LS passes bill to set up IIM in Guwahati; second in NE

Guwahati: Lok Sabha on Tuesday passed the Indian Institutes of Management (Amendment) Bill, 2025, paving way for the establishment of the institute in Guwahati, with the union govt committing Rs 550 crore corpus fund for a period of five years from 2025-26.
IIM-Guwahati will be the 22nd in the country and the second in the northeast after IIM-Shillong, which was set up in 2007.
The establishment of the IIM in Guwahati is a key initiative under the Special Development Package (SDP) — the package that forms the core of the peace agreement signed between the central and state govts and the United Liberation Front of Assam (Ulfa) in 2023, aimed at promoting comprehensive development across the state.
This makes IIM-Guwahati the second major national institute in the state born out of a political settlement, reinforcing the role of education as a tool for peacebuilding and regional empowerment.
Earlier, IIT-Guwahati was established in 1994 as a direct outcome of the 1985 Assam Accord, which aimed to address regional development and educational infrastructure in Assam following years of anti-foreigners' agitation led by All Assam Students Union.
The institute will be mentored by IIM-Ahmedabad, with classes expected to begin this year at a temporary campus provided by the state. The permanent campus will be built at Palasbari in Kamrup district.
CM Himanta Biswa Sarma hailed the development as "truly historic." "With an IIT, AIIMS and now IIM, Assam is on the precipice of becoming a major education hub of Eastern India," Sarma wrote on 'X'.
The bill notes that Assam govt formally requested the establishment of an IIM in the state, citing its strategic location and the need for holistic development.
Despite having a population exceeding three crore, Assam remained one of the few states without an IIM.
The bill mentions that according to the latest all-India survey on higher education, over 5.5 lakh students are currently enrolled in higher education institutions across Assam.
With the state emerging as a key driver of regional growth, the proposed IIM is expected to significantly enhance educational infrastructure, foster managerial talent, and unlock new opportunities for students across the northeast.
"Assam is at the centre stage of all-round development of the region. Establishing an IIM at Assam shall boost the overall education and development of the region and open up significant opportunities for the students of North Eastern Region of India to develop managerial skills," the bill notes.
Sarma expressed gratitude to PM Modi, Union home minister Amit Shah, and education minister Dharmendra Pradhan, calling the move a transformative step for higher education in the region.

Centre to introduce bills that can sack the PM, CMs and top ministers held in custody for 30 days Union home minister Amit Shah will bring three important bills in the Lok Sabha on Wednesday. These bills say that if any minister, chief minister, or even the prime minister is arrested or kept in custody for 30 days in a row for a crime that can lead to at least five years in jail, they will have to leave their post. The government's schedule for the Lok Sabha shows that the three bills are – The Constitution (130th Amendment) Bill, The Jammu & Kashmir Reorganization (Amendment) Bill, and The Government of Union Territories (Amendment) Bill. The schedule also mentions that after the bills are introduced, there will be a proposal to send them to a joint parliamentary committee for review. Together, these bills aim to create a new system that will apply to ministers and chief ministers in states and Union territories like Jammu & Kashmir, as well as Union ministers and even the prime minister at the Centre. However, the bills also make it clear that once the arrested leader is released, they can be appointed to their position again. The new bills, which also include a constitutional amendment, say that if the Prime Minister, a Chief Minister, or any minister in a state or Union Territory (including Delhi) is arrested and kept in custody for 30 days in a row on charges that carry at least five years of jail, they will have to step down on the 31st day. If they don't resign, they will automatically lose their post. For Union Territories like Jammu and Kashmir, the bill states that if a minister or the Chief Minister is detained for 30 days, the Lieutenant Governor must remove them if the Chief Minister advises so. But if no advice is given by the 31st day, then from the next day the minister or Chief Minister will automatically lose their position. The same rule is proposed for the Union government and the states. If the Prime Minister or any minister is in custody for 31 days straight, they will automatically be removed from office. The explanation attached to the bill says this step is necessary to protect constitutional values and keep people's trust in their leaders. It points out that while leaders represent the hopes and faith of citizens, the Constitution does not currently have any rule to remove a Prime Minister or minister if they are arrested on serious criminal charges. The note adds that ministers are expected to have integrity and set an example. If a minister is facing grave criminal allegations and remains in custody, it can harm constitutional values, weaken good governance, and break the trust that people have placed in them.

Land worth Rs 1 crore belonging to father of Pakistan-based militant attached by J-K Police
The Jammu and Kashmir Police said it attached a parcel of land in north Kashmir's Baramullah district that belonged to the father of a Pakistan-based militant. The land, measuring 3 kanals and 18 marlas (roughly 0.5 acre), belonged to Mohammad Maqbool Dar, the father of Pakistan-based militant Asif Maqbool Dar, who was designated a terrorist by the Ministry of Home Affairs in 2023 under the Unlawful Activities Prevention Act (UAPA). Police said attaching the land located at Bandi Payeen village in Baramulla was a 'major step in dismantling the terror networks and their support structures'. 'Srinagar police have attached orchard land measuring 3 kanals and 18 marlas, valued at approximately Rs 1 crore, belonging to designated terrorist Asif Maqbool Dar, son of Mohd. Maqbool Dar, who is presently operating from across the border. The property is located at Bandi Payeen, district Baramulla,' the police said in a statement. 'Although the property is formally held in the name of his father, Mohd. Maqbool Dar… investigations have established that Asif Maqbool Dar is an active stakeholder,' police said, adding, 'He has been involved in facilitating terrorism, spreading anti-national propaganda, and inciting disaffection against the government through various social media platforms for several years.' Police said the attachment of the land is aimed at sending a message to anti-national elements. 'This decisive action by Srinagar police is intended to send a clear and strong message — those engaged in anti-national and terror-related activities will face strict legal consequences, including forfeiture of their assets,' police said. In a separate incident, the Anantnag police have attached land belonging to Adil Hussain Thoker, a militant from south Kashmir's Bijbehera. Thoker's house had been demolished after his name cropped up in the Pahalgam terror attack. However, the NIA later said that only three Pakistani nationals were behind the attack. 'The action has been taken in connection with FIR No. 11/2023 registered under Sections 20, 38 of the Unlawful Activities (Prevention) Act (UAPA) and Sections 2/3 of the EIMCO Act,' police said, adding, 'This attachment is part of lawful measures aimed at dismantling the support structure of terrorism in the district.'

Shah: Strategy being worked out to deal with cloudbursts
NEW DELHI: Union home minister Amit Shah chaired a meeting of the parliamentary consultative committee for the ministry of home affairs (MHA) on 'Disaster Management and Capacity Building' here Tuesday and said that a strategy is being formulated to deal with cloudbursts and landslides. The announcement comes after two recent incidents of cloudbursts resulting in more than 100 deaths in Uttarakhand and J&K. Shah said that in the Modi govt, a multi-dimensional approach has been adopted in the field of disaster management along with financial, institutional, structural strengthening He said Rs 1,28,122 crore has been allocated for SDRF and Rs 54,770 crore for NDRF for the period 2021-22 to 2025-26. Shah said that the central govt has also allocated Rs 13,693 crores for National Disaster Mitigation Fund (NDMF) and Rs 32,031 crores for State Disaster Mitigation Fund (SDMF) for the period 2021-22 to 2025-26. Those who attended the meeting included ministers of state for home affairs Nityanand Rai and Bandi Sanjay Kumar, members of the committee and Union home secretary, along with senior officials of the ministry of home affairs, National Disaster Management Authority (NDMA), National Disaster Response Force (NDRF), Director General (Fire Services, Civil Defence& Home Guards) and National Institute of Disaster Management (NIDM). Shah said that the average time taken to send Inter-Ministerial Central Team (IMCT) to disaster affected states has come down from 96 days to 8 days now.
