putin does not go well. Brent crude futures edged up 6 cents to $66.18 a barrel by 1243 GMT, while U.S. West Texas Intermediate crude futures were up 2 cents to $63.19. Finance Minister Aurangzeb optimistic on policy rate cut

Finance Minister Muhammad Aurangzeb signalled potential easing of Pakistan's policy rate later this year, noting slowing inflation and stable economic indicators, while addressing the 78th Independence Day of Pakistan and the Marka-e-Haque celebrations at the Rawalpindi Chamber of Commerce & Industry (RCCI) on Wednesday. 'I am always careful that the policy rate and the market-based exchange rate are very much under the purview of the State Bank of Pakistan (SBP) and the Monetary Policy Committee (MPC). Having said that, citing core and average inflation, my personal view is that I do think there is room to do more in terms of the policy rate. 'I am very hopeful that during this calendar year, we will see movement on the policy rate going south,' he said. Last month, the MPC of the central bank decided to keep the policy rate unchanged at 11%. The decision contradicted market expectations, which had anticipated a rate cut of around 50 to 100 basis points (bps). The committee, back then, noted that inflation in June 2025 decelerated to 3.2% year-on-year, led mainly by lower food prices, whereas core inflation also declined slightly. During his address, the finance minister said that the international financial organisations have lauded the government's economic reform agenda. 'S&P and Fitch have already upgraded us, and I am very hopeful that soon the third agency [Moody's] will also upgrade us,' he said. The government believes that Pakistan's exporters are poised to gain a significant competitive edge in the US market after the government successfully negotiated a reduction in reciprocal tariffs from 29% to 19%. This marks the lowest tariff rate in the region and presents a major opportunity to boost Pakistan's exports to the US. Meanwhile, the finance minister elaborated on his government's economic performance, saying that in recent years the size of the economy and overall income have increased, there is stability in the financial sector, a record reduction in fiscal deficit and inflation, the current account is in surplus, and a record rise in remittances is registered. 'National security and economic stability are essential for each other, and it is encouraging that over the past one and a half years, we have made strong progress on the economic front,' said Aurangzeb. He said that last year the government reduced its debt servicing cost by Rs1 trillion. It intends to repeat this feat in the current fiscal year as well, he said. He said that the transformation in the Federal Board of Revenue (FBR) is underway. 'I am very clear that taxation needs to be brought to a regionally competitive level. We cannot further burden the salaried class and the manufacturing sector,' Aurangzeb maintained.

Listen to article As Pakistan's trade deficit widened 44% in July due to a sharp rise in imports, Planning Minister Ahsan Iqbal on Tuesday expressed hope that it would be a "temporary dip," likely to be offset by an increase in exports driven by higher imports of raw materials. While launching the first monthly development report for the fiscal year 2025-26, the minister said the benefit of the lowest US tariffs on Pakistan in the region would depend on exporters' ability to seize the opportunity by penetrating foreign markets. The 44% higher trade deficit in July "is a temporary dip and will be offset by the increase in exports" in coming months, Iqbal said, when asked if the sudden jump was linked to the government's policy of opening the economy for foreign competition. The government reduced import tariffs in the budget as part of conditions set by the International Monetary Fund (IMF) and the World Bank. The Pakistan Bureau of Statistics (PBS) reported last week that the trade deficit rose to $2.7 billion, or 44% higher, in July. Authorities said it was too early to assess the impact of trade liberalisation, noting one possible reason for the surge in imports was that importers had delayed consignments to benefit from reduced rates starting in the new fiscal year. Iqbal said the government had revised the initial trade liberalisation plan by lowering duties only on items that could boost exports. He added that macroeconomic stability had strengthened, with exports posting a 17% increase in July, which was a reflection of external sector stability. In July, exports grew by 16.9%, reaching $2.7 billion from $2.3 billion in the same month last year, according to the Planning Commission's monthly report. It added that foreign remittances rose 7.4% last month to $3.2 billion, indicating growing confidence among overseas Pakistanis in the government's economic management and overall stability. When asked about the impact of the US trade deal, under which Pakistan agreed to zero tariffs on over 4,100 tariff lines in exchange for a 19% additional customs duty rate, Iqbal said exporters should capitalise on the lowest tariffs on Pakistan compared to the region. Former US President Donald Trump imposed a 19% additional tariff on Pakistani exports, compared to around 20% for the region, except India which faces a 50% additional tariff. The Pak-US trade deal should not be viewed merely in terms of the number of tariff lines receiving relief, said Dr Imtiaz Ahmad, Pakistan's chief economist, but in the context of a gradual increase in foreign direct investment. The government hopes investors from regional countries will set up operations in Pakistan to export goods to US and EU markets. However, the fine details of the trade deal, including rules of origin, are yet to be finalised. The national development report stated that Pakistan entered the new fiscal year with stronger economic performance, marked by improved fiscal management, a turnaround in the external sector from deficit to surplus, falling inflation, and renewed investor confidence. Despite the IMF's warning of slower global growth and persistent downside risks, Pakistan has achieved macroeconomic stability, said Iqbal. He added that at a time when global uncertainty weighs on developing economies, Pakistan's policy-driven turnaround signals a notable shift in its economic trajectory and a promising start to FY2026. Strong fiscal consolidation reduced the deficit to 5.4% of GDP in FY2025, down from 6.9% the previous year. The external sector posted a $2.1 billion current account surplus, driven by higher exports and record remittances, he said. Iqbal further stated that revised accounts from the Accountant General of Pakistan Revenue (AGPR) showed total development spending in the last fiscal year rose to Rs1.068 trillion, which is a new record. The government had earlier reported Rs1.048 trillion in spending in the fiscal operations data released by the Ministry of Finance last week. The Public Sector Development Programme (PSDP) spending now equals 98% of the total annual development budget. In FY2025, 260 projects were monitored, with 40 of strategic nature evaluated. For FY2025-26, the target is to monitor 251 projects and evaluate 50, he said. Iqbal again criticised the finance ministry's strategy of releasing 40% of the total budget in the last quarter, which he argued leads to wastage and strains budgetary resources. "We are in discussions with the Finance Division to withhold only 30% of the total budget for the last quarter and disburse the rest in the first three quarters," said Iqbal. The finance ministry's current quarterly release strategy allows 15% spending in the first quarter, 20% in the second, 25% in the third, and 40% in the last quarter.
