Assam cab unions threaten stir after CM Himanta's ‘stranger' barb
Three associations of cabbies in Assam have threatened to suspend services if Chief Minister Himanta Biswa Sarma does not withdraw his comment associating ride-share services with 'unknown elements'. On Independence Day, the Chief Minister said many cab drivers associated with Ola and Uber were 'strangers', a term construed to mean people not belonging to Assam. Three organisations – the All-Assam Cab Operators' Union, the Sadou Asom Cab Mazdoor Sangha, and the All-Guwahati Cab Drivers' Union – responded by asking the Chief Minister to retract his statement by the end of August or face an intense stir. 'We will enforce a chakka bandh across the State and hit the streets if the Chief Minister fails to admit his mistake,' the organisations said in a joint statement. It also demanded a 'clear definition' of 'unknown elements'. CM defends statement The Chief Minister defended his statement. 'I spoke only about strangers. If the known people take offence, I cannot help it. Let them stop driving their vehicles. This government is against strangers indulging in fundamentalist activities or politics on sensitive issues in Assam,' he said. On August 19, the Chief Minister raised the issue of 'strangers' again. He said unknown elements from places like Delhi, Mumbai, or Kerala might be arrested if they are found to 'cross limits' in Assam. 'We are keeping a close watch on such people. They came during the updating of the NRC (National Register of Citizens) and disrupted the process. The government did not pay much attention earlier, but we are monitoring every visitor now,' he said. He alleged that 'false kins' were generated for existing residents during the NRC process under the influence of people from outside, including social activist Harsh Mander.

Strange people visiting Assam, under watch: CM
Guwahati: Assam chief minister Himanta Biswa Sarma has raised serious concerns about certain "strange people" visiting the state from other states, cautioning that anyone attempting to interfere in the state's internal affairs and overstep legal and social boundaries will face immediate arrest. Tired of too many ads? go ad free now "These people are advocates from Mumbai and Kerala. We are keeping a track of them," Sarma said. Sarma drew direct parallels to the controversial period during the National Register of Citizens (NRC) update, which was conducted under Supreme Court supervision between 2013 and 2019. The exercise, aimed at identifying illegal immigrants, excluded nearly 19 lakh individuals but was marred by allegations of manipulation, wrongful exclusions, and bureaucratic lapses. "Similar individuals had arrived during the NRC update and derailed the entire process. Back then, the administration didn't pay much heed to these visits, but now, we have our eyes on every single one. If anyone crosses the boundaries set by law, they will be arrested without hesitation," Sarma said. Sarma alleged that the external actors deliberately disrupted the NRC process, exploiting duplicate names and creating false kinship records to insert ineligible individuals into the citizenship rolls. "These people created false records by taking advantage of the same names of individuals and entering the names of those who did not deserve to be on the list. The creation of false kin of people who already lived in the state from before had happened due to the brain of some individuals," he said. The chief minister emphasized that the state govt has gathered substantial evidence of such anomalies over the past five years. Tired of too many ads? go ad free now "These issues have come to light now, and we are now ready to submit the same to the Supreme Court," Sarma added. Reinforcing his administration's zero-tolerance stance, Sarma said Assam will not allow any fundamentalist activists — regardless of whether they come from Kerala, Mumbai, or Delhi — to interfere in the state's internal affairs and promote and protect activities of certain sections. The warning comes amid heightened scrutiny of Assam's citizenship policies and eviction drives. Sarma also revealed that a BBC team was denied access to Uriamghat, the site of a recent large-scale eviction, citing the need for prior permission. "We had made it absolutely clear that to enter the forest, one would need prior permission. We are taking actions bravely this time, and we will not allow any individual or group to take advantage of these issues," he said.

LS passes bill to set up IIM in Guwahati; second in NE
1 2 Guwahati: Lok Sabha on Tuesday passed the Indian Institutes of Management (Amendment) Bill, 2025, paving way for the establishment of the institute in Guwahati, with the union govt committing Rs 550 crore corpus fund for a period of five years from 2025-26. IIM-Guwahati will be the 22nd in the country and the second in the northeast after IIM-Shillong, which was set up in 2007. The establishment of the IIM in Guwahati is a key initiative under the Special Development Package (SDP) — the package that forms the core of the peace agreement signed between the central and state govts and the United Liberation Front of Assam (Ulfa) in 2023, aimed at promoting comprehensive development across the state. This makes IIM-Guwahati the second major national institute in the state born out of a political settlement, reinforcing the role of education as a tool for peacebuilding and regional empowerment. Earlier, IIT-Guwahati was established in 1994 as a direct outcome of the 1985 Assam Accord, which aimed to address regional development and educational infrastructure in Assam following years of anti-foreigners' agitation led by All Assam Students Union. The institute will be mentored by IIM-Ahmedabad, with classes expected to begin this year at a temporary campus provided by the state. The permanent campus will be built at Palasbari in Kamrup district. CM Himanta Biswa Sarma hailed the development as "truly historic." "With an IIT, AIIMS and now IIM, Assam is on the precipice of becoming a major education hub of Eastern India," Sarma wrote on 'X'. The bill notes that Assam govt formally requested the establishment of an IIM in the state, citing its strategic location and the need for holistic development. Despite having a population exceeding three crore, Assam remained one of the few states without an IIM. The bill mentions that according to the latest all-India survey on higher education, over 5.5 lakh students are currently enrolled in higher education institutions across Assam. With the state emerging as a key driver of regional growth, the proposed IIM is expected to significantly enhance educational infrastructure, foster managerial talent, and unlock new opportunities for students across the northeast. "Assam is at the centre stage of all-round development of the region. Establishing an IIM at Assam shall boost the overall education and development of the region and open up significant opportunities for the students of North Eastern Region of India to develop managerial skills," the bill notes. Sarma expressed gratitude to PM Modi, Union home minister Amit Shah, and education minister Dharmendra Pradhan, calling the move a transformative step for higher education in the region.
